A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD
COUNTY, FLORIDA; URGING THE SUPPORT OF .'EFFORTS OF
AMERICAN MAGLEV STAR,. INC. TO IDENTIFY A SUITABLE ROUTE
AND CONSTRUCT A MAGNETIC LEVITATION TRANSPORTATION
DEMONSTRATION PROJECT WITHIN BREVARD COUNTY; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the United States Congress, through the.passage of
the Intermodel Surface Transportation Efficiency Act of 1992'(ISTEA
Act) , is encouraging the development of a demonstration project to
prove magnetic levitation technology as a prerequisite to the
creation of a nationwide transportation network to expand,
modernize and improve the efficiency of the nation's transportation
system infrastructure; and
WHEREAS; it appears that a magnetic levitation system can meet
many of the present and future transportation needs of the.United
States by providing, a low cost., energy efficient, and
environmentally superior method of'rapid transportation; and
WHEREAS, the use of maglev 'technology on a national scale
would result in a substantial reduction of the pollution of our
atmosphere and reduce the total area of new land required for
expansion of transportation infrastructure over that which would be
required.for expansion.of' conventional transportation modes; and.
WHEREAS, construction of a major magnetic levitation
transportation project.in the United.States is also in the public
interest as a means of partially offsetting the loss of jobs
involved in Defense conversion, and of reducing the nation's,
dependency on foreign oil imports; and'
WHEREAS, it is essential to the economic well -being and
security of the United States that the next generation of national
transportation technology originate and remain under American
technological leadership; and
WHEREAS, American Maglev Star, Inc. has chosen Brevard County,
Florida as an ideal location for demonstrating the new
transportation system; and
WHEREAS, the State of Florida, with its scattered high
Population centers and favorable terrain, would be the first state

to benefit from this project, creating greater efficiency in
movement of people and intermodel freight with the attendant
economic benefits of construction and manufacturing jobs that would
eventually link the system into a national grid; and
WHEREAS, with the projected increase in population, tourism,
and industry in Brevard county and the surrounding area, the City
of Cape Canaveral foresees a steady increase in demand for the
movement of passengers and intermodel freight between Port
Canaveral, the Spaceport, and destinations on the mainland, which
would provide substantial revenues that would help to make both the
demonstration maglev system and the ultimate maglev system
financially self supporting; and
WHEREAS, construction of the demonstration project in Brevard
County would give local high -tech industries already resident in
Brevard County an opportunity to become part of the American Maglev
Star Group being formed to develop this high -tech transportation
system, creating a mutually beneficial opportunity for technology
transfer and technology conversion; and
WHEREAS, the construction of this demonstration project within
Brevard County will create many high -tech and high paying jobs in
the manufacture and construction of the demonstration system, with
the further benefit of making these jobs expand and become
permanent when the project proves itself and begins extending
throughout Florida and the United States; and
WHEREAS, it is fitting that Brevard County, a cradle of the
high -tech space program, would now give birth to a revolutionary
synergistic high -tech magnetic levitation transportation system
that has both nationwide and international applications.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CAPE CANAVERAL, FLORIDA, that:
SECTION 1. That the City of Cape Canaveral supports the
efforts of American Maglev Star, Inc. to identify a suitable route
and construct a magnetic levitation transportation demonstration

project within Brevard County.
SECTION 2. That such a route should use a combination of
public lands and existing public rights of way to the maximum
extent possible.
SECTION 3. That the Canaveral Port Authority urges the
governments and the agencies of the United States, the State of
Florida, the County of Brevard, and other appropriate local
governments to take the necessary actions to endorse and support
the American Maglev Star demonstration project, including, where
applicable, allowing the use of public lands and public rights of
way as rights of way for this project.
ADOPTED BY the City Council of the City of Cape Canaveral,
Florida, this 2nd day of March , 1993.
