TASK ORDER
CITY OF CAPE CANAVERAL
NEW FIRE STATION #1 PROJECT
ARCHITECTURAL AND ENGINEERING SERVICES
Section I. BAC KGROUND
The Cape Canaveral Volunteer Fire Department VFD h n
p (CC ) has an existing Fire Station at 190
Jackson Avenue that has been upgraded from previously constructed buildings. This Fire
Station #1 is in need of replacement with a new Fire Station Facility. The City and CCVFD plan
to construct a new Fire Station to be an approximately 10,000 square ft building on that same
site. The City of Cape Canaveral recently selected the professional consulting services of
Baskerville- Donovan, Inc (BDI) /BRPH Team to assist on this important Fire Station project. This
Task Order will allow the BDI /BRPH Team to provide the architectural and engineering services
4 for this important fire safety project.

Section II. SCOPE OF SERVICES, Surveying Services, Demolition Design, Final
Design, Permitting, Bidding Services, and ESDC

TASK 1 FIELD DATA, PLANNING SERVICES
Task 1.1 Surveying Services
The scope of services will be for the surveying services required for the architectural and civil
engineering design of the fire station facility. The specific services to be provided include the
following:
Surveying services will include:
a. Site specific surveying services for the buildings and parking lot
b. Site specific surveying services for stormwater system and tie -in
c. Site specific surveying services for the water and sewer tie -ins '
d. Pick up geotechnical borings on the site
e. Review of the property boundary lines on the site
f. Final mapping incorporated the separate parcels into one site with legal description
for the City
g. QA/QC
Task 1.2 Demolition Design Services plus Building Programming
During the initial task, Field Data, Planning Services, and as part of what becomes the 50%
submittal, the BDI /BRPH Team will work with the City /CCVFD and complete a demolition
plan related to existing structures and the civil site. The City /CCVFD will approve this
demolition plan and will identify those items that they would like to keep during this phase.
During the initial task, Field Data, Planning Services, and prior to the 50% submittal, the
BDI /BRPH Team will work with the City /CCVFD and complete a program validation, floor
plan and elevations approval before the 50% phase design starts.
Task 1.3 Geotechnical Services (Allowance)
1 Geotechnical services and a Phase 1 Environmental Assessment (EA) are included in this
Task Order as an allowance. The geotechnical services will include structural soil bearing
information, wet and dry season water table elevation estimation, hydraulic conductivity, and
pavement recommendations. The geotechnical firm shall coordinate boring locations with
the Architect - Engineer and Surveyor so that accurate boring location and ground water

I elevations can be determined. If an EA is required for this project, this evaluation would
I identify the presence of contaminants and or the impacts from petroleum hydrocarbon

I byproducts. Should the Phase 1 EA determine that a Phase 2 EA will be required, the fee
1 for that service is excluded from this Task Order.

1 Task 2.1a (50%) Final Design Submittal Services
1 The BDI/BRPH Team shall prepare and submit (50%) design construction plans and

1 specifications for Architectural, Mechanical, Electrical, Plumbing, Structural and Fire Protection,
, Civil Sitework, and Landscaping design documents. This submittal will be reviewed by the City

i Staff (end users, fire safety, public works, Building/Code Enforcement and Planning and
I Development). City review comments will be provided to the Architect & Engineer Team for

, incorporation into the 90% plans:

1 • Architectural design including floor plans, elevations, details and life safety plans.

1 • Architectural, electrical, mechanical, structural and plumbing design. This includes
I power, lighting, fire alarm, lighting protection, HVAC, potable water distribution and
1 domestic sewer distribution.
I • Structural plans indicating foundation and superstructure.
• Civil/site work, parking plan, landscape plan, paving/grading/drainage plan, utilities water
! and wastewater plan, and preliminary erosion control plan.

i • Stormwater modeling, drainage calculations, and report, the water and fire flow related
i calculations, and the wastewater flow calculations.

1 Task 2.1b (90%) Final Design Submittal Services

! The BDI/BRPH Team shall prepare and submit (90%) design construction plans and
1 specifications for Architectural, Mechanical, Electrical, Plumbing, Structural and Fire Protection,
i Civil Sitework, and Landscaping design documents. This submittal will be reviewed by the City

1 Staff (end users, fire safety, public works, Building/Code Enforcement and Planning and
I Development). City review comments will be provided to the Architect & Engineer Team for
I incorporation into the final (100%) plans:

1 • Architectural design including floor plans, elevations, details and life safety plans.

1 • Interior Design and Finish Plans.

1 Task 2.1c (100%) Final Design Submittal Services

i The BDI/BRPH Team shall prepare and submit final (100%) construction plans and
i specifications. This submittal shall incorporate the review comments from the 90% review into
the plans and specifications. This submittal will be approved by the City Staff/CCVFD for

1 bidding purposes. The Architect & Engineer Team shall provide these final contract documents
i for bidding purposes.

i Task 2.2 Permitting Services
i l The BDI /BRPH Team shall prepare and submit permit applications for the required and listed
entities as follow. The permit submittal shall incorporate one set of RAI review comments from
the regulatory agency review process. This fee is also based on one City code review
submittal.

