Culture & Leisure Services Agenda Douglas Raymond [doug7048@inbox,com] Sent: Sunday, September 09, 2012 4:10 PM To: Robert LeFever Robert & fellow board members, Unfortunately I will be out of town when the September board meeting is scheduled, but I did have the opportunity to review the agenda and have some comments concerning the two action items. Some of the issues brought up by the residents near Bennix Park are of equal concern to the residents of the complex where I live. At the end of Center Street is Center Street Park which is located in the middle of Solana on the River. Two of our buildings border the park which has decorative fencing on two sides and signs stating that outside of the park is private property. The park, with a gazebo, serves as an excellent place to view manatees and dolphin, and has even been used occasionally for small weddings and wedding photo sessions. These are the positive features. The park however has several drawbacks also. It is frequently used by fishermen who disturb the manatees and become extremely loud and vulgar at times. They leave a mess not only on the shoreline but also in the gazebo. When it suits them they often ignore the private property signs and have even been seen urinating behind the buildings. It is clearly posted at the entrance that the park is open from dawn to dusk. It is not unusual to hear people out in the park well after dark and sometimes after midnight. Unlike the requests of the Bennix Park residents, I believe our park gazebo services a useful purpose. However, I strongly believe that our police force needs to take a more proactive approach in monitoring the activities in the park especially during the evening hours. The second item, no fishing ordinance, would greatly reduce the inappropriate activities that occur in the and around the park during the day. There are numerous areas along the river where fishermen can enjoy themselves without negatively affecting city residents. Adequate postings and strict enforcement of this ordinance then be required.
