Citizens are encouraged to limit their comments to three (3) minutes. The Board will not take any action under the "Public Participation" section of the agenda. CULTURE AND LEISURE SERVICES ADVISORY BOARD CAPE C ANA VERAL LIBRARY MEETING ROOM 201 P O LK AVENUE TUESDAY, MAY 13, 2014 5:30 PM MEMBERS PRESENT: Gene Petre, Stephanie Robinson, John Dattilo, Doug Raymond, Barry Schoenholz, Maureen Michel MEMBERS ABSENT: Marlene Woodside OTHERS PRESENT: Gustavo Vergara, Leisure Services Director Fran Norman, Board Secretary CALL TO ORDER: Mr. Petre called the meeting to order at 5:33. APPROVAL OF MINUTES: Mr. Schoenholz made the motion to approve the minutes from the March 25, 2014 regular meeting of the Culture and Leisure Services Advisory Board meeting. Mr. Raymond seconded, the board unanimously approved to adopt the minutes. STAFF REPORTS: Mr. Vergara reviewed the staff report copied from the weekly updates. He said that the Farmers Market coordinator met with him and they are investigating the possibility of moving the market to A 1 A frontage property by City Hall and changing from Thursdays to Saturdays. By having it on Thursdays working people can't get to it. This change is critical to the success of the Farmers Market but the lack of restrooms is a concern and he is looking to see if within the city code we can direct them to the library. Mr. Vergara informed the board that Leisure Services is working on starting a free co-ed 3v3 basketball league for 13-17 year old kids and asked Ms. Michel if she would like to help somehow. It will be held on Tuesdays from 6:30 to 8:30pm hopefully starting in June. This will be a 10 week summer league and we will be partnering with BCSO. Each kid that participates will receive a nice rubber basketball at the end of the session and have prizes for lst, 2nd and 3rd place. Mr. Vergara encouraged the board to come to Canaveral City Park on Saturday, May 17th to commemorate National Park Trust's third annual Kids to Parks Day. He explained the partnership with Cape View Elementary to raise funds for repairs to one of the elementary school's playground and that a Youth Kickball Tournament will begin at 10 :00am with music, food, drinks and raffle prizes. The different grades will play each other and also family matches, at 12:15 the teachers will play against the 6th graders. As part of the evening celebration the Movie in The Park "The Croods" will be shown in the little league outfield at Canaveral City Park starting at 8:00pm. The bid opening for the construction project of the parking lot at Manatee Sanctuary Park will open on May 23rd. Mr. Vergara explained that if the city builds anything it, will be first class as this is the city's vision. Even though this is a parking lot it will be beautiful with an island down the middle with nice foliage, five solar lights and per city code the dumpster will be enclosed in a concrete block containment. When this project is finished the park will really look nice. Mr. Petre asked for clarification regarding the Art Classes for Kids. He asked if all the ages were in one class. Mr. Vergara replied that the elementary group will meet from 1:00-2:00 pm and the High School group from 2:15-3:30 pm on Mondays, Wednesdays and Fridays. OLD BUSINESS: A brief discussion ensued regarding a letter from a resident addressing the walkway problem at Manatee Sanctuary Park. Mr. Vergara replied that the same materials were ordered from the previous specification to which Mr. Petre said the stones are bigger and people could slip and sprain an ankle. He and his wife walk in the grass alongside the trail. Mr. Petre said the board could talk about this at another time. Mr. Petre also asked about the progress of the playground at Manatee Sanctuary Park. Mr. Vergara replied that at this time nothing is being addressed mostly because of the parking lot project but hopefully as the Banana River Grant come thru we can address it again. NEW BUSINESS: Fee Schedule - Mr. Vergara explained that when he started with the city he noticed there was not a word document explaining the fee schedule and that the Sandpiper Park pavilion was not included in the facility rentals nor was the non-profit organizations included except for Friday Fest. In order to be consistent he developed a word document with the City of Cape Canaveral fee schedule which will be posted online. Mr. Petre asked how we know if an organization is non-profit. Mr. Vergara answered that you can look them up on Sunbiz web site where they are all listed as active or not. He also explained that the fee for summer camp increased by five dollars to offset the cost of the field trips to Cocoa Beach Aquatic Center and the free movies on Merritt Island. The shuttle company we will be using is giving us a very good discount and he added that he thought it was a really good idea taking the kids swimming this summer. Mr. Petre asked for a motion to accept the fee schedule as presented by the Director. Mr. Dattilo made the motion and Ms. Robinson seconded the motion. Vote on the motion carried unanimously. Chapter 54 — Parks and Recreation - Mr. Vergara explained that chapter 54 is a standard code of conduct that brings definition/clarification to what is acceptable within the parks in Cape Canaveral. This is a code of ordinances providing a definition of city parks and providing procedures for the naming of city parks, providing rules and regulations for city parks authorizing the city council to award certain franchises for surf, paddleboard and kayak instruction by competitive bid pursuant to certain requirements and restrictions providing for the repeal of prior inconsistent ordinances and resolutions. There were numerous questions from the board regarding strikes, underlines and asterisks as well as positive feedback regarding all the work that went into the ordinance. Mr. Petre asked for a motion to accept Ordinance No. 07-2014 as presented in its entirety as presented today. Mr. Schenholtz made the motion Ms. Michel seconded the motion. The nomination carried unanimously, after a roll call. A brief discussion ensued regarding dogs on the beach. Mr. Schoenholz said people showing up twice a day during prime use. Mr. Petre agreed and stated that he has shared his concerns with councilmembers and law enforcement has been brought into that scenario. There are signs posted at all