A RESOLUTION OF THE CITY OF CAPE
CANAVERAL, BREVARD COUNTY, FLORIDA,
RE- ESTABLISHING AND RE- AFFIRMING THE
STRONG SUPPORT OF THE CITY OF CAPE
CANAVERAL, FLORIDA FOR THE ADOPTION
BY THE FLORIDA LEGISLATURE AT ITS
NEXT SESSION OF THE BEVERAGE CONTAIN-
ER DEPOSIT LEGISLATION., ALSO KNOWN AS
THE "BOTTLE BILL "; PROVI-DING': AN
EFFECTIVE DATE
WHEREAS, The City of Cape Canaveral, Florida has previously
supported the proposed Beverage Container Deposit Legislation,
also known as the "Bottle Bill "; and
WHEREAS, solid waste is--a major problem for Florida- - its
counties, cities and citizens; Floridians generate an 'estimated
44,500 tons of solid waste each day, or 16.3 million tons a
year; and
WHEREAS, Florida is rapidly running out of landfill areas
to hold this trash and building new "environmentally safe" land-
fills in the remaining space costs as much as $400,000 an acre;
another approach, using expensive mass -burn units which reduce
the volume of solid waste headed for landfills, costs $100
million for each 1,,000 tons of capacity; and
WHEREAS, recycling is one of the most cost effective ways
to deal with trash; removal of beverage containers from the,
solid waste stream could save $27.6 million per year for local
and state governments in Florida; and
WHEREAS, the' Beverage Container Deposit Legislation has
been successful in New York, Massachusetts, Delaware, Connect -
icut, Iowa, Michigan, Maine, Vermont and Oregon by helping to
clear litter from the landscape, creating jobs in the recycling
industry, conserving energy; and
WHEREAS, millions of dollars could be saved in litter clean-
up costs if Florida did adopt such Beverage Container Deposit
Legislation; and

WHEREAS, Beverage Container Deposit Legislation is self -
financed and will produce an estimated annual revenue for the
state of $15 -20 million. This revenue represents 50% of the
estimated unclaimed deposits and can be used to help finance
other recycling programs; and
WHEREAS, the most recent poll, the 1989 Florida Annual
Policy Survey conducted by Florida State University, shows that
72.8% of Florida citizens support Beverage Container Deposit
Legislation. Other polls by Florida legislators have shown even
greater support.
NOW, THEREFORE BE IT RESOLVED, as follows:
SECTION 1. The City of Cape Canaveral, Florida does hereby
urge the Brevard Legislative Delegation to endorse, promote, and
vote for passage of Beverage Container Deposit Legislation, also
known as the "Bottle Bill" during the 1990 Legislative Session
of the State of Florida. (HB -593 and SB -320).
SECTION 2. This Resolution shall take effect immediately
upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral,
Florida, this 20th day of February 1990.
