REGULAR COUNCIL MEETING November 2, 1965 The City Council of the City of Cape Canaveral, Florida met in regular session at the City Hall on the 2nd day of November, 1965 at 7:30 P.M. The meeting was called to order by Mayor Thurm and the roll was called by the Clerk. Councilmen Frank Hoog and Jack Frances Jamieson; Councilman M., Richard Thurm; J. A. Rickards, Burns, City Attorney; Donna J. Sgt. at Arms Guy Crusselle. Officials present were Hurck; Councilwoman irtin Schk der; Mayor City Manager; T. David Anderson City Clerk, and The Minutes of the Regular meeting of October 19th and the Minutes of the Special Meeting of October 2$, 1965 were read by the Clerk and with no additions or corrections were approved as read. NEW BUSINESS Item No. 1. Resolution - Public Hearing - Bulkhead Line Mayor Thurm read a RESOLUTION PRESCRIBING THE DATE, TIME AND PLACE FOR A PUBLIC HEARING ON THE MATTER OF THE RELOCATION OF THE BULKHEAD LINE OFF SHORE IN THE BANANA RIVER WITHIN THE CITY LIMITS OF THE CITY OF CAPE CANAVERAL, FLORIDA; PROVIDING AN EFFECTIVE DATE, setting the Public Hearing on the 14th day of December, 1965. On a Motion by Mr. Hurck, seconded by Mr. Hoog and-carried unanimously, the Resolution was adopted. Item No. 2. Discussion Stop Light - AlA & SR 4Ol After discussion and a summary of the efforts made by the City to obtain this traffic light, Mayor Thurm announced that the Council would meet with.the Commissioner of District #2 on the 4th of November, 1965, to discuss this matter and the matter of the Port Road. Mr. Tom Strang of Briley, Wild & Aseociates gave the Sewage Progress report of October 25, 1965. A Progress Report on the Recreation Board was given by Mrs. Pat Bealieu. PAGE 1 ®FX-, -� MICROFILMED 4 -24 -80 On a Motion by Mr. Schrider, seconded by Mr. Hoog and carried unanimously, the Item Appointment of Chief of Police was taken from the table. Mr. Schrider then made a Motion for a five - minute recess. The Motion was seconded by Mr. Hurck and carried unanimously. Upon reconvening the Meeting, Mr. Schrider made a Motion to adopt the Resolution naming Willard E. Winnett as Chief of Police. Mr. Hoog seconded the Motion. Mayor Thurm read the RESOLUTION APPOINTINGA CHIEF OF POLICE FOR THE CITY OF CAPE CANAVERAL, FLORIDA AND PROVIDING AN EFFECTIVE DATE, which was adopted with Mr. Schrider and Mr. Hoog voting in favor, Mr. Hurck and Mrs. Jamieson voting against and Mayor Thurm voting in favor,.thereby breaking the tie. Following the Adoption of the Resolution, Mrs. Jamieson read her statement of resignation. On a Motion by Mr. Hurck, seconded by Mr. Hoog and carried unanimously, the Council meeting was adjourned. Mayor Richard Thurm; Councilmen and Martin Schrider; City Manager J. A. Rickards, T. David Burns, City Attorney; Donna J. Anderson, City Clerk, and Sgt. at Arms Guy Crusselle. Item No. 1. Mr. Hurck made alMotion that the Variance be denied. Mr. Hoog seconded the Motion. After discussion, Mr. Hoog made a Motion to Amend by directing the City Manager to notify the princi- pals of a 30 -day notice to conform to the City Zoning Ordinance. Mr. Hurck seconded the Motion to amend and the Motion as Amended carried unanimously. There being no other business before the Board of Adjustment, the Meeting was adjourned on a Motion by Mr. Hoog, seconded by Mr. Hurck and carried unanimously.
