CITY CLERK OF THE CITY OF CAPE CANAVERAL, FLORIDA, TO SIGN CHANGE ORDER NO. 1, FOR POLLUTION CONTROL FACILITY PROJECT; PRO- VIDING AN EFFECTIVE DATE. WHEREAS, the City of Cape Canaveral, Florida has entered into an agreement with W.E.D. Contractors, Inc., for ' the construction of the Pollution Control Facility Expansion, ' -_, and WHEREAS, the Department of Environmental Regulation , requires that a sealant be provided beneath the sludge drying beds of said project, and '. t WHEREAS, that requirement necessitates Change Order No. 1, thereby adding an additional $19, 824 . 00 to the net total of the contract, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape Canaveral, Florida, as follows : SECTION 1. The Mayor and the City Clerk of the City of Cape Canaveral, Florida, are hereby authorized to sign Change Order No. 1 for the Pollution Control Facility Expansion. A copy of said change order being attached hereto and made a part hereof. SECTION 2 . CAPE CANAVERAL POLLUTION CONTROL FACILITY EXPANSION EXHIBIT TO CHANGE ORDER NO. 1 REASON FOR CHANGE Construction permit DC05-504-9, as issued for this facility by the Florida Department of Envirnomental Regulation contains a condition stating that: "The digested sludge drying beds shall be provided with liners or sealed to prevent filtrate seepage to the Banana River. " This change is being instituted to comply with that condition. SCOPE OF WORK AND SPECIFICATION REQUIREMENTS This work shall include the furnishing of all labor, materials, tools, equipment and other items necessary for the installation of a soil sealant beneath the sludge drying beds and that portion of the access road which lies between the beds. The soil. sealant shall be a readily available material previously demonstrated as an effective soil sealant when properly applied, and with a cation exchange capacity of not less than 40 meq./100 gr. The sealant shall be Terra Seal manufactured by Mid-Florida Mining, or other product with equivalant physical and performance characteristics. The manufacturer or his representative of the product shall provide on-site engineer- ing inspection of the application and shall approve the installation as satisfactory. The surface upon which the liquid waste barrier is to be constructed shall be graded to an elevation of 4.0 feet or to some higher elevation, but whichin no case shall be higher thanthree inches below the invert of any of the perforated under- drain piping. At the exterior of the sludge bed area, the surface shall be graded up at a slope no steeper than one vertical to three horizontal such that the sealed area will be tied into the footings below the outside walls. All vegetation, rocks or other debris which would penetrate through the 4-inch thickness of the seal shall be removed. The soil in the upper 4 inches of the prepared surface shall be adjusted to 8 to 14 percent moisture content before applying the sealant, and should be at a density not less than 90% of the maximum density as determined by the Proctor test. A total of 85 tons of sealant shall be spread uniformly across the base surface and slopes at the rate of 3 pounds per square foot using an agricultural seed or lime spreader or other equipment as approved by the engineer. Premeasured tarpaulins or drop cloths spread in different locations shall be weighed after spreading material over them to insure that the proper dosage is being applied. The sealant may also be applied by distributing 50 lb. bags of the material in marked grid patterns of 17 square feet each. The bags should be broken open and the material may then be spread and. mixed into the top 4-inches of soil by using a rotary tiller. • R MICROFILMED T-18-83 The sealant-soil layer shall be compacted to a minimum of 85% of the maximum density as determined by Proctor test, ASTM-698, using a vibratory compactor, a flat steel wheel roller or a sled type compactor. A sheepsfoot roller shall not be used. The Contractor shall only work on an area that can be completed in one working day. Completion shall be defined as soil moisture adjustment, spreading of the sealant, mixing of the soil with the sealant, compaction of the soil sealant layer, backfill of at least 4-inches of intended overburden, and compaction of this backfill to 90% of the maximum density as determined by Proctor test, ASTM-698. A dry mixture of 1 part sealant to 4 parts soil (by volume), blended dry, shall be hand applied and hand compacted up along the edges of the sump to form a seal at that structure. After the entire bed area is completed, the sealant layer shall be hydrated with water for a period of 96 hours to complete the activation and swelling process. Either freshwater or treated effluent water may be applied to the sealant layer by sprinkling from a water truck, flooding, or from natural rainfall. The completed installation shall be capable of restricting permeability to no more than 1 x 10 -6 centimeters per second. Subsequent construction activities shall be conducted in a manner to avoid penetration of the seal. The seller of this material shall provide assurance for a period of five years, during which time any failure shown to be a result of nonperformance by the material (and not to penetration or abuse by the operator, contractor, or any other party), shall be repaired by the seller, and all costs associated with this repair shall be incurred by the seller. After the five year period and for a subsequent fifteen year period, should any similar failure be satisfactory documented, the seller shall provide new material, including shipping, wi th no charge to the owner.