the beach ends but nothing has changed. Mr. Vergara explained that Satellite Beach is very stringent regarding issuing citations he also agreed that it is all about enforcement. ADJOURNMENT: With no further business to conduct Mr. Petre asked for an adjournment. Ms. Robinson made a motion to adjourn the meeting, Mr. Raymond seconded and the meeting was adjourned at 6:25pm. A-2 Wednesday Tennis is still trying to make up rain -out matches; a few local players came out to the matches this week, but many of those who travel from Cocoa and Merritt Island decided to reschedule due to the uncertainty of the weather. Luckily, the players who made it were able to finish their matches before the rain. The Wednesday Night Racquetball League is 9 weeks into its season. They only have 3 more weeks of regularly scheduled matches left, but they are facing the same weather issues as the Wednesday Tennis group. Thursday's A-2 Tennis League has its final match this week. We will begin the new season in two weeks. So far, 5 players have signed up. Many of the regular players have elected to take a hiatus during the coming season due to the heat. Veteran Softball underdog, Dottie's, won for the second week in a row! Their streak may come to an abrupt end though, as they are scheduled to play the reigning champs, BNL, in the next game. No surprise endings in Kickball this week, as team W.S. remain undefeated. We are on week 9 of 12 for the Wednesday Kickball League and have only had two rainouts. Special Projects • Fence posts were replaced on the southwest side of the Manatee Sanctuary Park parking lot. They had naturally rotted from exposure to weather. • Holes on the exterior eastern wall of the Youth Center were patched. An exterminator has been called to assess whether the building has live termites. • The northern racquetball courts wall have been patched/sealed. Quotes are being sought out for painting of the RB courts. • Review of bids for the Manatee Sanctuary Park parking lot project continues. Kids to Parks Day National Park Trust's (NPT) third annual Kids to Parks Day took place on Saturday, May 17th at Canaveral City Park in partnership with Cape View Elementary's PTO. This event raised funds for repairs to one of the school's playgrounds. The event was very successful. Many families participated in the daytime events and evening movie featuring The Croods . Banana River Park A presentation before the Florida Inland Navigation District Board of Commissioners took place on Saturday, June 21 st. This is a yearly meeting where the F.I.N.D. Board invites all potential grantees to make a case for its grant projects. The City's Banana River Park Improvement Project was very well received by the Board. This is the first time the City had ever made a presentation before the Board. Positive comments were received and all questions were properly answered. They appreciated that the City was requesting only 16% of the total proj ect cost. Mayor Pro Tem Petsos and Council Member Walsh attended the meeting and spoke before the Board in support of the project. The next step will be to expedite adjustment of the St. Johns River Water Management District Permit of the Park by September in order to be able to receive any grant funds. The City Contracted Engineer is currently working on that process. Friday Fest June Friday Fest was well attended and the weather held up beautifully. Dave Kury and Naome Bradshaw were on stage entertaining the crowd. Proceeds from liquor sales benefited the Cape Canaveral Soccer Club. There was no July 4th Friday Fest due to it failing on the holiday. Farmers Market The Farmers Market continues to grow in popularity thanks to its new day and location. Fresh produce, baked goods and handmade arts and crafts are all available to the public. www.brevardfarmersmarkets.com. Movie in the Park The Lego Movie was shown on Friday, June 20th and viewers got to cast their votes for the July and August movies." Rio 2" is the choice for the July and The Nut Job" for August's movie in the park. Summer Camp Summer camp is on the half way stretch. The kids have enjoyed field trips to the Glow in the Dark Putt -Putt Golf Course where they enjoyed the spectacular umbrella of black lights as they navigated through 18 holes of mini -golf, winning prizes along the way for those lucky enough to capture a "Hole in One". They have enjoyed pool parties at the Cocoa Beach Aquatic Center. For safety reasons, campers are required to wear a life jacket until they pass a swim test with the lifeguards. They have also enjoyed trips to Shore Lanes where they challenge each other to see who can get the highest score as well as strikes and spares. They have also been to the movie theatre at Merritt Square where they sat in the cool and watched movies like "Epic", " The Croods" and "Sponge Bob Square Pants". These are free movies at 10:00am during the summer for kids. They have participated in a bowling tournament that took place on the basketball courts at Canaveral City Park. They have had ice cream parties, cupcake decorating parties, arts & crafts some featuring recycled materials. They learned to Zumba by a certified kids instructor at the recreation complex. They have been participating in the Summer Reading Program every week at the library earning prizes by keeping up with the required amount of books they must read. The city and the library combine their resources to pay for some very wonderful and exciting guests like Mr. Science, a guest speaker from the Brevard Museum of Natural Science who discussed archaeology and the Jolly Magicians. The campers enjoy outdoor games and sports at Canaveral City Park, playing in the playground during free time and working on their eye/hand coordination skills. The campers have also been introduced to a new program called "Camper of the Week". This program recognizes campers who give 100% effort in their activities, present a positive attitude, sportsmanship, show respect to their counselors and friends and act as models demonstrating the Cam Rules. The "Camper of the Week receives a youth sized City of Cape Canaveral T-Shirt from the 50th Anniversary along with candy and bragging rights. Back to School Jamboree The Back to School Jamboree is scheduled, Wednesday, August 13th from 10:00am to 2:00pm at Cape View Elementary School to coincide with registration day.
