REGULAR MEETING
CITY COUNCIL
October 5, 1971
A Regular Meeting of the City Council of the City of Cape
Canaveral, was held on October 5, 1971 at the City Hall, 105 Polk Avenue,
Cape Canaveral, Florida at 7:35 P.M.
The meeting was called to order by Mayor George H. Firkins, Jr.
The Roll was called by the City Clerk. Officials present were
Mayor Firkins; Councilmen Roger Graefe, Leo Nicholas, E. H. Rhame and
G. J. Salvaggio; City Manager A. J. Francis; City Attorney Stanley
Wolfman; City Clerk Anita Ostrom and Sgt. at Arms Officer Conyers.
Minutes of the Regular meeting of September 21, 1971 were
approved as read by the Clerk.
UNFINISHED BUSINESS:
Item 1. Resolution 71 -36 - Appointment of Representative to
Economic Development Committee.
Mayor Firkins read the resolution entitled "A RESOLUTION
APPOINTING A REPRESENTATIVE ON THE ECONOMIC DEVELOPMENT COMMITTEE."
By motion of Mr. Nicholas, seconded by Mr. Salvaggio, the item
was removed from the table.
Mr. Nicholas moved to nominate Mayor Firkins. Mr. Rhame
seconded the motion. Mr. Nicholas moved that nominations be closed and
Mr. Rhame seconded.
Mayor Firkins opposed his nomination on the basis of possible
conflict of interest.
Mr. Rhame moved to adopt the resolution, naming Mayor Firkins,
as the representative. Mr. Salvaggio seconded. -Mr. Nicholas, Mr. Rhame
and Mr. Salvaggio voted in favor; Mr. Graefe and Mayor Firkins against
and the motion carried.
NEW BUSINESS:
Item 1. Resolution 71 -37 - Setting millage for Tax year.
Mayor Firkins read the resolution entitled "A RESOLUTION
ADOPTING 1971 -1972 VALUATION OF PROPERTIES, FOR PURPOSES OF STORM
DRAINAGE AD VALOREM TAXATION; SETTING AND PRESCRIBING RATE OF AD VALOREM
TAXATION IN SUPPORT OF THE STORM DRAINAGE PROGRAM; PROVIDING AN EFFECTIVE
DATE."
By motion of Mr. Rhame, seconded by Mr. Salvaggio, the resolution
was adopted setting the millage at 3 mills for 1971 -1972.

Item 2. Ordinance 17 -71 -Adopting Schedule of Building
Permit Fees 1st reading)
Mayor Firkins read the ordinance entitled "AN ORDINANCE
ESTABLISHING FEES AND BUILDING PERMITS ON ALL CONSTRUCTION IN THE
CITY LIMITS OF THE CITY OF CAPE CANAVERAL, FLORIDA, PROVIDING AN
EFFECTIVE DATE."
Mr. Jack Hurck, City Building Official, offered some comments
and suggestions regarding method of determining amount of fees, and was
asked by Council to attend the next workshop for discussion.
By motion of Mr. Salvaggio, seconded by Mr. Rhame and unanimous
vote, first reading was approved.
Item 3. Ordinance 18 -71 - Amendment to Zoning Ordinance 12 -71
PUBLIC HEARING and 1st reading
Mayor Firkins read the ordinance entitled "AN ORDINANCE
AMENDING ORDINANCE 12 -71 WHICH AMENDS SECTION IV.1. THEREOF AS TO THE
ZONING DISTRICT CLASSIFICATION CHANGING FROM M -2 AND M -3 CLASSIFICATION
TO C -1 CLASSIFICATION A STRIP OF PROPERTY 400 FEET WIDE ALONG THE EAST
SIDE OF HIGHWAY AlA FROM THE NORTH CITY LIMITS TO THE SECTION LINE;
AND AMENDING SECTION VIII BY REDEFINING RESIDENTIAL PLANNED DEVELOPMENT
THEREIN; AND AMENDING SECTION XVIII.1. AS TO NOTICE REQUIREMENTS TO
PROPERTY OWNERS WHERE A CHANGE OF ZONING CLASSIFICATION IS BEING CON -
TEMPLATED; PROVIDING AN EFFECTIVE DATE."
Public Hearing was held for the benefit for those in attendance
and the proposed changes explained by the Council members.
Mr. Rhame moved to approve first reading of the ordinance.
Mr. Nicholas seconded. Mr. Rhame, Mr. Nicholas, Mr. Graefe and Mayor
Firkins voted in favor, Mr. Salvaggio against, and the motion carried.
By motion of Mr. Salvaggio, seconded by Mr. Rhame,-the_ meeting
was adjourned at 9:08 P.M.
