A RESOLUTION OF THE CITY OF CAPE
CANAVERAL, BREVARD COUNTY, FLORIDA,
REQUESTING MINIMUM IMPACT ON THE ENVI-
RONMENT, INFRASTRUCTURE AND EXISTING
QUALITY OF LIFE IN THE ESTABLISHMENT
OF NEW TRANSPORTATION AND UTILITY
CORRIDORS; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Indian River and Banana River Lagoon system,
and the St. Johns River and its floodplains, and the Tosohatchee
State Preserve, are highly environmentally sensitive and valuable
for wildlife, threatened and endangered species, agriculture,
water quality and supply, recreation, fisheries, flood water
management, wildlife corridors, and other natural resources; and
WHEREAS, poorly routed or designed transportation or utility
corridors can cause severe environmental damage through construc-
tion, operation, maintenance, access roads, and encouraging
inappropriate urban development; and
WHEREAS, this potential damage includes loss or degradation
of wetlands, floodplains, water quality, and wildlife habitat;
turbidity and pollution; and disruption of wildlife travel and
drainage and flow patterns; and
WHEREAS, airport, port and transportation authorities in
some cases have in the past damaged environmentally sensitive or
valuable lands under their control; and
WHEREAS, new roads to barrier islands have lead to unsafe
and harmful barrier island development; and
WHEREAS, with proper design and routing, railways can
greatly reduce pollution, energy consumption and land use, com-
pared with roads; and
WHEREAS, Routes SR192, SR520, SR528 and SR50, and several
utility lines, already cross the St. Johns River and the Indian
River and Banana River Lagoons within or to the west of Brevard
County;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Cape Canaveral, Brevard County, Florida, as follows:
SECTION 1. That any new transportation or utility corridors
that cross the St. Johns River or the Indian River or Banana
River Lagoons within or to the west of Brevard County:
Shall not promote or be financed by land development;
Shall not acquire or condemn any land not to be used
for actual transportation or utility use;
Shall not create or encourage any new roads across the
St. Johns River or the Indian River or Banana River
Lagoons;
Shall be routed along or immediately adjacent to Routes
SR192, SR520, SR528 or SR50, or for utilities, within
existing utility rights -of -way;
Shall use existing public rights -of -way before acquir-
ing new land;
Shall encourage compact urban development rather than
urban sprawl into undeveloped areas;

Shall satisfy existing transportation or utility needs,
and not create new demand;
Shall not create other new infrastructure needs;
Shall not harm endangered species or their habitats or
endangered ecosystems;
Shall avoid local negative environmental impacts, such
as traffic, parking lots, runoff, noise, ugliness and
waste;
Shall comply with State, Regional and Local Comprehen-
sive Plans, and avoid impacts that violate these Plans;
Shall comply with all existing environmental laws and
regulations;
Shall encourage railways rather than roads; and
Shall support, connect to and be compatible with envi-
ronmentally preferred intra -city transportation
systems.
SECTION 2. This Resolution shall take effect immediately
upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral,
Florida, this 20th day of February 1990.
