HomeMy WebLinkAbout07-20-1971 Zoning Commission/Final ReportMICROFILMED 4.24 -80 Minutes of ZONING COMMISSION July 20, 1971 The Zoning Commission of the City of Cape Canaveral met on July 20, 1971 at the City Hall, 105 Polk Avenue, Cape Canaveral, Florida at 8:20 P.M. Officials present were Mayor George H. Firkins, Councilmen Roger Graefe, Leo Nicholas, E. H. Rhame and G. J. Salvaggio; City Manager A. J. Francis; City Attorney Stanley Wolfman; Zoning board members Frank Martin, Walter Burkett, Russell De Veau and Clifford Van Wagner; County Planner Lynn Hansel; City Clerk Anita Ostrom and Sgt. at Arms Chief Winnett. Mr. Martin went over the changes which had been made on the Zoning Map: 1. R -3 along Banana River Drive extended to section line. 2. The C -2 sections west of the highway, at the inter- section of Longpoint Road and the Bank location, have been deleted, and changed to C -1. 3. Area in North end of City where Belcher Oil Company is located changed from C -2 back to M -3. 4. 400 ft. buffer strip - C -1 - between R -3 and M -3 in North end of City. The map with the above changes incorporated, was accepted by the Zoning Commission to be recommended to Council for adoption. The following changes in the ordinance were discussed and acted upon as follows: 1. Delete R -1 -A zoning, pages 20 -22 All Commission members were in favor `and the change was approved. 2. Mobile Home Parks to be included in both C -1 and C -2 areas as special exceptions. For: Mayor Firkins, Councilmen Graefe, Nicholas,Rhame Salvaggio and Zoning Board Chairman Martin. The change was approved by majority vote. 3. Add to C -1 principal uses, page 33, paragraph;,) "same as R -3 and in addition," This change was approved by,unanimous vote. 4. Delete the height restrictions in R -3 For: Mayor Firkins, Councilmen Graefe, Rhame and Salvaggio and Zoning Board member Van Wagner. The change was approved by majority vote. The above changes are to be incorporated into the ordinance, for adoption by City Council. MICROFILMED 4.24 -80, Further, Paragraph 8 on page 19, section 6 of the ordinance was found to be ambiguous and in need of clarification. The City Attorney was instructed to reword the entire paragraph, making clear that granting a special use would make the property conforming to the applicant only. By motion of Mr. Salvaggio, seconded by Mr. Rhame the meeting of the Zoning Commission was adjourned at 9:28 P.M. APPROVED this 20th day of July 1971. City C1er, PAGE %%OFS MICROFILMED 4.24 -80 FINAL REPORT OF ZONING COMMISSION WHEREAS, the City Council of the City of Cape Canaveral, Florida, has appointed a Zoning Commission in accordance with Florida Statute 176.07; and WHEREAS, this Zoning Commission has held public hearings regarding the City's proposed Comprehensive Zoning Ordinance; and WHEREAS, the Zoning Commission has :made preliminary reports and recommended certain changes to the proposed Comprehensive Zoning Ordinance and these changes have now been incorporated into said Ordinance; NOW THEREFORE, the Zoning Commission of the City of Cape Canaveral, Florida issues this as its Final Report to the City of Cape Canaveral, Florida, recommending that the Council adopt Ordinance No. 12 -71 upon its Final Reading, as such Ordinance now contains all of the recommended changes and additions suggested by this Commission.
