HomeMy WebLinkAboutResolution No. 1991-46RESOLUTION 91-46 A RESOLUTION REQUESTING A SEAT ON THE BREVARD METROPOLITAN PLANNING ORGANIZATION FOR THE CITY OF CAPE CANAVERAL; PROVIDING AN EFFECTIVE DATE. WHEREAS, the Brevard Metropolitan Planning Organization is responsible for the management'of a continuing, cooperative and comprehensive transportation planning- process by means of a cooperative decision making forum; and WHEREAS, the Brevard Metropolitan Planning Organization is responsible for initiating federally aided and other transportation facilities and improvements including transit, rail, aviation and port facilities; and WHEREAS, the Brevard Metropolitan. Planning Organization is responsible for developing an annually updated transportation improvement plan to include long range goals in transportation system management measures to identify improvements recommended during the five (5) subsequent state fiscal years and to indicate consistency with port, aviation and public transit master /development plans; and WHEREAS, the Florida Statutes which govern the Brevard Metropolitan Planning Organization recognize that modes of transportation other than highway and mass transportation. including . air, intracity rail, water and pipeline have a'material impact on future land use in transportation, accessibility of, urbanized areas; and WHEREAS, the Florida Statutes which govern the Brevard Metropolitan Planning Organization provide for a method by which the Metropolitan Planning Organization may appoint, as one of its apportioned voting members, .a municipality; and WHEREAS, the City of Cape Canaveral is located'in a geographic area that is affected by the transportation process like no other entity in the county; and Resolution 91 -46 Page One of Three WHEREAS, the City of Cape Canaveral,` being a neighbor to the Port Canaveral, which is the largest zone of imports and exports in Central Florida, all related to transportation needs; and WHEREAS, in the last fifty (50) years, no- .transportation plan has created the concern by region such as the Orlando Airport /Port Canaveral Rail System has generated; and -WHEREAS, currently an air transportation heliport system is being developed with Port Canaveral for freight and passenger transportation; and WHEREAS, Port Canaveral is rapidly growing and each year an impact is made to the geographic area in .which the City of Cape Canaveral is located without representation of the residents,of the geographical area; and WHEREAS, the City of Cape Canaveral Is located near the world's largest and newest space transportation facility, the Kennedy Space Center, and the City of Cape Canaveral is the one zoned region for homes in the geographical area; and WHEREAS, the City of Cape Canaveral feels that the northend of the barrier island and the County District #2 need serious consideration of planning and decision making in the transportation area, especially in the controversial AlA Road network, the only access to the Brevard beaches and tourism related businesses; and WHEREAS, the City of Cape Canaveral is the closest beach to Orlando and Orange County; and WHEREAS, major arteries pass through the City of Cape Canaveral or by the City, such has State Route 5`2.8', State Route 520 and AlA; and WHEREAS, the City of Cape Canaveral also has water.related issues such as river, ocean, beach erosion, .waste water and potable water. NOW, THEREFORE, BE IT RESOLVED SECTION 1. That the City of Cape Canaveral, by and through the City Council, hereby requests upcoming realignment and Resolution 91 -46 Page Qw" of Three TWO ' reapportionment of the Brevard County Metropolitan Planning Organization to include it, the City of Cape Canaveral, as a full voting member of such body. SECTION 2. That this resolution shall take effect immediately upon its adoption.
