Lhe board's position on one particular item which is u carry-over
_Ccnm one of our meetings of April 9, 1996. I have asked Karen
Pappas to provide you with excrptu from the minutes of that meeting
which pertain to the current discussion of u proposed play puck
on W. Lun8poioL Road.
As you can see from ihuoc minutes, our board strongly supported all
attractive bus atop at the small triangular piece of property oL
Columbia Drive and AIA. The city supported our proposal but
seemed inclined to consider u proposal by u private company to
supply the benches at no cost to the city which would have marketable
advertising space on them. The Beautification Douc0 had proposed
no octagonal covered bum stop with searing which would be sturdy
enough to accommodate young school children. This would also
h,ne/iL older riders of the transit system as well. Attached is o
drawing that Michael Cluokiu' tbco Director of Public Works,
provided for ibc bus stop plan. As you will noLe' there in n brief
x`un|iuu that this property might also be used as u walkway to the
proposed park on LungpuinL Road if i� were �o materialize.
A special meeting concerning the LouApoioL Road Neighborhood Pork
was held hn April 24, 1997 which was attended by myself, MucCba
Seymour, Frances 3ioCcr' Bob Murray and James Hale from the
UeuuLL[icuiion Board.
I asked for clarification of the ownership of the property, if it
were under lease to the city what wccc the terms of the Icuyc and
sLurL to duration of the lease. I have been provided with that
iofuooaLion which is as follows:
The City of Cape Canaveral signed u lease for five years with
CoberLu Mosher, n private property uvoe/' no December 17, 1996 to
cuJ on December lh, 2001' While uuJer this lease the city of
Cape Cuoovucul has llroL right of refusal for any bona fide
o[feru io purchase this property which nmai he exercised within
30 days of written notice by the landlord, Ms. Mosher.
Vc|vr terms include:
A. The lease uLuLeo among other things that the tenant, City of
Cape CoouvocuI' shall construct no improvements except those
improvements customarily or oucmoIly used in o public park or
playground in compliance with all applicable governmental rules or
rcOu1uLinos and the costs Lburcuf shall be paid by 7cuont(City of
Cape Canaveral) so that the premises ubn]l at all times be free
of liens for labor and materials supplied or claimed to have been
supplied to the premises.
B. Icnuni ubuIl not commit or allow any nuisance upon the
premiseo, shall maintain the premises at Lbuic expense, store and
remove regularly all trash and garbage and pay all trash removal

C. Tenant abuIl maintain public liability insurance covering the
premises and uomc landlord, Mo. Mosher as additional loss payee
under said policy.
D. Tenant, City of Cape Canaveral, shall have the right and
obligation to remove all playground and puck improvements
constructed by LeounL upon termination of this lease for any purpose

If I were there with you, I would recommend that the Beautification
Board cui[ccmte their support for u boa stop with benches at
Columbia Drive and ALA. Although the proposed park area uo
LouCyoint Road under discussion iy part of the same property, it,
will be Lccotcd separately and be budgeted and administered by the
Cape Canaveral Recreation Department if there is playground equip-
ment on the property.
Unless and until the city owns this property I would not advise
construction of any puzmuncuL covered bon stop such as we
originally envisioned because of ihc terms of the Ieayu.
The benches with commercial udvecLiuing would, therefore,
probably he the best immediate ooluiion.

May 7 Council meeting, at 7:00 P.M.
In an effort to clarify his understanding oldie awards process, Mayor Porter summarized
it as follows: l'he nominating committee, comprised of Mr. Murray, Mr. Glcckner, Ms,
Seymour and Mr. Hale, make award nominations in their assigned sections of the City.
The judging committee, comprised of Ms. Young, Ms. Coates and Ms. Singer, view the
nominations and make recommendations to the Board for the awards. The Board agreed
with this summary. Mayor Porter stated that he was very happy with the awards process
and that it seemed to be very efficient. Ile also stated that these awards are a big deal
to the residents of Cape Canaveral, Ms. Coates discussed how the city was divided into
sections for the nominating committee and suggested that the Board periodically reassign
the zones to ensure objectivity and help keep everyone informed as to what is happening
throughout the City. Mr. Gluskin noted that the Board also encourages and accepts
nominations from citizens.
Ms. Coates stated that an updated listing of previous award winners would be distributed
to all Board members. She instructed everyone to put this listing in a permanent folder
and pencil in future winners. Ms. Coates reminded everyone that no nomination should
be considered for an award if they were a winner within the last two years. They may
be nominated but can not win.

