Box 326 Cape Canaveral, Florida 32920 Re: City of Cape Canaveral Stormwater Quality Masterplan Dear Mr. Ratliff: Thank you for the opportunity to offer this proposal to provide the professional services required on the above referenced project. This proposal is submitted pursuant to the agreement for engineering and surveying services between the City of Cape Canaveral and Allen Engineering, Inc. dated June 14, 2011 (Master Agreement). Project: The project limits are the East, West, North, and South boundary limits of the City of Cape Canaveral, Florida. Allen Engineering will be performing and coordinating the project tasks listed below with Applied Sciences Consulting, Inc. and Applied Ecology, Inc. Task 1 — Kick-off Meeting, Data Acquisition & Project Management $10,930.00 1. A project kick-off meeting will be held with the project team and City staff to review project goals, scope of work, project schedule, communications protocols, and administrative issues. Following the meeting, a summary of meeting notes will be produced and distributed to all intended parties. 2. A series of team and field meetings will be held to identify and collect the following information: a. The necessary geospatial data from the FDEP, SJRWMD,and the City. This data will include both hardcopy and digital sources of current drainage sub- basins, inventory structures, project-based plans, current existing treatment basins and structures, current BMAP boundaries and project areas, as well as land use, soil type, city boundaries, roads, and any other relevant data. b. Plans for existing BMP's, NPDES Phase 2 permit, and relevant regulatory data. c. Input layers and the FDEP model (PLSM) will be downloaded and installed for use and modification, and the project will be designed to incorporate all available data in a geodatabase format and other data organized in an electronic file system. 1 Mr. Jeff Ratliff March 18, 2014 City of Cape Canaveral Revised April 17, 2014 Re: City of Cape Canaveral Stormwater Quality Masterplan 3. Provide a high level of oversight and project management to facilitate a smooth flowing project through all of the tasks. Task 2 — Develop GIS Stormwater Inventory $8,740.00 1. Existing CITY-provided data (both hard copy and digital GIS files and relevant infrastructure files/maps) will be added and a draft geodatabase schema will be designed to incorporate current and short-term future stormwater inventory needs of the CITY. The draft schema will incorporate the CITY's input on essential and desirable features. One round of comments (up to 12 hours of effort) of the database schema will be incorporated in a Final Stormwater Inventory Schema.The GIS database will then be implemented and populated with existing GIS data. Up to 5 hours of digitizing effort is incorporated in this Task to digitize ditches and/or cross-sections that currently do not exist as GIS data. 2. Once populated, the inventory structures will have best available attribute information (elevations, pipes size, type) updated from the Canaveral Paving and Drainage Projects hardcopy maps. Up to 25 hours total are included in the effort and only legible information will be associated to the structures within the stormwater inventory geodatabase. Due to cost constraints, not all hardcopy maps might be able to be converted within the budgeted time for this task. We estimate about 60- 70% of the maps to be complete. 3. One set of draft stormwater inventory maps and final maps(incorporating one round of CITY comments)will be developed in digital version. Task 3 — Develop Existing Conditions Model $11,245.00 1. Set up elevation mapping(in the form of 1-ft contours)from previously flown LiDAR (Light Detection and Ranging)datasets.The area of Interest(AOI)is defined as the entire City of Cape Canaveral. For this task,the LiDAR elevation data(1-ft contours) will be assembled and mapped (at 1:300 or similar scale)for the entire City area. 2. Existing retrofit projects (ponds, exfiltration pipes, baffle boxes, etc) will be delineated from data provided by the CITY and converted to a GIS-based coverage. To help the development of the basin boundaries, LiDAR-derived elevation contours (1-ft contours) will be derived and mapped from previously flown LiDAR (Light Detection and Ranging) datasets obtained from Brevard County. 3. Additionally, current land use will be updated based on City's zoning information, Brevard County's property appraiser and the SJRWMD land use coverage. One set 2 Mr. Jeff Ratliff March 18, 2014 City of Cape Canaveral Revised April 17, 2014 Re: City of Cape Canaveral Stormwater Quality Masterplan of CITY's revisions on the resulting land use will be taking into account to produce a final land use layer. 4. Finally, the FDEP PLSM model will be customized for the CITY, and water runoff volumes and total TN and TP loads(in Ibs)will be calculated for each of the existing project basins. To increase efficiency of the calculations, a tool will be created to best perform the PLSM-based load calculations for each area of interest. Tabular results of the existing runoff volumes and loads will be produced to be incorporated in a summary report. Maps of current project basins, updated land use and contours will also be incorporated in the summary report. Task 4— Develop Proposed Conditions Model $15,770.00 1. Develop corresponding GIS coverage for a list of proposed conceptual retrofit projects that could be used to obtain BMAP credits. 2. Develop proposed project drainage basin GIS coverage, and set up a proposed conditions pollutant-loading model of the City using FDEP's PLSM model. Calculations for runoff volume, TN and TP total loads produced per project. BMP removal efficiency calculations using PLSM model loadings will be performed. 3. Conceptual drafts of project maps(8 1/2 X 11)will be produced for insertion into final report. 