HomeMy WebLinkAboutResolution No. 1992-02RESOLUTION NO. 92 -2 A RESOLUTION OF THE CITY OF CAPE CANAVERAL, FLORIDA, APPROVING THE AGREEMENT WITH DYER, RIDDLE, MILLS & PRECOURT, INC., FOR EVALUATION OF THE PRELIMINARY ENGINEERING REPORT ON WASTEWATER TREATMENT PLANT EXPANSION/ MODIFICATION AND RECLAIMED WATER REUSE SYSTEM; PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED by the City Council of the City of Cape Canaveral, Brevard County, Florida, as follows: SECTION 1. The City of Cape Canaveral, Florida, hereby approves the agreement with Dyer, Riddle, Mills & Precourt, Inc., for the evaluation of the Preliminary Engineering Report on Wastewater Treatment Plant Expansion /Modification and Reclaimed Water Reuse System. SECTION 2. The Mayor and City Clerk are hereby authorized to execute said agreement on behalf of the City. SECTION 3. This Resolution shall take effect immediately upon its adoption. (DRMP) is pleased to provide you with this agreement for the professional engineering services associated with the subject project. The work associated with this project is detailed in the attached Scope of Services and Project Description (Exhibit A). We have also included a breakdown of the costs associated with our work (Exhibit B), as well as a Project Schedule ,(Exhibit Q. As indicated, the total upset limit for Task 1 will be" $6,000, with completion anticipated by February 22, 1992.. Should Task 2 be deemed necessary and subsequently authorized by City Council, the total upset limit will again not exceed $6,000, with completion anticipated no later than thirty (30) days after authorization. If the above is acceptable to you, please have both copies of this proposal executed and return one copy to our office. SCOPE OF SERVICES,& PROJECT. DESCRIPTION Project Name: Evaluation Of'Preliminary Engineering Report On Wastewater Treatment Plant Expansion/Modification & Reclaimed Water Reuse System Project Objective: To review and evaluate the preliminary engineering report for the purpose of ; ensuring that the recommended plan of action is wholly viable, feasible, cost - effective -and within State and Federal regulatory, requirements to the end that the City of- Cape Canaveral provides the most— economical.and efficient .wastewater service to its residents and customers. Project Scope: The engineering services associated with this project will be conducted via two (2) separate. tasks, with the second task, proceeding only after it is determined to be required by City Staff, and .authorized- by. City Council. Each task, and, the items associated with each are described below. TASK 1 This task consists of the review of the final draft of the. Preliminary, Engineering . report for the purpose of identifying areas or key issues needing further analysis ,and /or evaluation, as well as identifying additional - areas or key .issues,- which may warrant consideration. It is anticipated that work will consist of the following tasks:. a: Review. 'existing conditions. Assemble, and ;review available data such as City. Comprehensive' Plan, previous City master plans, back =up information on Preliminary 'Engineering Report, WWTF Monthly Operating Reports and . Construction/Operating Permits, -Port: ' of Canaveral, Comprehensive Plan — Inspect City facilities and discuss operations with City. Staff Visit Port of "Canaveral and discuss situation and plans with Port Staff - Visit.appropriate regulatory agencies to discuss options b. Evaluate report methodology. — Deter"niine basis. of assumptions - Evaluate design criteria — Evaluate data analyses and conclusions c. Evaluate alternatives — Review alternative development Evaluate adequacy of original review and analysis Identify, areas'requiring additional. review and /&development — Identify additional alternatives needing review — ,Evaluate regulatory feasibility of alternatives EXHIBIT A (CONTINUED) CITY OF CAPE CANAVERAL SCOPE .OF SERVICES & PROJECT. Should Task 2 be required-and subsequently authorized, .Work will ;be, completed within thirty (30) days of Notice to Proceed. Project Fees: The 'total upset limit for Task 1 will ,be $6,000. Should` Task. 2 be required and authorized, the total upset limit will be $6;000 (i:e., $12,000 total for Tasks 1. and 2).