Proposed Bus Stop at Columbia & A IA
Ms. Coates explained that because of recent tragedies involving children at bus stops and
resulting public outcry, discussions about a proposed bus stop on the small, triangular
piece of property at Columbia Drive and A 1 A, have resurfaced. She further stated that
although the property is not large enough to develop into a park; a perimeter hedge,
groundeover, and a large gazebo with benches, would provide the children with a safe
and attractive place to await their buses. Ms. Coates went on to explain that the City is
considering a proposal by a private company which provides, at no cost, bus stops that
double as advertising space. The advantage to this type of bus stop would be that the
private company is responsible for the structure's maintenance and there would be no
cost to the City other than developing the land. Mr. Gleaner asked if the advertising
signs would contribute to beautification, Ms. Coates stated that while major efforts are
being concentrated to beautify A 1 A, this should be a consideration. Mr. Gluskin passed
around a brochure which contained pictures of the proposed advertising bus stops. Ile
explained that, generally, the local area is solicited for advertisers who pay a fee to the
company for advertising space. There may be several advertisers for each bus stop and
the ads vary in appearance.

Mr, Gluskin clarified that the property 1),-..'ing discussed is actually a forty foot right of
way \vine!' was, al one time, supposed to be the extension of North Banana River Blvd.
Mr. Gluskin stated that currently, the buses stop on A IA and the kids sit right on the
edge of A IA while waiting. 1 le explained how he envisioned the proposed bus stop to
work which involved the children remaining at the'sheltered area until the bus arrived,
at which point the children then walk out. to meet the bus. Mr. Gluskin passed out a
drawing of his proposed idea. Mr. Nicholas stated that there is a crossing guard on duty
at that location and could ensure that the kids walk safely from the bus stop to the bus.
Mr. Gluskin estimated that approximately five to fifteen children would utilize the
proposed bus stop.
Ms. Young expressed concerns about vandalism and asked if the advertising bus stop was
more resistant to this type of activity than a gazebo. Mr. Gluskin stated that structurally,
not necessarily, but that the literature Teeilied that the commercial bus stop was treated
with something \vhich makes graffiti easier to remove. Mr. Gluskin noted that he was
not entirely sure that the advertising bus stops were indeed free. Additionally, he noted
that the Space Coast Area Transit Authority (SCAT) was looking at placing these bus
stops throughout the county for their bus system and there might be a conflict with
putting one at the school bus stop. In regards to the vandalism issue, Mr. Gluskin stated
that if an alternate structure (gazebo) were [Milt,if. would have 110 delicate parts and
would conjiallasically.of posts, sea.tstnd a roof, _Referring to the diagram distributed,
Mr. Gluskin suggested placing the bus stop/gazebo next to the existing large palm Irce
and then placing anolhcr palm on the other side. Ile explained that he had been told by
the City Manager that this property might be used as a walkway to the proposed park on
Longpoint Rortd, if it were to nitteri;dize. Mayor Porter confirmed that the Council had
recently approved the rnoiriTriTTIIT;Teagrant ‘vhich would help fund the purchase of
the property on Longpoint Road.
Ms. Coates described her vision of an octagonal gazebo much larger than those at
Washington Park. Mr. Gluskin again referred to his diagram and stated that the gazebo
or "gazcbus stop"indicatcd was twelve feet in diameter. 'Hie gazebos at Washington Park
are eleven feet nine inches in diameter with seating on four walls. Ile further stated that
seating is possible on all seven sides with two to three people sitting on each side.
Motion by Ms. Coates, seconded by Ms. Singer, that theBeautification Board propose
the construction of a bus stop on the City -owned property at Columbia Road and A IA.
Ms. Young stated that she would like to see research done as to the stability of the
shelters proposed, both because of weather and vandalism. Mayor Porter explained that
design and engineering would have to be done to ensure that the structure met building
