HomeMy WebLinkAboutResolution No. 1992-60RESOLUTION NO. 92 -60 A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; MAKING FINDINGS RELATIVE TO THE SELECTION OF AN ENGINEERING FIRM TO PROVIDE CONSULTING PROFESSIONAL ENGINEERING SERVICES ON A CONTINUING CONTRACT BASIS; SELECTING AN ENGINEERING FIRM; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Cape Canaveral has solicited proposals for Consulting Professional Engineering Services on a Continuing Contract Basis; and WHEREAS, the City of Cape Canaveral has received proposals for general consulting engineering services, conducted discussions with the engineering firms, and heard public presentations by the engineering firms. NOW, THEREFORE, be it resolved by the City Council of the City of Cape Canaveral, Florida as follows: SECTION 1. Findings. A. The City Council finds that the City publicly announced in the manner provided by law that professional services were required for general consulting engineering services on a continuing contract basis; B. The City Council finds that nine (9) firms submitted written proposals in response to the City's request for proposals for general engineering services, and that the City conducted discussions with the subject firms regarding each firms' qualifications, and ability to furnish the required services; C. The City evaluated current statements of qualifications and performance data on file with the City; D. The City finds that the firm listed in Section 2 as having the highest rating is fully qualified to render the service requested by the City's Request for Proposal. SECTION 2. Selection. The City selects in order of preference the following firms deemed to be the most highly qualified to perform the required services called for by the Request for Proposal: 1. Dyer Riddle Mills & Prpcourtf Tnr 2, PEC Professional Engineering Consultants, Inc. 3. Hartman & Associates, Inc. SECTION 3. Certification. The City certifies that the firm with the highest rating contained in Section 2 is qualified to provide the professional services required by the Request for Proposal pursuant to the Statutes of the State of Florida and the Ordinances of the City of Cape Canaveral. In making the selection in order of preference described in Section 2 above, the City Council has considered the following factors: A. The adequacy, ability and experience of the professional personnel of each firm; B. Whether the firm is a certified minority business enterprise; C. Capabilities; D. Past performance; E. Willingness to meet the time and budget requirements; F. Location; G. Recent, current, and projected workloads of the firms; and H. Volume of work previously awarded to each firm by the agency. SECTION 5. The firm selected as highest in order of preference according to Section 2, Dyer, Riddle, Nulls & Precourt shall be requested to submit a proposal for negotiation of compensation for a continuing contract. SECTION 6. This Resolution shall become effective upon its adoption.
