A RESOLUTION CALLING AND PROVIDING FOR A
FREEHOLDERS ELECTION ON MARCH 29, 1966,
IN THE CITY OF CAPE CANAVERAL, FLORIDA
TO DETERMINE WHETHER SUCH CITY SHALL ISSUE
GENERAL OBLIGATION BONDS NOT IN EXCESS OF
$1,200,000.00 TO PAY THE COST OF A STORM
DRAINAGE SYSTEM IN THE. CITY; PROVIDING
AN EFFECTIVE. DATE.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF CAPE CANAVERAL, FLORIDA, that :
SECTION 1. This Resolution is adopted pursuant to Section
100.201 et seq. Florida Statutes, and other applicable provisions
of law.
SECTION 2 . It is hereby found, determined and ascertained
that;
A. It is necessary, desirable and in the best interest of
the general health and welfare of the City and its inhabitants
that general obligation bonds of the City be issued in an amount
not exceeding $1,200,000.00 for the acquisition and construction
of a storm drainage system in the City.
B. All of such bonds, as above described, shall bear
interest at a rate or rates not exceeding the legal rate and shall
mature serially at such times not less than two (2) years nor more
than thirty (30) years from the date of such bonds .
C . The bonds, if and when issued, together with other out- o
standing debts of the City, will not exceed twenty per cent (20w)
of the total assessed valuation of all taxable property, both real
and personal, within the limits of said City.
SECTION 3. A special bond election is hereby called to be
held in the City on the 29th day of March 1966, to determine
whether or not general obligation bonds, as hereinabove designated
and provided for, proposed to be issued for the purposes provided
by Section 2 of this Resolution, shall be at that time approved
by a majority of the votes cast in such election, in which a

majority of the freeholders who are qualified electors
residing in the City and who have re-registered in the Special
re-registration as required by law, or who shall vote in such
bond election under the provisions of Section 100. 241 (4),
Florida Statutes, shall participate.
SECTION 4. Such bond election shall be held and conducted
in the manner prescribed by law for holding general election.
The place of voting in such bond election shall be the Volunteer
Fire Department located at the interesection of Jackson Avenue
and Poinsetta Avenue, Cape Canaveral, Florida. The polls will
be open at such voting places on the date of such bond election
from 7 o' clock A.M. until 7 o' clock P.M. on the same day. All
duly qualified electors residing within the City who are free-
holders therein on the date of such election and who have
specially re-registered for participation therein as required
by law, or any. qualified elector residing in the City who is
entitled to vote at such bond election under the provisions of
Section 100.241 (4), Florida Statutes, shall be entitled to
participate in and vote at such bond election.
SECTION 5. The re-registration books of the City are
now open at the office of the Supervisor of Registration, in
the City Hall, 105 Polk Avenue, City of Cape Canaveral, Florida,
and will remain open until 5 o' clock P.M. March 8, 1966 which
such date is more than fourteen (14) days prior to the date of
the special bond election, as herein provided.
SECTION 6. The Council of the City of Cape Canaveral
shall, before the date of such election, appoint the Clerks
and Inspectors to conduct such election and shall certify a
list of such Clerks and Inspectors, which shall be published
in accordance with law and shall be recorded in the Minutes of
the Council' s Meetings.
SECTION 7. The ballot to be used in said election shall
contain a statement of the description of the proposed issuance
of bonds, and shall provide facilities for qualified electors

who are freeholders to vote for or against the issuance of
said bonds as they may choose; and such ballot shall be in
substantially thefollowing form:

Shall the City of Cape Canaveral, Florida
issue general obligation bonds in an amount
not exceeding $1,200,000.00, bearing interest
at such rate or rates, not exceeding the legal
rate, and maturing serially not less than two
(2) years, nor more than thirty (30) years
from the date of such bonds, for the purpose
of paying the cost of acquiring and constructing
a storm drainage system in the City, as more
specifically described and provided in the
Resolution of the City of Cape Canaveral,
Florida, adopted February 15, 1966; the
principal of and interest on such bonds are
secured by a pledge of the full faith and
credit of the City and are payable from a
special ad valorem tax levied on all taxable
property within the City?

Instruction to Voters : If you are in favor
of the issuance of the bonds, place an "X"
mark in the space to the left of the words
"For Bonds" .
If you are not in favor of the issuance of
the bonds, place an "X" mark in the space
to the left of the words "Against Bonds" .
SECTION:-8: ": Paper. ballots shall also be used at said
Bond Election for absentee voting, the form of the ballot to
be used in said Bond Election for absentee voters shall be in
substantially the same form as set out above.
SECTION 9. The City Clerk of the City is hereby authorized
and directed to have printed on plain white paper a sufficient
number of the aforesaid paper ballots and deliver them to the
election Inspectors and Clerks on or before• the date and time
for opening of the polls for such Bond Election .
SECTION 10. The City Clerk; exofficio Registration
Officer of the City, is hereby authorized and directed to make
up and certify a list of all qualified electors residing in the

City who have specially re-registered for participation in such
bond election and who are determined to be freeholders and to
be qualified to vote therein. A certified copy of such list
shall be furnished to the Inspectors and Clerks of the election
at each place where the votes are to be cast in said bond election,
and a certified copy of such list shall be filed and preserved
among the records of the City.
SECTION 11 . If a majority of the votes cast at such
election in respect to the issue of such general obligation
bonds shall be "yes" votes or "For Bonds", the issuance of such
issue of bonds shall be approved; but onlyin the event of a
majority of the freeholders who are qualified electors and who
have specially re-registered as required by law, as hereinabove
provided, shall participate in such election and shall cast
their votes on the bonds so approved .
SECTION 12 . This Resolution shall be published in full as
the Notice of said Bond Election in a newspaper of general
circulation according to the laws of the State of Florida, each
week for four (4) consecutive weeks, the first publication to
be not less than thirty (30) days prior to the date of said Bond
Election. Pursuant to the requirements of Section 100.211, Florida
Statutes, copies of this Resolution shall also be posted in at
lease ten (10) different places within the territorial limits
of the City. '
SECTION 13. This Resolution shall take effect in
accordance with the provisions of the Charter of the City.
