REGULAR MEETING
CITY COUNCIL
November 16, 1971
A Regular Meeting of the City Council of the City of
Cape Canaveral was held on November 16, 1971 at the City Hall, 105
Polk Avenue, Cape Canaveral, Florida at 7:30 P.M.
The meeting was called to order by Mayor George H. Firkins,Jr.
The roll was called by the City Clerk. Officials present
were Mayor Firkins; Councilmen Roger Graefe, Leo Nicholas, E. H. Rhame,
and G. J. Salvaggio; City Manager A. J. Francis; Assistant City
Attorney Richard Scott; City Clerk Anita Ostrom and Sgt. at Arms
Willard Winnett.
The minutes of the Regular Meeting of October 19, 1971
were approved as read by the Clerk.
The Treasury Report for October, 1971 was approved as
submitted.
OLD BUSINESS:
Item 1. Ordinance 17 -71 - Establishing Building Permit Feeq,
(2nd reading)
Mayor Firkins read the ordinance entitled "AN ORDINANCE
ESTABLISHING FEES AND BUILDING PERMITS ON ALL CONSTRUCTION IN THE CITY
LIMITS OF THE CITY OF CAPE CANAVERAL, FLORIDA, PROVIDING AN EFFECTIVE
DATE."
By motion of Mr. Rhame, seconded by Mr. Salvaggio and a
unanimous vote of Council, the ordinance was adopted.
Item 2. Awarding Police Car Bid.
Due to the low trade in price offered by the bidder ;4or the
old cars, Mr. Francis suggested that the City advertise and sell them.
Mr. Salvaggio moved to award the bid to Riverside Dodge for three cars
at $3,189.69 each without trade ins. Mayor Firkins seconded the motion
and it carried by unanimous vote.
Item 3. Ordinance 19 -71 - Amending Utility Tax Ordinance

Mayor Firkins read the ordinance entitled "AN ORDINANCE
AMENDING ORDINANCE NO. 14 -63, AS AMENDED, ORDINANCE NO. 64 -10 AND
ORDINANCE NO. 10 -68 OF THE CITY OF CAPE CANAVERAL, FLORIDA, AND RE-
ENACTING AN ORDINANCE LEVYING AND IMPOSING A TAX ON EACH PURCHASE OF
ELECTRICITY, METERED OR BOTTLED GAS (NATURAL, LIQUIFIED PETROLEUM GAS
OR MANUFACTURER), WATER SERVICE, TELEPHONE SERVICE AND TELEGRAPH

SERVICE IN THE CITY OF CAPE CANAVERAL; PROVIDING FOR THE PAYMENT AND
THE COLLECTION OF SUCH TAXES; PROVIDING FOR THE APPROPRIATION OF THE -
REVENUES TO BE DERIVED FROM SAID TAXES; PROVIDING A PENALTY FOR THE
FAILURE TO-PAY OR TO COLLECT SUCH TAXES,.AND /OR FOR THE VIOLATION OF
SAID ORDINANCE; AND FOR OTHER PURPOSES."
By motion of Mr. Salvaggio, seconded by Mr. Rhame and un-
animous vote of Council, first reading was approved.
Item -3. Expenditures from Renewal F Replacement Fund
Payment in the amount of $762.08 -to Ellington Construction
Company, was approved by motion of Mr. Salvaggio, seconded by Mayor
Firkins and unanimous vote.
Mayor Firkins presented a check for $25.00 to Carl Akery
for completion of five years service with the City.
The Mayor also presented two certificates to Chief Winnett,
one from the Brevard County Commissioners 'and one to the entire Police
Department for their work in the Safety program.
By motion of Mr. Rhame, seconded by Mayor- Firkins, the
meeting was adjourned at 8:35 P.M.
