A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF
CAPE CANAVERAL WAS HELD ON DECEMBER 5, 1978 AT CITY HALL,
105 POLK AVENUE, CAPE CANAVERAL, FLORIDA.
THE MEETING WAS CALLED TO ORDER BY MAYOR PRO TEM
JOHNSON L. MURPHY AT 7:32 P.M.
THE ROLL WAS CALLED BY THE CITY CLERK. OFFICIALS
PRESENT WERE: MAYOR PRO TEM J.L. MURPHY, COUNCIL MEMBERS
L.C. BOYD, P.T. LEE AND M.A. RIGERMAN; CITY ATTORNEY RICHARD
F. SCOTT, CITY MANAGER ANITA J. OSTROM AND CITY CLERK PATRICIA

ATTORNEY SCOTT HAD SUBMITTED A PAGE OF SUGGESTED AMENDMENTS
TO ORDINANCE NO. 19 -78. MRS. BOYD REVIEWED THE CHANGES THAT THE
PLANNING AND ZONING BOARD HAD RECOMMENDED IN THE MINUTES OF THEIR
MEETINGS OF SEPTEMBER 27, 1978 AND OCTOBER 11, 1978. SOME CHANGES
WERE MADE TO THE AMENDMENTS. ORDINANCE NO. 19 -78, AS AMENDED, IS
ATTACHED TO THESE MINUTES. MRS. RIGERMAN MOVED TO ACCEPT AMEND-
MENTS. MR. MURPHY SECONDED MOTION. MOTION CARRIED UNANIMOUSLY.
MAIN MOTION ON THE FLOOR FROM THE NOVEMBER 21 MEETING FOR ADOPTION
OF THE ORDINANCE PASSED UNANIMOUSLY.

ITEM 1. ORDINANCE NO. 20 -78 EMERGENCY ORDINANCE RE:
ALLOWING ESTABLISHMENTS LICENSED BY THE DIVISION
OF BEVERAGES TO REMAIN OPEN ALL NIGHT ON DECEMBER
30, 1978 AND NOT BE REQUIRED TO CLOSE AT A.M.

EXPIRATION OF SAID ORDINANCE WITHIN 30 DAYS FROM
DATE OF ENACTMENT.

ITEM 2. RESOLUTION NO. 78 -53 APPOINTING REGULAR MEMBER
AND SECOND ALTERNATE MEMBER TO PLANNING AND
ZONING BOARD
MR. MURPHY READ THE RESOLUTION IN FULL INSERTING THE NAME
OF JOHN F. HARBISON AS REGULAR MEMBER WITH A TERM TO EXPIRE ON
SEPTEMBER 15, 1980 AND THE NAME OF EILEEN M. FRINK AS SECOND
ALTERNATE MEMBER WITH A TERM TO EXPIRE ON SEPTEMBER 15, 1980.
TITLE OF THE RESOLUTION WAS AS FOLLOWS:
A RESOLUTION APPOINTING A REGULAR MEMBER AND A
SECOND ALTERNATE MEMBER TO THE PLANNING AND
ZONING BOARD; PROVIDING AN EFFECTIVE DATE.
MRS. RIGERMAN MOVED FOR ADOPTION. MRS. BOYD SECONDED MOTION.
MOTION CARRIED UNANIMOUSLY.
ITEM 3. MOTION RE: AUTHORIZATION TO REPLACE DRAPES IN

IT WAS-DECIDED-THAT THIS ITEM BE CONSIDERED AFTER CONTINGENCY
FUND IS REVIEWED DURING THE QUARTERLY REVISION OF THE BUDGET IN
JANUARY. NO ACTION ON THIS ITEM AT THIS TIME.
ITEM 4. 'MOTION RE:, AUTHORIZATION.FOR CHRISTMAS BONUSES
FOR CITY EMPLOYEES
MR. LEE MOVED THAT CHRISTMAS BONUSES BE AWARDED ON THE BASIS
OF $10.00 PER YEAR FOR FULL -TIME EMPLOYEES AND $5.00 PER YEAR FOR
PART -TIME EMPLOYEES. MONEY TO BE TAKEN FROM CONTINGENCY FUND.
MR. MURPHY SECONDED MOTION. MOTION CARRIED UNANIMOUSLY.
ITEM 5. MOTION RE: APPOINTING ALTERNATE MEMBER TO THE -
TECHNICAL ADVISORY COMMITTEE OF THE LOCAL GOVERNMENT
COMPREHENSIVE PLANNING ACT.
MRS. BOYD MOVED TO APPOINT MR. WAYNE RUTHERFORD AS THE ALTERNATE
MEMBER TO THE TECHNICAL ADVISORY COMMITTEE OF THE LOCAL GOVERNMENT.
COMPREHENSIVE PLANNING ACT. MR. LEE SECONDED MOTION. MOTION
CARRIED UNANIMOUSLY.
