AGENDA Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the Culture and Leisure Services Board excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g., approval of agenda, minutes, information items) and quasi- judicial or emergency items. Citizens are encouraged to limit their comments to three (3) minutes. The Culture and Leisure Services Board will not take any action under the "Public Participation" section of the agenda. The Culture and Leisure Services Board may schedule items not on the agenda as regular items and act upon them in the future. ACTION/DISCUSSION ITEMS: 1. CULTURE AND LEISURE SERVICES BOARD MEETING MINUTES SEPTEMBER 23, 2014 A Meeting of the Culture and Leisure Services Board was held on September 23, 2014, at the Cape Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, Florida. The meeting was called to Order at 5:30 p.m. by Vice Chairperson Doug Raymond. The Secretary called the roll. Annroval of Meeting Minutes of July 22, 2014 Motion by Mr. Schoenholtz, seconded by Ms. Woodside to approve the Regular Meeting Minutes of July 22, 2014 as written. Vote on the motion carried unanimously. 2. Staff Renorts Mr. Vergara reviewed his Staff Report and summarized Leisure Services activities/updates as follows: introduction of new Board Secretary Molly Thomas and new Recreation Leader Mike Saunders; discussion of issues inhibiting progress of dock construction at Banana River Park and plans to acquire funding for future phases of improvements including the landing and new restrooms; update on progress of improvements at Manatee Park including paving and pending contracts for life trail; expressed desire to establish a master plan for continued improvements at both parks; introduction of sewing program at the Youth Center initiated by Mary Jane Binney and supported through the donation of sewing machines by Brother International; wrap-up summary of the 3v3 summer basketball program, indicating room for growth; announcement of new franchises to the City; a Surf School on the beach and Eco-tours/Kayak rentals at Banana River Park. Mr. Raymond thanked Mr. Vergara for his report. OLD BUSINESS: Mr. Raymond asked about the 2014 Reindeer Run and availability of proper shirt sizes for attendees. Mr. Vergara responded that P.A.L. was in charge of that aspect of the race and that registration must be done in a timely manner to ensure availability of shirt sizes. NEW BUSINESS: Interviews of Board Applicants: Patti Martin & Maria (Mickie) Kellum Ms. Martin introduced herself, described her background as a business owner and experience at the corporate level; expressed her interest in getting involved and combating indifference and apathy in the community. Ms. Kellum introduced herself, described her background as a 25 year resident and business owner in Cape Canaveral; expressed how she raised her children here and now being a grandmother, she has the time to give back and be involved in the community, emphasizing the importance of youth enrichment. Discussion ensued regarding selection methodology, Ms. Woodside recommended a caucus, Board agreed and Applicants left the room. Board recommended Maria Kellum based on length of residency. Motion by Mr. Schoenholz, seconded by Mrs. Woodside to recommend Ms. Kellum to the Culture and Leisure Services Advisory Board and move forward with City Council approval of the same; holding Ms. Martin's application for consideration in future vacancies. Vote on the motion was carried unanimous. Mr. Vergara reminded Board members that volunteers were needed for the October Friday Fest, Ms. Woodside requested that e-mails be sent to remind them in the days prior to the event. Since reopening the courts, our racquetball league program has expanded to include an intermediate skill Level league. It started the second week of October with four players and quickly doubled once the word got out. The Wednesday Advanced Racquetball League also started a new season, and currently has 12 players participating. All of our league players were very excited to get back in the game and were quite pleased with the refreshed appearance of the courts! Monday night Kickball finished its fall season and began its winter season Nov l7th with 6 teams. The Wednesday Night Kickball League also began a new season with 7 teams. Thursday Night Softball League started its winter season on October l6th with 6 teams on the schedule. With below freezing temperatures in the northern portion of the Country, some of our seasonal residents are returning and requesting to play one of America's fastest growing sports. The Recreation Complex hosts Pickleball on Court #2, Tuesdays and Thursdays. Special Projects Manatee Sanctuary Park Parking Lot Paving The parking lot at Manatee Sanctuary Park is open for business. Sod was placed along the trail as well as the in the construction area. Usage of the facility is already increasing and Staff has received many positive comments regarding the upgrades. A big "thank you" to City Council and the City Manager for making the Project happen. The room was repainted and mirrors for the fitness classes were hung the last week of October. The flooring portion of the project was completed November 17"'. Although the room was unavailable for use during certain days of the remodeling project, we accommodated our instructors by rescheduling classes and offering alternative class locations as to minimize the overall impact upon those who regularly use the facility. The old water fountain failed due to deterioration and possible vandalism. Special Events Government Week On Monday, October 20"', 37 fourth graders from Cape View Elementary visited the Nancy Hanson Recreation Complex. They participated in a fun tennis game organized by the City's contracted tennis instructor, a Staff led shuffleboard game, a presentation of Leisure Services and its role in the City and ended with a group Zumba lesson from the City's contracted instructor. The November Friday Fest, on the other hand, was a home run! The band, Panama, had such a great time playing the event; they sent Leisure Services a `thank you' letter. They were very well received by the audience. The City of Cape Canaveral operated the refreshment stand and, with the help of several volunteers, pulled in over $1800 in sales after product costs. The next Friday Fest is scheduled for December 5th and should be on par with November. It was well attended. The November movie is Free Birds. Our audience is very excited about our December movie selection, "Frozen". With the overwhelming popularity of the film, we anticipate record setting attendance for its showing. Monster Mash This year's Monster Mash was a big success. Close to 150 children and their parents danced, played games and walked through the haunted house organized by Cape Canaveral members of the BCSO PAL program. Parents commented on how much fun the event was and thanked Staff for organizing it. The Haunted House was a big hit with attendees and a feature that will only get better in years to come. Students 5"' grade and up from Cape View Elementary, Our Saviors Catholic School as well as Cape Canaveral members of BCSO PAL learned about the Oyster Reef project and participated in making oyster mats to help clean up the Indian River Lagoon. November 14"' — 16th the tournament hosted more than 40 players for this 3 day racquetball event. Tournament organizer Kyle Betar was so pleased with the outcome; he hopes to hold another next spring. Also, several participants remarked on how nice the facilities looked with the fresh paint. Farmers Market The Farmers Market has settled into its new day and location nicely. They continue to offer fresh produce, baked goods and handmade arts and crafts to the public. We are happy to be a part of this nationwide trend and expect participation in this weekly program to increase with the influx of our winter residents. www.brevardfarmersmarkets.com. Social Media The City continues to utilize our social media pages to create awareness regarding our programs and events. Our Facebook posts now reach over 1,000 people every week.