St. Johns River Water Management District Environmental Resource Permit
I - Complete the stormwater modeling and report for use in permitting
- Complete the preparation and submittal of the permit application
- Address any review comments
j - Coordinate with the environmental consultant if their services are required by the District
(ecological subconsultant fee will be in addition to this contract)
- Offsite stormwater treatment may be required and is included in this project

Task 2.3 Bidding Services
The BDI /BRPH Team shall be responsible for answering bidder's questions to the construction
documents and Request for Additional Information (RAI) pertaining to the contract documents
during the bidding process and prepare Addenda responses. This may take the form of
narratives, drawings, specifications and /or sketches. The Architect - Engineer Team shall
hold /run a Pre -Bid meeting. The Architect - Engineer Team shall attend the bid opening and
work with the City related to the recommendation of award of a construction contractor.

Task 2.4 Project Management/Administration
The BDI /BRPH Team will prepare for and perform project management and administration
activities, including general administrative activities for this Task Order, as well as specific
coordination activities with the team members. We will prepare and submit to the City status
reports and tracking and financial documentation (schedules, invoices) for this assignment. The
schedule and invoice will include percent complete for each task to advise and highlight the
overall progress of the tasks, as well as identify items completed, on -going and pending
activities, and action items required of the City and BDI /BRPH Team. This Task is based on a
four month duration.

A TASK 3 ARCHITECTURAL ENGINEERING SERVICES DURING CONSTRUCTION
The BDI /BRPH Team shall be responsible for answering contractor questions on the
construction documents during the construction. This may take the form of construction
observation, narratives, drawings, specifications and or sketches. The Architect - Engineer
Team shall be responsible for reviewing the record drawings as provided by the Contractor and
for making any required certifications to State and Local agencies. The BDI /BRPH Team will
prepare for and perform general project management and administration activities, including
general administrative activities for this Task Order, as well as specific coordination activities
with the team members. The services under this construction phase of the project are based on
a 9 month start through construction completion duration.

• Attend meetings every two weeks to include performing routine site inspection during

this meeting visit. (18 meetings)
• Review required submittals and shop drawings and samples for work under our design.
• Answer formal Requests for Information (RFI's) prepared by the Contractor.
1 • Prepare and issue Supplemental Instructions (SI's) when appropriate to incorporate
1 modifications or clarifications.
• Perform a Substantial Completion inspection and issue a punch list of items to be
completed for Final Completion.
• Perform a Final Completion inspection.
1 • Draft and provide electronic version of final As -Built drawings from Contractor red -lines
1 for project closeout requirements.

Section III. SUBCONSULTANTS
The BDI /BRPH Team will attain geotechnical services under this Task Order through Universal
Engineering Services. An allowance has been added to use for acquiring the geotechnical
1 services. The geotechnical services will include structural soil bearing information, wet and dry
season water table elevation estimation, hydraulic conductivity, and pavement
recommendations. The geotechnical firm shall coordinate boring locations with the Architect-
Engineer and Surveyor so that accurate boring location and ground water elevations can be

A Phase 1 Environmental Assessment (EA) is included in this Task Order. An allowance has
been added for this EA. If an EA is required for this project, this evaluation would identify the
presence of contaminants and or the impacts from petroleum hydrocarbon byproducts. This
site is a disturbed built out site and the location of protected natural resources such as wetlands
and endangered /threatened species of wildlife will not be required.
1 Section IV. PERMITTING
The permits that are anticipated on this project are included in the scope of services. The City
will be responsible for paying all permit application fees.

Section V. OWNER'S RESPONSIBILITY

The City /CCVFD will provide all available design related information on the existing fire station.
The City /CCVFD will provide input and approve this demolition plan and identify those
items that they would like to keep. The City /CCVFD will review and provide comments on
the 50% and 90% design documentation. The City /CCVFD will complete a program validation,
floor plan and elevations approval before the 50% phase design starts. The City /CCVFD will
work in conjunction with the Architect - Engineer Team to assist with construction observation.
The City will be responsible for all permit fees.
Section VI. DELIVERABLES
The BDI /BRPH Team will provide the following deliverables:
1. Three (3) sets of the Survey with Legal Description.
2. Three (3) sets of the 50% Plans, Specs and Cost Estimate.
3. Three (3) sets of the 90% Plans, Specs and Cost Estimate.
f 4. Three (3) sets of the required Permit Applications, plus those required for Regulatory
Approval.
5. Ten (10) sets of the final 100% Plans, Specs Contract Documents.
I 6. One (1) Electronic copy of the Final 100% Contract Documents in PDF format.

Section VII. SCHEDULE
1
BDI /BRPH Team project schedule will be driven by the project needs of the City /CCVFD.
These schedule durations exclude the SJRWMD permit approval duration. A more detailed
Project Schedule is provided under separate cover (as refined with City /CCVFD).

Section VIII. METHOD OF COMPENSATION
The City of Cape Canaveral shall compensate the BDI /BRPH Team for the not -to- exceed lump
4 sum fee amount as listed below for a total value of Two Hundred Five Thousand Six Hundred
and Thirty Dollars and Zero Cents ($205,630) for the scope of services as specified prior in this
task order. In addition, the BDI /BRPH Team has included a geotechnical allowance not to
exceed Five Thousand Dollars and Zero Cents ($5,000). The total fee for this effort with the
i allowance for geotechnical services is Two Hundred Ten Thousand Six Hundred and Thirty
Dollars and Zero Cents ($210,630).
At the direction of the City /CCVFD and the BDI /BRPH Team Agreement, the Team may be
I requested to provide additional services, such as unforeseen but needed surveying or GIS
services, other engineering, etc. These additional services would be approved by the City of
Cape Canaveral. The BDI /BRPH Team shall invoice the City of Cape Canaveral monthly
based on the percentage of work actually completed on this project. The cost breakdown for
this City of Cape Canaveral Fire Station project site is as follows:
