As to your question about the quality of the exterior elevations of the
Dollar General Store and whether it was controlled/directed by City
Code, I have attached a document in which is pasted the following:
1. Staff memo to CAB re the Dollar General application, and
2. The related CAB minutes of September 18, 2013.
This record only shows that a quality submittal was reviewed and
approved.
I believe the quality of the Dollar General project is a result of high
expectations stressed early in the development effort.
I recall one or two meetings in your office that included Barry Brown,
Bob Baugher and me where it was stressed and mutually agreed that a)
there was to be no appearance of exposed steel (“Butler building”) and
b) an attractive and inviting front elevation.
Barry and I went on-line and researched Dollar General Store elevations
in other cities. The one we preferred (attached) was provided to the
Dollar General Representative in May 2013 as a model/template.
There was regular contact between Barry, Bob Baugher and me over several
months. Much of it about the elevations.
Barry Brown spent a good deal of time with the applicant prior to their
submitting the CAB application.
I’m certain Bob Baugher was influential on his end.
Overall, I believe the driving force was the initial meeting(s) in your
office about a direction.
That spawned a teamwork approach where the direction Staff received as
well as the Seller’s influence with the Buyer led to a consistent
message with the Developer.
The larger question is: Does City Code command quality elevations?
Although this record doesn’t prove anything, the CAB was enacted in our
code to influence quality exteriors.
Their purview is arguably subjective. This one was driven more by
teamwork than existing code.
The greater impact will be the much less subjective expansion of the
EOOD which should be to Council in September.
The EOOD provides form-based regulations governing articulation,
building continuity, scale, proportion, rhythm, entry treatment, roof
lines, exterior surface materials, etc.
These regulations will ensure quality exteriors for future projects.
