Phi: a major contributor to blight in a neighborhood
is commonly known as "trash" , which not only diminishes property
values , but is adverse to the health and safety of the residents;
and
WHEREAS , Keep Brevard Beautiful is sponsoring May 14, 1988
as "Trash Bash Day" in Brevard County; and
WHEREAS, the City of Cape Canaveral desires to commend Keep
Brevard Beautiful and the various organizations for their time and
effort in contributing to this worthwhile event.

pi1terea : drug abuse in Florida has reached epidemic
stages , and the 15-24 year old age group is dying at a faster
rate than any other age group; and
WHEREAS , it is imperative that a united effort of
community members be launched to stem the tide of drug abuse; and
WHEREAS, the sponsors of RED RIBBON WEEK, Florida Informed
Parents for Drug Free Youth are asking citizens to take this
opportunity to demonstrate their commitment to drug-free lives by
wearing red ribbons from May 9-13, 1988; and
WHEREAS, youth, parents, teachers , and persons from all
walks of life are offering their commitment to eliminate the
demand for alcohol and drugs by wearing symbolic red ribbons
during RED RIBBON WEEK;
NOW, THEREFORE, I , Patrick T. Lee, Mayor of the City of
Cape Canaveral , do hereby support the RED RIBBON CAMPAIGN, and
hereby proclaim May 9-13, 1988, as
"RED RIBBON WEEK"

visible statement that we are strongly committed to win the war

Plata*: from the inception of this nation, it has been
the responsibility of the states and their local governments to
adopt legislation and enforce laws and ordinances whenever neces-
sary to protect their citizens' health, welfare and safety; and
WHEREAS , it has been a fundamental part of the democratic
principles of this nation to involve all interested and affected
parties from both the public and private sectors in the formulat-
ion, adoption, and to the fullest extent possible, in the adminis-
tration of such laws and ordinances; and
WHEREAS, among the most basic of the laws and ordinances
which have been so derived , are those acts which assure the
public ' s health and safety in the buildings in which people live,
work and play; and
WHEREAS, to assure such safety, the City of Cape Canaveral,
Florida enforces the city-wide building code which has been design-
ed and is maintained with the assistance of the building industry
and the consumers; and
WHEREAS , to provide an environment of quality living
standards within the City of Cape Canaveral , Florida , the Code
Enforcement Division through the efforts of its staff, enforce the
City Ordinances which have been adopted by and for the citizens of
this community for the maintenance of their properties; and
WHEREAS, it is through the untiring efforts of local Code
Enforcement Departments and their cooperative relationships with
the construction industry that the administration of these health,
welfare, and life safety regulations is assured.
NOW, THEREFORE, I , Patrick T. Lee, Mayor of the City of Cape
Canaveral, Brevard County, Florida, do hereby proclaim the week of
April 10 - 16, 1988 as
"BUILDING SAFETY WEEK"
and urge all citizens to familiarize themselves with the important

WHEREAS, many of our senior citizens not only desire, but,
in fact, need employment for independent living, maintenance of
health and continuing involvement in the life of our City; and
WHEREAS, the Senior Community-Service Employment Program
pays those unemployed persons, willing and 'able to work, who are
55 years of age or older,-' for, on-the-job training in community
service agencies while helping them find jobs with private or

consequently the Cocoa Beach Area Chamber of Commerce has
established an awareness campaign to encourage consumers and
businesses to do business with local companies called "Buy
Brevard" ; and
WHEREAS: by supporting "Buy Brevard" we signify to existing
and potential businesses an appreciation of their service and a
commitment of support of our community; and
WHEREAS: by encouraging residents to buy goods and services
locally we are making an effort to improve the local economy and
thereby strengthen our community by not allowing dollars to leave
our area; and
WHEREAS: an increase in local business will lead to better
services for the community through business expansion and an
expanded tax base;
NOW, THEREFORE, I, Patrick T. Lee, Mayor of the City of Cape

