Yes, this project will require an Environmental Resource Permit (ERP) from the St. Johns Water Management District. Permits from the regulatory agencies – which include St. Johns – are typically submitted to the City near the completion of our review and approval of Site Plans. This is due to the fact that the City may require a revision to the submitted site plan during its review. In other words, a developer would not want to apply for a St. Johns permit until the City’s review of the Site Plan is over and the layout of the site is finalized. In the situation with Cumberland Farms, there are a number of steps that will need to occur before we get to the site plan phase, including the special exception. In other words, the submittal to the City of the ERP is still a ways off. Let me know if you have further questions. Duree, when does these permits typical get introduced into a stage of development? When I spoke to my contact at the state, I was told there are typically signed permits from St. Johns Water Management with projects like this. (see attached screenshots) Maybe Jeff Ratcliff would know more about permitting from St. Johns Water Management as his department deals with storm-water runoff. As you may be aware many of the concerned citizens of not only our area but all around are concerned about the health of the Indian River Lagoon and this development could impact that. Even our own city council was proactive in protections for the our area of river. I would doubt seriously that no permits would be required.
