HomeMy WebLinkAbout09-21-1971 Regular MeetingMICROFILMED 4 -24.80 REGULAR MEETING CITY COUNCIL September 21, 1971 A Regular Meeting of the City Council of the'Cilty of Cape Canaveral was held on September 21, 1971 at the City Hall, 105 Polk Avenue, Cape Canaveral, Florida at 7:35 P.M. The meeting was called to order by Mayor George H. Firkins, Jr. The roll was called by the City Clerk. Officials present were Mayor Firkins; Councilmen Roger Graefe, Leo Nicholas, E. H. Rhame and G. J. Salvaggio; City Manager A. J. Francis; Assistant City Attorney jerk Richard Scott; City Anita Ostrom and Sgt. at Arms Chief Wiannett. The minutes of the Public Hearing on the Budget of August 31 and September 7, 1971, and the minutes of the Regular Meeting of September 7, 1971 were read by the Clerk and approved as read. The Treasury report for the month of August, 1971 was approved as submitted. UNFINISHED BUSINESS: Item 1. Ordinance 15 -71 - Amending Ordinance 6 -62 -B (2nd reading) Mayor Firkins read the ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 6 -62 -B BY REPEALING SECTION 3 THEREOF REGARDING THE REQUIREMENT OF A PUBLIC HEARING PRIOR TO THE ISSUANCE OF A LICENSE DEALING IN ALCOHOLIC BEVERAGES." Mr. Salvaggio moved for adoption of the ordinance. Mr. Nicholas seconded and the motion carried by unanimous vote. Item 2. Ordinance 16 -71 - Amending Ordinance 10 -70 (2nd reading) Mayor Firkins read the Ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 10 -70 PROVIDING A DEFINITION FOR "AT LARGE ", AND PROVIDING FOR THE ADDITION OF PUBLIC BEACHES TO SECTION 4 -13: PROVIDING AN EFFECTIVE DATE." Mr. Nicholas moved for adoption and Mr. Rhame seconded. The vote was as follows: Mr. Graefe, Mr. Nicholas, Mr. Salvaggio and Mr. Rhame in favor; Mayor Firkins opposed. The motion carried, adopt- ing Ordinance 16 -71. NEW BUSINESS: Item 1. Resolution 71 -35 - Designating Beach areas for Animals Mayor Firkins read the resolution entitled "A RESOLUTION DESIGNATING BEACHES IN THE CITY OF CAPE CANAVERAL, FLORIDA, ON WHICH ANIMALS ARE SPECIFICALLY PROHIBITED." Mr. Nicholas moved for adoption. Mr. Rhame seconded the motion. PAGE I OF2o f r* MICROFILMED 4 -24 -80 Discussion followed with several citizens opposing as well as some in favor. Among those speaking to Council in opposition to animals on the Beach was Mr. B. B. Purcell, who brought out that he had presented Council with a petition of 302 signers against animals - on the Beach. This was in comparison to 54 names on the petition of those wanting animals to be allowed on the Beaches. Vote on the motion was as follows: In favor, Mr. Rhame and Mr. Graefe; against, Mr. Nicholas, Mr. Salvaggio and Mayor Firkins. The motion was lost and the resolution failed to pass. Item 2. Resolution 71 -36 - Appointment of Representative to Economic-Development Administration nmmi + +co At the suggestion of Mr. Scott, Mr. Nicholas moved to table this item for more information. Mr. Salvaggio seconded and the motion carried by unanimous vote and the item was tabled. Mayor Firkins read a letter regarding the Sand Transfer Plant, and Mr. Nicholas suggested that the City Manager write for more inform- ation. Mr. Nicholas made a motion reaffirming the Council's stand on locating Banana River Boulevard along the Section line. Mr. Rhame seconded the motion and it carried by unanimous vote. By motion of Mr. Rhame, seconded by Mr. Graefe and unanimous vote of Council, the meeting was adjourned at 8:53 P.M. APPROVED this 5th day of October 1971. x!o
