Attached is the latest draft of the AIA Zoning Overlay Design
Guidelines and Standards for P&Z next week. I have include a clean PDF
version and the Microsoft Word “redline” version.
I went through the document and made several edits based on the public
meeting s over the past few weeks and meetings with you. Significant
changes include the following:
1. Redefined the term “Project” as used in this document. (Page 5)
2. Clarifying the definitions of “Awning” and “Canopy” to be
consistent with the existing City code. (Page 6)
3. Added a definition for “Planned Development”. (Page 7)
4. Moved footnotes for the Use Matrix table. (Page 9)
5. Clarified that “historic context” or “historic development
patterns” must be demonstrated though documentation. (page 9)
6. Modified building height requirements. (Page 10)
7. Added “Building Setback” guideline and standards. (Page 10)
8. Added a requirement to screen roof-top mechanical equipment
from view by architectural treatments such as a parapet wall. (Page 11)
9. Added a statement so that “Destination” and “Attraction” land
uses may be approved as a PD on a case-by-case basis. (Page 12)
10. Deleted incentive for shared parking to get increased FAR or
building height as this would trigger the need for PD review.
Preference is to leave shared parking as a staff-level process. (Page
19)
11. Expanded the Landscaping section to identify the Commercial Site
Plan Review requirement for landscape plans. Specifically, requiring a
registered landscape architect for projects that are greater than ½
acre; requiring minimum scale for landscape plans, requiring a plant
schedule, etc. (Page 20)
12. Adding a section that requires minimum notations on the landscape
plans such as invasive exotic plants from the FLEPPC Invasive Plan
Species List, landscaping materials, etc. (Pages 20/21)
13. Added a requirement for “Building Perimeter” (areas between
adjacent buildings) and “Building” (base of building) landscaping. The
“Building” landscaping may be applied toward meeting the “perimeter”
landscaping. (page 21)
14. Revised the “Window Sign” to allow up to an additional 25% of the
permitted “Wall Sign” copy area for the use along the primary façade.
This means that the maximum copy area any building in the District could
ever achieve is 40 square feet. I recommend that the first sentence of
the current exemption language in Section 94-4(6) be modified to be
consistent with this proposed standard.