piIjereaE, Hospice care has been demonstrated to be a
humanitarian way for terminally ill patients to approach the end of
_ ,< their lives in relative comfort with appropriate , competent, and
a£ compassionate care in an environment of personal individuality and
dignity; (usually at home) and
WHEREAS : Hospice care is provided by an Interdisciplinary
team of physicians , nurses , social workers , pharmacists ,
psychological and spirtual counselors , and community volunteers
trained in the Hospice concept of care; and
WHEREAS: Hospice care is proving to be an effective and
economical alternative to unnecessary institutionalization for many
terminally ill patients; and
WHEREAS: there remains a great need to increase public
awareness of the benefits of Hospice care; and
WHEREAS: the Hospice benefit under Medicare , makes it
possible for many more elderly Americans , than previously, to have
the opportunity to elect to receive Hospice care; and
WHEREAS: Holmes Regional Hospice , Inc. , is celebrating its
Tenth Anniversary of service this year and has expanded to north
and central Brevard with its affiliates, Cape Hospice, and Hospice
of St. Francis .
NOW, THEREFORE, I , Patrick T . Lee , Mayor of the City of Cape
Canaveral, Brevard County, Florida, do hereby proclaim
NOVEMBER 1988
as National Hospice Month and ask all residents of the City to join
with me in recognizing and supporting Hospice care as a humane
response to the needs of the terminally ill, and to recognize and
show our appreciation to the professional staff and dedicated
volunteers who have given so much of themselves .

1;ii hereas: Hunger stikes people of all ages , including the
elderly, disabled, the homeless , the unemployed , men , women , and
children; and
WHEREAS: " SCOUTING FOR FOOD " is a food collection
campaign to secure food for the hungry in Central Florida and is a
beginning solution to the area' s hunger problems; and
WHEREAS: approximately 80 , 000 households are now served by
food pantries and kitchens in Central Florida , and over 225
agencies rely on the food bank as their primary source of food; and
WHEREAS: the " SCOUTING FOR FOOD" campaign will involve
a door-to-door food collection effort by Scouts and The Olive
Garden Italian Restaurants beginning in November, 1988; on November
12 , 1988 scouts will distribute food collection bags in homes
throughout the community ; and on November 19 , 1988 , scouts will
return to the same homes to pick up the donation bags and take them
to the designated collection points; and
WHEREAS: the donated food will be delivered to a variety of
agencies such as Brevard Community Food Bank where it will be
distributed to emergency food pantries throughout Central Florida.
NOW, THEREFORE, I , Patrick T . Lee, Mayor of the City of Cape
Canaveral , Brevard County, Florida, do hereby proclaim November 12 ,
through November 19 , 1988 as
"SCOUTING FOR FOOD" WEEK
in Cape Canaveral and urge all citizens to support this worthwhile
endeavor to help the hungry; and express their sincere appreciation
to the Scouts , The Olive Garden Italian Restaurants and others for
their cooperation and assistance.

II Items: the City of Cape Canaveral, by virtue of its name
and geographical location , for more than 25 years has been
�' associated with Space exploration; and
ir
WHEREAS , the City of Guidonia Montecelio, Italy, has for
the past 50 years been associated with European endeavors in
exploring the science of Space and Aerospace; and
WHEREAS , these two cities share this common bond of
association with Space, Aerospace, and Science; and
WHEREAS , there has been and continues to be a friendly,
cooperative , commercial , financial , cultural and beneficial
relationship between the United States of America and the
Republic of Italy; and
WHEREAS , there has been extensive communication between
the elected representatives of Guidonia Montecelio and the City of
Cape Canaveral to determine the desirability and feasibility of
entering into a Sister City relationship; and
WHEREAS , this communication has resulted in visitations
to the City of Cape Canaveral by Officials and Citizens of the City
of Guidonia Montecelio , which has affirmed the intentions of both
Cities to establish a Siter City relationship.
NOW , THEREFORE , I , Patrick T . Lee, Mayor of the City of
Cape Canaveral , Brevard County, Florida, do hereby proclaim that as

women have answered the call to duty; and
WHEREAS: it is imperative that we do not forget or forsake
those thousands of American servicemen who remain unaccounted for
as a result of the Korean and the Vietnam conflicts; and
WHEREAS: the sacrifices of those Americans who are missing ,
imprisoned or who have lost their lives or livelihood as a result
of military service to our Nation remain rightly foremost in our
minds; and
WHEREAS: the courage and dignity of those we honor remains
a model for our youth and for all Americans when our Nation is
faced with adversity, shall inspire us to a greater love of country
and shall lead us to a clear understanding of the principles upon
which these United States are founded;

