A RESOLUTION ESTABLISHING AND AFFIRMING THE
STRONG 'SUPPORT OF THE CITY OF CAPE
- CANAVERAL, BREVARD•COUNTY,-FLORIDA, FOR THE
ADOPTION BY THE FLORIDA LEGISLATURE AT ITS
NEXT,' SESSION-., OF: THE - :BOTTLE CONTA_I:NER DEPOSIT
LEGISLATION, ALSO KNOWN AS THE "BOTTLE BI.LL ";.
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Cape Canaveral, F`lorida,. hqs. previous,ly
supported the proposed Beverage Contai.ne..r Deposit. Legislation,.
also known as the, "Bottle Bi71 ";.,and
WHEREAS, solid- waste is a major problem for Florida - = -Its
counties, cities and citizens; Floridians generate an estimated
44,500 tons of solid waste each da_y,,or 16.3 million -tons a year;
and _
WHEREAS, Florida is rapidly .running out of landfill-areas to
hold this_ trash_- and building new "environmentally s`af•e" landfills
in the remaining space costs as much as $400,000 drCacre; another
approach., using expensive, mass-burn units which reduce '•the volume
of solid:.waste headed for _landf- i•11s•; costs $100 mil-Tiod -for each
1,000 tons of capacity; and

WHEREAS,.,_ recycling is one of the most cost effective ways to

deal with trash;- 'removal of .beverage,, --con.tainers from t the•" so1•id

waste rs',t.ream .(estimated at. 6 to 8% of total solid 'waste) could
save $27:6..million per year for 'local and state' governments in
Florida-; and
WHEREAS,,the Beverage Container- Deposit Legis'lation'has been
successful in New York, Massachusetts, Delaware, Connecticut,
Iowa, Michigan., Maine,, Vermont and: Oregon, by help'in;g -to . clear
litter from- ,the landscape;, creating . jobs in- the: ' "recycling
industry, conserving energy; and
WHEREAS, millions of do.11a.rs.•cou•ld, be saved :-in litter clean-
up costs if Fl,orid'a adopts such Beverage Cori.ta.i -hdr Deposit
Legislation.; and
WHEREAS, Beverage Conta -i•ner , Depps•it Legislation is self.-

financed and will produce an estimated annual revenue for the
state of $15 -20 million, which represents 50% of the estimated
unclaimed deposits and can be used to help finance other
recycling programs-; and
WHEREAS, the most recent poll, the 1989 Florida Annual
Policy Survey conducted by Florida State University, shows that
72.8% of Florida citizens support Beverage Container Deposit
Legislation and other polls by Florida legislators have shown
.even.greater support;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Cape Canaveral, Brevard County, Florida, as follows:
SECTION 1. The City of Cape Canaveral does hereby urge the
Brevard County Legislative Delegation, Florida Governor and
Lieutenant Governor to endorse, promote, and vote for - passage of
Beverage- Container Deposit Legislation,. also known as the "Bottle
Bill ", during the 1992 Legislative Session of the State of
Florida.,
SECTION 2. This Resolution shall take effect immediately
upon its-adoption.
ADOPTED BY the City Council of the City of Cape Canaveral,
Florida, this '17th day of September 1991.