4. Generate cost estimates for proposed BMP's. Task 5— Summary Report $16,350.00 1. Develop a proposed strategy for the City to meet future TMDL and BMAP compliance needs and prepare a report based on the previous tasks with the following components: a. A brief methodology for the development of the updated land use layer for the City. b. A brief methodology for deriving 1-ft contours from the LIDAR datasets. c. A brief methodology on developing the custom PLSM tool. d. Tabular results for existing and proposed runoff volumes and loads. e. A brief summary of TMDL and BMAP regulations and timelines, including the status of the TMDL revision being undertaken by the CITY and Brevard County in the Advancing the Restoration of the IRL work group and the potential impact to the CITY if the TMDL revision is accepted by FDEP/EPA. 3 Mr. Jeff Ratliff March 18, 2014 City of Cape Canaveral Revised April 17, 2014 Re: City of Cape Canaveral Stormwater Quality Masterplan f. Listing of existing projects and practices submitted to FDEP for BMAP credits, including verification of credit values granted by FDEP. g. Quantification of pollutant removals from the CITY's street sweeping program. h. Assessment of soft BMAP credits being received by the City's stormwater program and recommendations to maximize available credits. i. Proposed retrofit projects with conceptual drawings of each project. Calculation of pollutant load reductions using FDEP's PLSM model for proposed retrofit projects. j. Cost estimates of proposed projects. k. A summary and prioritization of projects based upon cost per pound of pollutant removed. I. Recommendations for future BMAP compliance. m. Maps highlighting updated land use, existing and proposed project basins, and contours. Task 6 —Team Meetings $1,675.00 1. The team will attend one (1) team meeting throughout the duration of the project. The meeting is intended to provide guidance and comments to the above mentioned tasks. Meeting notes will be taken, summarized and distributed to all attendees. Task 7— PowerPoint Presentation $1,490.00 1. The team will prepare maps and tables and incorporate them into a PowerPoint presentation with the results of the summary report. Additionally, the team will attend and present the results to the City Commission. Deliverables: All deliverables to be provided have been detailed in Tasks 1 — 7 above. Schedule: Work will begin once a notice to proceed is provided by the City and is anticipated to be completed within six months of said notice. We have prepared this proposal based on the following assumptions and conditions: A. Unforeseen conditions will be brought to the attention of the client and a change order will be prepared prior to the continuation of work by AEI. C. Any items not listed above will be done on an hourly basis. Any additional work that is required over and above the items previously listed, it will be done on an hourly basis at the following listed rates. These rates will be good for one (1) year from the proposal date. Registered Surveyor 120.00 per hour Project Manager 125.00 per hour Survey Crew 140.00 per hour CAD Specialist 70.00 per hour Administrative Technician 55.00 per hour Terms and Conditions: Access to Site: Unless otherwise stated, Allen Engineering, Inc. (AEI) will have access to the site for activities for the performance of the services. AEI will take precautions to minimize damage due to these activities, but has not included in the fee the cost of restoration of any resulting damage. Defects in Service: The Client shall promptly report to AEI any defects or suspected defects in AEI's services of which the Client becomes aware, so that AEI may take measures to minimize the consequences of such a defect. The Client further agrees to impose a similar notification requirement on all contractors in its Client/Contractor contract and shall require all subcontractors at any level to contain a like requirement. Should legal liability for the defects exist, failure by the Client and the Client's contractors or subcontractors to notify AEI shall relieve AEI of any liability for costs of remedying the defects above the sum such remedy would have cost had prompt notification been given when such defects were first discovered. Billing/Payments: Invoices for AEI's services shall be submitted, at AEI's option, either upon completion of such services or on a monthly basis based on the number of hours spent on the project at the listed rates. Invoices shall be payable within 30 days after the invoice date. If the invoice is not paid within 30 days, AEI may, without waiving any claim or right against the Client, and without liability whatsoever to the Client, terminate the performance of the service. Retainers shall be credited on the final invoice. Late payments: Accounts unpaid 30 days after the invoice may be subject to a monthly service charge of 1.5% (or the legal rate)on the then unpaid balance. In 5 Mr. Jeff Ratliff March 18, 2014 City of Cape Canaveral Revised April 17, 2014 Re: City of Cape Canaveral Stormwater Quality Masterplan the event any portion or all of an account remains unpaid 90 days after billing, the client shall pay all costs of collection, including reasonable attorney's fees. Certifications, Guarantees and Warranties: AEI shall not be required to execute any document that would result in its certifying, guaranteeing or warranting the existence of conditions whose existence AEI cannot ascertain. The Client also agrees not to make resolution of any dispute with AEI or payment of any amount due to AEI in any way contingent upon AEI's signing any such certification. Termination of Services: This agreement may be terminated at any time by AEI or the Client should the other party fail to perform its obligations hereunder. In the event of termination, the Client shall pay AEI for all services rendered to the date of termination, all reimbursable expenses, and reimbursable termination expenses. All terms and conditions set forth in the Master Agreement, which are not in conflict with this task order, shall apply. We look forward to working with you on this project.
