MEMBERS PRESENT: Gene Petre, Stephanie Robinson, John Dattilo,
Doug Raymond
MEMBERS ABSENT: Carol Delano, Steve Jarvis, Chris Hale
CALL TO ORDER:
Chaiinian Gene Petre called the meeting to order at 5:30PM. Mr. Petre announced that
the Recreation Advisory Board is officially called the Cultural and Leisure Services
Board and that since it will only meet quarterly (4 meetings a year) he advised the Board
Members to be in attendance. Also, they should make appearances at the Department's
Special Events.
ELECTIONS:
John Dattilo nominated Gene Petre for Chair and was seconded by Stephanie Robinson.
Gene declined saying he wanted to take a year off and he would miss the April meeting
because he will be out of town. He then nominated Stephanie Robinson for Chair. John
Dattilo seconded and all the Board Members present were for the nomination.
Stephanie Robinson nominated Doug Raymond for Vice Chair and Gene Petre seconded
and the motion passed by all members present.
The meeting was then passed to the new chair, Stephanie Robinson and vice chair, Doug
Raymond who conducted the rest of the meeting.
APPROVAL:
Doug Raymond made a motion to approve the Recreation Board minutes from the
November 29, 2011 meeting. John Dattilo seconded the motion. The motion was passed.
DIRECTORS REPORT/DISCUSSION:
The Student Art has been transitioned to the Leisure Services Department and will take
place in conjunction with the Friday Fest on February 3, 2012 in the Recreation Complex
Activity Room from 6:00 — 8:00 p.m. Gene Petre asked if there would be adequate
signage directing people to the Art Show. Director Robert Lefever responded that yes, the
Friday Fest vendor spots right in front of the building will remain empty and signs will be
placed in the spots specifically to direct people to the Student Art Show. He also asked
the Boards help in judging the artwork.
Director Robert Lefever reiterated what Gene Petre had touched upon concerning the
reorganization city wide regarding Advisory Boards. The Business and Cultural
Development Board was split up bringing the Cultural Board to the Recreation Board.
The new board will be called the Cultural and Leisure Services Board. All the City
Boards will have 7 voting members, no alternates. This Board will meet on quarterly
bases the 4t1' Tuesday of the month at 5:30 p.m. additional meetings will be added as
needed.
The Leisure Services Department will be host to a weekly Farmers Market set to start
Thursday, March 1s1 from 9:00 am to 4:00 p.m. and will take place on the recreation
complex property with no street closures. We have sub -contracted with Richard Hendry
who manages six other markets in Brevard County. He will provide all the advertising
and promotion, man the market, set up & break down and all clean up. He has over 12
web sites and 251 links to farmers market sites which our market will be included in as
well as his print ads and radio spots. He will pay the City 30% of the gross space rental
for each market day.
The Professional Fine Art Show has been transitioned to the Leisure Services Department
and is scheduled for Friday, January 27`h and Saturday, January 28th from 10:00 am —
4:00 pm. Director Robert Lefever reminded the Board Members that an invitation to the
reception on Friday from 5:00 pm — 7:00 pm was included in the Recreation Board
packet and he encouraged everyone to attend and bring a guest.
Doug Raymond remarked on the Fainters Market being high on the long range plans and
asked if there were other long range plans that would be part of this group. Robert
Lefever replied that we have bigger ticket items such as a multi -generational community
center/ building, improvements at Manatee Park and Banana River Park and the Youth
Center. These are facilities not events. We would like a Leisure Services sponsored golf
tournament that would raise funds just like the Reindeer Run raises funds for the PAL on
a large, large scale also National Parks Day will be in April and we are planning an event
to go with the Resolution.
REPORTS: NEW/OLD BUSINESS:
Gene Petre expressed concern regarding three Board Members who haven't attended the
last two meetings, and haven't called to say they wouldn't be attending. He asked if there
was any rule as to how many meetings can be missed without forfeiting their position and
he thinks the Board needs to take a stand on this issue. Doug Raymond remarked that
there is a waiting list for people interested in being on Boards. Director Robert Lefever
responded by saying he would contact the Board Members that haven't been present at
the last meetings and see what their intentions are for the future and he would elaborate
on the restructure of the Boards and also research it with the Clerk's office for a ruling
and to see if any of the applications that came in choose our Board.
Director Robert Lefever updated the Board regarding the dog park issue. At the January
17th meeting City Council decided not to take any action at this point.
ADJOURNMENT:
With no further business to conduct chair, Stephanie Robinson adjourned the meeting at
6:11 pm.
