HomeMy WebLinkAboutResolution No. 1991-12RESOLUTION NO. 91 -12 A RESOLUTION ENCOURAGING THE BREVARD COUNTY BOARD OF COUNTY COMMISSIONERS TO ADOPT BEVERAGE CONTAINER DEPOSIT LEGISLATION, ALSO KNOWN AS THE "BOTTLE BILL "; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Cape Canaveral has previously supported the proposed Beverage Container Deposit Legislation, also know as the "Bottle Bill "; and WHEREAS, solid waste is -a major problem for Brevard County, its cities and citizens; and WHEREAS, Brevard is rapidly running out of landfill areas to hold this trash and building new "environmentally safe" landfills in the remaining space costs'-as much as.$400,000 an acre; another approach using expensive mass -burn units which reduce the volume of solid' waste headed for landfills costs $100 million for each 1,000 tons of capacity; and WHEREAS, recycling by =the County collection system will do well to collect 50% of the three kinds of containers. (aluminum, plastic, and glass); as compared with the container deposit system, with at least a 5¢- deposit, which will result in 90 to 95 percent recycling of the containers as in the nine states that have deposit legislation; and WHEREAS, Beverage Container Deposit Legislation has been successful in New York, Massachusetts, Delaware, 'Connecticut, Iowa, Michigan, Maine, Vermont, and Oregon, by removing beverage container litter from the landscape, creating jobs in the recycling industry, and conserving energy; and WHEREAS, many dollars could be saved in litter -clean -up costs if- Brevard County did adopt such Beverage Container Deposit Legislation; and WHEREAS, Beverage Container Deposit_ Legislation is self - financed and will produce annual revenue. for the County. This revenue -- represents 50% of :the estimated unclaimed -deposits and can "be used to help finance other recycling programs; and WHEREAS, the most recent poll (the 1989 Florida Annual Policy Survey conducted by Florida State University), shows that 72.8% of Florida, citizens .support Beverage Container Deposit Legislation and other polls by Florida legislators have shown even greater support; NOW, THEREFORE,-BE IT -RESOLVED, by the City Council of the City of Cape Canaveral, Brevard- County, Florida, as follows: SECTION 1. The City of - Cape Canaveral does hereby urge the Brevard County Board of Commissioners to adopt fan ordinance establishing a beverage container deposit system (a five -cent . deposit on 16 ounce, or less, containers of soda and beer; and a ten -cent deposit for containers of soda and beer greater than 16 ounces). SECTION 2. This Resolution shall take effect, immediately upon its adoption.
