In its letter, the Historical Commission suggests a “more complete archaeological survey needs to be conducted on the entire property.” This is based on the Commission’s position that the “2006 survey did not test the entire property going to the east, towards Highway A1A.” However, Dr. Parsons indicates that “No further investigation is required or requested by the state in the area covered by the survey report, because the area was previously surveyed to Florida standards…” The following map was taken from the referenced 2006 survey indicating the surveyed area, which runs from the Banana River to A1A, and from Holman Road to Cape Shores. It is apparent, and is confirmed by Dr. Parsons, that no further investigation is required within the surveyed area, which includes the proposed Cumberland Farms site. I appreciate the Historical Commission’s concern regarding possible resources; however, the Florida DHR has deemed the site not eligible for listing and has repeatedly indicated that no further study is needed or required. I can’t speak to local (county, city, etc.) requirements. Based on the information that we have, it seems that the entire tract was surveyed. That said, I have not seen the boundary/project area for the proposed project, so it is possible that part of the project area remains surveyed if it is not contiguous with the surveyed area in the report.
