HomeMy WebLinkAbout03-07-1973 Special MeetingSPECIAL MEETING CITY COUNCIL MICROFILMED 4 -24 -80 MARCH 7, 1973 A SPECIAL MEETING OF THE CITY COUNCIL FOR THE CITY OF APE CANAVERAL WAS HELD ON MARCH 7, 1973 AT THE CITY HALL, 105 POLK VENUE, CAPE CANAVERAL, FLORIDA AT 7:33 P.M. FIRKINS, JR. THE MEETING WAS CALLED TO ORDER BY MAYOR GEORGE H. OFFICIALS PRESENT WERE: MAYOR FIRKINS; COUNCILMEN E. H. RHAME, A. M. RUTKOWSKI, G. J. SALVAGGIO, MRS. ANN THURM; CITY MANAGER A. J. FRANCIS; ASSISTANT CITY ATTORNEY RICHARD SCOTT; CITY CLERK ANITA OSTROM AND SGT. AT ARMS WILLARD WINNETT. ITEM 1. RESOLVING GARBAGE COLLECTION SITUATION. MRS. THURM MADE THE FOLLOWING TWO PART MOTION: PART 1. THAT WE PROCEED AS PER OUR ORIGINAL INTENTION TO PREPARE OURSELVES TO TAKE OVER THE GARBAGE COLLECTION ON MAY 1st, WITH OUR ORDER OF EQUIPMENT WITH SANCO, AND THAT THE CITY MANAGER BE INSTRUCTED TO ORDER IMMEDIATELY, APPROXIMATELY 100 CONTAINERS AS DETER- MINED BY HIS SURVEY, AND HIRE PERSONNEL TO WORK THE PROGRAM AS PLANNED, WITH OR WITHOUT THE PURCHASE OF THE SECOND TRUCK WHICH'WEIWILLiI)ETER -. MINE LATER AND PART 2. ADVERTISE FOR BIDS IN NEWSPAPER FOR GARBAGE K SERVICE CONTRACT GIVING MR. LAVIN, MR. HOOG, MR. FLECATNGER AND /OR ANY ONE ELSE INTERESTED IN MAKING A PROPOSAL TO THE CITY FOR GARBAGE COLLECTION SERVICE, 15 DAYS TO SUBMIT SUCH PROPOSALS, IN WRITING AND BY USING THIS PAPER FROM THE CITY AS A QUIDELINE FOR SPECIFICATIONS, BUT RETAINING THE RIGHT TO REJECT ANY OR ALL PROPOSALS. MR. RUTKOWSKI SECONDED THE MOTION, AND THE FLOOR WAS OPENED FOR DISCUSSION. MR. LAVIN AND MR. GOLEN; ALSO MR. FRANK HOOG WERE IN ATTENDANCE AS POTENTIAL BIDDERS FOR THE SERVICE CONTRACT. ALSO IN ATTENDANCE WAS MR. MOTSINGER, SALESMAN FOR SANCO CORPORATION, ON THE EQUIPMENT THE CITY HAD ORDERED. MUCH DISCUSSION FOLLOWED ON THE ADVANTAGES AND DISADVANTAGES OF THE CITY TAKING OVER THE GARBAGE SERVICE ITSELF AS OPPOSED TO PUTTING IT OUT TO A PRIVATE CONTRACT. MR. FRANCIS STATED THAT HE HAD DETERMINED THAT COST TO THE CITY WOULD BE APPROXIMATELY $82,000.00 USING TWO TRUCKS AND NO TRAIN ON A 40 HOURS A WEEK BASIS AND THAT WITH ADDITIONAL COSTS THE ANNUAL EXPENDITURE COULD REACH A COST OF $90,000.00. MR. MOTSINGER STATED THAT HIS COMPANY WOULD CANCEL THE CITY'S PURCHASE ORDER IF THE CONTRACT SHOULD GO TO A PRIVATE BIDDER. COUNCIL DISCUSSED ITEMS THAT WOULD BE NECESSARY t KA MICROFILMED 4- 24-80 TO BE INCLUDED IN THE SPECIFICATIONS. THE VOTE WAS CALLED ON MRS. THURM'S MOTION. THE VOTE WAS AS FOLLOWS: IN FAVOR OF THE MOTION MRS. THURM. AGAINST THE MOTION MAYOR FIRKINS, MR. RHAME, MR. SALVAGGIO AND MR. RUTKOWSKI. THE MOTION FAILED TO CARRY. THE INTERESTED BIDDERS IN ATTENDANCE STATED THAT THEY COULD HAVE FORMAL WRITTEN BIDS READY BY MARCH 15, 1973. MR. SAL - VAGGIO MOVED THAT THE CITY GO OUT FOR BIDS FOR TOTAL GARBAGE PICK- UP WITH BID OPENING TO BE HELD MARCH 15, 1973) AT 7:30 P.M. MR. RUTKOWSKI SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE OF COUNCIL. BY MOTION OF MR. SALVAGGIO, SECONDED BY MRS. THURM THE MEETING WAS ADJOURNED AT 9:20 P.M. APPROVED THIS.26 DAY OFAQA., 1973 CITY CLERK ,M
