HomeMy WebLinkAboutResolution No. 1990-21RESOLUTION NO. 90 -21 A RESOLUTION ADOPTING THE RECREA- TION COMPLEX RULES AND REGULA- TIONS; PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED by the City Council of the City of Cape Canaveral, Brevard County, Florida, as follows: SECTION 1. The City of Cape Canaveral, Florida, Recreation Complex Rules and Regulations which are attached hereto and by this reference made a part hereof, are hereby adopted. SECTION 2. This Resolution shall become effective immediately upon its adoption. COMPLEX RULES AND REGULATIONS 1. Only smooth soled tennis shoes may be worn on the courts. 2. Players should observe all rules of etiquette. 3. Players are limited to one hour of play if court conditions are crowded, otherwise players may re- register at the end of their hour.. 4. Players must check in with supervisor to be scheduled for time and court and to pay appropriate fee. 5. No person may use courts to teach private lessons for a fee unless authorized by the Recreation Department. 6. Only participants are allowed on the tennis courts. 7. Players are not to adjust tennis nets. B. Racquetball players have priority over any other activity on the racquetbala courts. 9. Only soft rubber balls will be permitted on the rac- quetball courts. Black racquetballs are not allowed. 10. When courts are wet, participants will be responsible for removing water from playing area. Water removal equipment will be furnished. Time will not begin until the courts are ready for play. 11. In the event of rain, refund of total amount of money will be given, including racquet rental. 12. Shuffleboard participants shall be a minimum of 16 years of age or accompanied by an adult. 13. The attendant has the right to ask any person to leave the complex area whose behavior is inappropriate. 14. Pets are not allowed on Complex. COURT RESERVATION POLICY 1. All reservations will be taken on the hour only.. 2. Reservations will be taken on the day the court is to be used and /or one (1) day in advance. 3. A participant who'does not show up on time for their reservation, (5 minutes after the hour) will lose their court to anyone who may be waiting. ,The;- fuSl! -.court fee will be charged the waiting party and their time will be up at the beginning of the next hour. 4. If reserved party arrives at any time during their hour and the court has not been turned over to a waiting party, they must pay the full rate and play only until the beginning of the next hour. 5. No reservations will be taken prior to 8 a.m. in the �- morning. 6. No one may reserve a court for another player. 7. - -No one�uiill be allowed to reserve a count - for—tmo hours or more per day unless the court is "free at the completion of the first hour. 8. One (1) reservation per telephone call. 9. The person making the court reservation must sign for the court or be considered a no show. 1.0. Failure to honor reservation, pay fees or conform to other Complex rules twice in a 30 day period will result in the suspension of reservation privileges For thirty (30) days. RECREATION ATTENDANT 1. Attendant must be attentive to their job at all times. 2. Attendant will wear a City t -shirt as provided and closed toed, rubber soled shoes. 3. 'Attendant will not leave office area other than for periodic check of courts and grounds area. It. Routinely check and correct any problems with (1) the bathrooms, (2) the grounds and, (3) the lobby and meeting room areas. 5. At any time attendant leaves office area, door must be closed and locked. 6. Attendants must make themselves available for emergencies. 7. It is the responsibility of the employee to find a replacement if he or she wishes not to work the scheduled day or time, after first receiving approval from the Recreation Director. S. No employees will re -enter the building after closing except for emergency. The police must first be notified before returning to the building. A written message will then be left in the office notifying the Director that the employee had re- entered the building and why. 9. Log in and out each shift. 10. Office telephone will not be used for personal calls. This phone line must be kept open.•s'`.:.. 11. At no time will family or friends gather around office area. 12. The correct fees will be collected from all participants utilizing courts or facility. 13. No exceptions for friends or fellow employees. RECREATION CENTER BUILDING The Recreation Center will serve as a multi - purpose building. Aside from it being the Director's office and the Recreation Board's meeting location, it will serve as a social center unless planned recreation activities have been scheduled. The Center will also serve as a meeting place for the various special interest groups such as the racquetball, tennis and shuffleboard associations and local service and social groups. There will be no fee for non - profit Cape Canaveral based community service organizations or Recreation Department sanctioner) groups. (see fee.chart for applicable rate) The Recreation Center will also serve as a central location for information concerning any recreation related activities sponsored by the City of Cape Canaveral. FEE CHART Category I: Cape Canaveral based community service and Recreation Department sponsored groups. (i.e. Little League, Soccer League, Shuffle- board, Tennis & Racquetball Associations) Category II: Cape Canaveral based non - profit organizations, groups, clubs and associations. Category III: All other groups, individuals, clubs or associations. All fees subject to applicable state sales tax. E SPECIAL INTEREST CLASSES Special interest classes will be offered by the Recreation Department periodically under the direct super- vision- ,o.f_.-the, Recreation Director. These classes will be held at the Recreation Center and /or any other local location deemed suitable for the event. Fee for the classes will be determined by the quality of the instructor and the amount of students each can adequately instruct, as well as the number of classes included in a session. In addition to instructing their classes, each instructor will be responsible for registering students, collecting fees and all record keeping as required by the Recreation Department. SPECIAL EVENTS Special events will be scheduled from time to time and held at the Recreation Center or any other local Facility deemed suitable for the event. Fees will be set as required. 13 BALLFIELD FEES d Daylight play - No charge Groups and /or individuals can be on the field for only two (2) hours if others want the use of the facility. Lights $12.00 + tax - Cape Canaveral groups $15.00 + tax - Others Tournament play - 525.00 per day for use of field + applicable light fee (subject to Florida state sales tax) Any organization, group or individual '::wishing to have fees waived or reduced must submit, in writing, a request to the Recreation Department no less_ than twenty -one (21) days prior to the event or activity taking place.
