Public Services and Facilities in Amendment Area:
The Level of Service for parks and recreation is one (2) acres of park land per 1,000 residents.
Approximately twenty-four (24) acres of park land exist in Cape Canaveral. This equates to a
population of approximately 12,000 residents. The City's population as of April, 2002 was
9,161. This is still adequate park space available.
AlA is operating at Level of Service "A" with 481 available peak hour trips between North City
Limits and Central Blvd. AlA South of Central Blvd to North Atlantic has a level of Service is
"A" with 373 excess trips. This development could generate 105 more peak hour trips as added
into the Traffic Impact Analysis and capacity is available.

The City of Cocoa has a total capacity of 56 MGD and currently provides 48 MGD.
Approximately 24.4 MGD of water is being used on an average daily basis, leaving 23.6 MGD
available. There is adequate potable water service available with the proposed change.
Brevard County provides facilities for solid waste disposal. At this time, the County does not
foresee any deficiency with their solid waste facilities.
Environmental Description of Amendment Area:
The site is vacant Canaveral Complex Ca soil type. Canaveral Complex is level to gently sloping
type of soil. There are no known wetlands, Aquifer Recharge or Floodplain areas associated with
this parcel. There are also no known endangered species living on the site.
Historical arid Archaeological Resources iri Amendment Area:
There are no known historical or archaeological resources on site.

Revisions are described as follows for each sheet of the enclosed plans.
Sheet 1 "Site and Stripin2 Plan"
1. Revisions 4, 5, 6, and 7 consist of the following:
a. Revision number 4 (as clouded) - The S.W. corner and the N.W. corner of the
building increased for a total of 800 s.L This revision does not create any
utility or stormwater changes.
b. Revision number 5 (as clouded) - Pavement striping was added to the entrance
pavement in accordance with the Florida Department of Transportation
requirement for permitting.
c. Revision number 6 (as clouded) - Pool equipment was added to the north side of
the swimming pool deck.
d. Revision number 7 (as clouded) - Tire stops were added to specified parking
spaces on the north side of the building parking lot to eliminate and conflict
in parking over hangs. The configuration of the pool and deck area changed.
Sheet 2 "Pavin2 and Draina2e Plan"
1. Revisions 3, 4, 5, 6 and 7 consist of the following:
a. Roof drains were added to the plan.
b. Pavement addition added within SR A-I-A per FDOT comments.
c. Phone number area code revised.
d. Added yard drain at S-13 to accommodate the swimming pool deck area.
e. Revised grades at the porte cochere for building accessibility and revise pool deck
grades to accommodate changes in deck configuration.

e. Point of service connection was relocated from southeast to southwest side of
building in accordance with an architectural change in the pump room location.

1. Approval of Meetino Minutes: June 22, 2005.
Motion by John Fredrickson, seconded by Leo Nicholas to approve the meeting minutes
of June 22, 2005, as corrected with Council Member, Buzz Petsos, listed as Present at
the meeting. Vote on the motion carried unanimously.
2. Recommendation to City Council Re: Revised Site Plan Approval for Residence
Inn - Allen Enqineerino, Applicant.
Todd Peetz, City Planner summarized the revisions to the site plan. He advised that the
building was enlarged by 800 square feet; a pool equipment room was added; and wheel
stops were added on a few of the parking spaces to avoid parking conflicts. John Allen,
project engineer, explained that additionally, the pool and deck areas were modified; roof
drains were added; a manhole was revised and sewer lines were reconfigured; the
pavement area was extended on A1A and a decelaration lane was added at the
enterance, per the Department of Transportation. The Board members reviewed the
revised site plan.
John Fredrickson advised that the Public Works Director's staff report was not included
in the packet. Todd Peetz, verified that the Public Works Director reviewed the revised
site plan and did not have any concerns.
Discussion was held regarding the need for revised site plans to come back to the
Board. Todd Morley, Building Official, advised that he would like the authority to
administratively approve minor site plan revisions, and asked the Board to consider
suggested guidelines for the Building Official to follow. Discussion followed. The Board
asked Mr. Morley to create suggested guidelines to bring back to the Board for
consideration.

From what you describe, I would make the call that the plan not have to go back to the P&Z Board, but I have
some comments:
1. The revision would need to be consistent with the intent of the new tree protection code (i.e. the Red cedars
should be replaced with similar species and similar shade potential) I'm no tree expert, but it's possible that a
Red cedar may not be similar to a cabbage palm.
2. Trees (buttonwoods or otherwise) cannot be eliminated, regardless of whether or not they were required by
mitigation. The trees may be placed in a different location, but once a tree is approved, it must be planted.
There's plenty of room onsite. They can find another place to put them.
3. I'm OK with moving some trees around to provide a better fit in their design locations - just as long as we don't
get carried away.
4. Also, remember the requirements of 110-567(a)(4}:

Todd- I just received revised landscape plans from Ed Haeck, Landscape Architect. Revisions to the plans
consist of the following: Red cedars are unavailable and were replaced on the plan with Cabbage Palms.
Two (2) Buttonwoods were eliminated at the sign location for visibility. Some trees on site were moved
around to better fit in their design locations. The revised plan meets the Code requirements. I will get
revised plans to you, do I have to go back to Planning board, etc. Please advise on how I am to proceed.