Pherea5: Spina Bifida is the number one crippler of
newborns; and
WHEREAS , Spina Bifida is a defect in the spinal column in
which the spine fails to close properly during prenatal develop-
ment; and
WHEREAS , Spina Bifida occurss:,more frequently than Muscular
Dystrophy, Multiple Sclerosis , Polio or Cystic Fibrosis combined;
and
WHEREAS , 30 years ago 80 percent of the children born with
Spina Bifida died; today through agressive modern medical intervent-
ion, 90 percent survive to live full lives; and
WHEREAS , the Spina Bifida Association of America is the sole
organization dedicated to representing those with Spina Bifida ,
their families and friends; and
WHEREAS , the Spina Bifida Association of America is actively
engaged in funding research on the medical causes and treatment of
Spina Bifida, and
WHEREAS , those born with Spina Bifida or other handicaps are
entitled to the same opportunities available to other citizens of
the United States.
NOW, THEREFORE, I , Patrick T. Lee, Mayor of the City of Cape

ertaE our Founding Fathers, in order to secure the bless-
ings o liberty for themselves and their posterity , did ordain and
P- establish a Constitution for the United States of America; and
IOW
WHEREAS: it is of the greatest importance that all citizens
fully understand the provisions and principles contained in the
Constitution in order to support it, preserve it and defend it
against encroachment; and
WHEREAS: the two hundred first anniversary of the signing
of the Constitution provides a historic opportunity for all
Americans to learn about and recall achievements , of our Founders
and to reflect on the rights and privileges of citzenship as well
as its attendant resxponsibilities; and
WHEREAS: the independence guaranteed to the American people
by the Constitution should be celebrated by appropriate ceremonies
and activities during Constitution Week as designated by proclama-
tion of the President of the United States of America in accordance
with Public Law 915;
NOW, THEREFORE, I , Patrick T . Lee , Mayor of the City of Cape
Canaveral , Brevard County, Florida, do hereby proclaim the week of
September 17 through 23, 1988, as
CONSTITUTION WEEK
and urge all our citizens to pay special attention during that week
to our Constitution and the advantage of American Citzenship.

WHEREAS , this asset to our community has given untold
thousands of residents the joys of living theatre at very moderate
prices; and
WHEREAS , it has provided the opportunity for countless
volunteers who give unselfishly of their time and talent to act on
stage, as well as construct sets , work backstage, get involved in
various committees that concern themselves with membership, make-
up, costumes, sets, publicity and sound and light systems; and
WHEREAS , our youth and citizens of all ages have found, in
the Theatre, opportunities to use their skills , acquire new ones ,
have an outlet for their energies in meeting and working with
congenial and secure neighbors; and
WHEREAS , the Surfside Theatre is a unique concept deserving
the support of our community,
NOW, THEREFORE, I , Patrick T. Lee, Mayor of the City of Cape
Canaveral, Brevard County, Florida , do hereby proclaim Friday ,
August 12 , 1988 ( opening day of Surfside ' s first play of the

"SURFSIDE THEATRE DAY"
and I call upon the residents of this City to support the Theatre
by becoming season ticket holders and to increase their partici-

ans: in March , 1987 the Melbourne Beach Baby Sitting
Co-Op had a dream to create a safe playground for all children ,
including handicapped, in Brevard County; and
WHEREAS, the Co-Op formed an organization called the Creative
Playground at Melbourne Beach, which is involved in raising funds and
manpower necessary to build a specially designed Robert Leathers
Playground; and
WHEREAS , the Creative Playground organizers approached the
County Recreation and Parks staff and the District III County
Commissioner about building this special playground at Spessard
Holland Park, and the County Commission approved the request; and
WHEREAS, the business sectors, residential communities, local
and regional media,; and -students of all ages throughout Brevard and
even the surrounding counties are working together to promote this
worthwhile endeavor; and
WHEREAS, multiple fund-raising efforts embrace all of Brevard as
the group collects pennies countywidg;; which will be used to break the
Guiness,-Book of World Records on Tiarch 26, 1988 for the longest line
of ont
