Good morning Ray. I am in receipt of your email regarding the status
of the EOOD and in particular any notes that may have been generated
from a recent meeting with Ms. Kim Resanka (attorney for Mr. John
Porter) related to the proposed EOOD expansion. The referenced meeting
was held on January 15, 2014 at 9:00 am in the Planning Department
Conference Room. It was attended by Ms. Resanka, Todd Morley and
myself. The meeting lasted approximately 45 minutes. Mr. Morley nor
myself took notes but I can say that the discussion revolved around the
proposed expansion and possible benefits to effected property owners.
Regarding your question of rezoning your property on Holman for medical
office use, the EOOD is an overlay district and will not result in
rezoning any of the involved properties. What the EOOD will do is
provide more flexibility to development standards such as setbacks,
building heights, landscaping, and establish design guidelines. I have
included a link (below) to the City Code section related to the EOOD.
Although I cannot tell you that your property values will increase or
decrease as a result of the EOOD, my experience has been that value is
tied to the development potential of a property.

Good morning Mr Morley and Mr. Dickey,
Please consider this a formal public records request that copies of the
notes for the discussion you had about the benefits to land owners for a
proposed expansion of the EOOD.
In the recent city update it said, "Met with attorney for property
owner regarding the proposed expansion of the A1A Economic Opportunity
Overlay District. Staff provided background information related to the
reason of the proposal as well as benefits to involved property owners."
I'm interested in more details of this meeting.
For instance (purely hypothetical) Is it conceivable that our property
on Holman could be zoned for a medical office under EOOD?
Also, How will EOOD affect our property values?
Please provide this at your earliest.
