A RESOLUTION REQUESTING THAT THE
CONGRESS APPROPRIATE $5 MILLION IN
FY 92 FOR THE CANAVERAL HARBOR SAND
BYPASS FACILITY; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, when the Corps of Engineers proposed widening and
deepening the Canaveral. Harbor in, the - -early 1960's, their studies
recognized that the jetties and the Port inlet would impede the
natural'lit-toral drift of sand along Brevard beaches;-and-
WHEREAS, the Corps 'of Engineers proposed, to the U.- S.
Congress- that sand transfer be authorized 'to mitigate. the
aforementioned Loss of littoral drift; and
WHEREAS, the U. S. Congress in 1962 authorized a sand
transfer--plant at the Canaveral Harbor as a 100% federally funded
project for mitigation; and
WHEREAS, the lack of a sand transfer plant has resulted in
severe erosion of the beaches south of the inlet at Cape
Canaveral and Cocoa Beach; and
WHEREAS, the Corps of Engineers is proceeding with design
and has the capability to commence construction in FY 1992; and
WHEREAS, this project has a most favorable benefit /cost
ratio of 4:1 and completion of this project will reduce the
annual.- maintenance dredging cost in the inlet to the U. S.
government by approximately $520,000 per year;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of -Cape Canaveral, Brevard- County, Florida, as follows:
SECTION 1. The City of Cape Canaveral hereby requests that
the - U-. S. Congress appropriate $5 million in FY -1992 for the
Canaveral Harbor-Sand Bypass Facility.
SECTION 2. This Resolution shall take effect immediately
upon its adoption.
ADOPTED BY the City Counci -1 of the City of Cape--Canaveral,
Florida; -this day of - 1991.
