I reviewed your recommended revisions and concur with all of them,
except Sec. 110-702(1)m. (line 930). I would like to discuss with you.
I responded to all your questions and provided clarifications where
needed, as follows. Please see attached document for changes.
1. Sec. 110-585(3) (lines 101 – 106) – concur with addition.
2. Sec. 110-592 (line 221) – concur.
3. Line 259 – concur and deleted definition for “fenestration.”
4. Line 265 – maintained definition for “Florida Friendly
Landscaping” and did not include “Xeriscape” in the definition since
Florida Friendly Landscaping is a law. Line 328 – deleted “or Florida
Friendly Landscaping” from the title of the “Xeriscape” definition and
expanded it to identify the principles.
5. Line 298 – deleted reference to Sec. 110-221.
6. Line 309 – revised definition to more precisely state what
“shared parking” is.
7. Sec. 110-604 thru Sec. 110-607 – concur.
8. Land Use Matrix table – line 366 – “restaurants, cultural
facilities, hospitals, and clinics” are all included in the C-1 district
already. The uses that are called out in the matrix are uses that have
not been previously identified in the code and which needed
clarification. Yes, any use that is not listed in the existing C-1, C-2
or M-1 or the Use Matrix may be authorized as a PD.
9. Sec. 110-609 (line 372) – concur.
10. Sec. 110-622(2)d. (lines 419/420) – concur.
11. Sec. 110-623 (line 435) – concur.
12. Sec. 110-624(1)a. (line 445) revised to include “up to” four (4)
stories or 45 feet.
13. Line 451 – concur.
14. Lines 453 and 455 – revised spelling of “storey” (British-English
version) to “story” (American-English version.)
15. Line 464 – concur.
16. Lines 474/475 – concur.
17. Lines 494/495 – concur.
18. Line 690 – concur.
19. Line 729 – concur.
20. Line 733 – concur.
21. Sec. 110-671(1) (line 736) – revised to clarify intent that “when”
a parking structure is included in a project that it shall be integrated
into the design.
22. Sec. 110-684(1) (line 753) – concur with the addition of
“redevelopment.”

24. Lines 787-789 – concur.

26. Line 815/816 – concur.
27. Sec. 110-702(1)m. (line 930) – Need to discuss the requested
revision to delete “for cruise ship parking.” As suggested this would
prohibit those companies that may have the “vehicle wraps” such as
subway or other fast food franchises or delivery services that have
their fleet parked in the parking lot.
28. Sec. 110-702(1)p. (lines 934-937) – concur, since the city
prohibits off-premise signs.

Barry asked that I contact you regarding the A1A Economic Opportunity
Overlay District code format. I have attached a draft of the code for
your review. Barry wants the Overlay District to be in Chapter 110.
Therefore, I propose that the Overlay District code requirements be
included in Chapter 110 as a new Article X with 7 Divisions as follows:
Chapter 110 >Article X
Division 1 – Generally
Division 2 – Administration
Division 3 – Site Planning
Division 4 – Architectural Guidelines
Division 5 – Parking
Division 6 – Landscaping
Division 7 – Signage
