HomeMy WebLinkAbout06-15-1971 Regular MeetingMICROFILM 4 -24 -80 REGULAR MEETING CITY COUNCIL June 15, 1971 A Regular Meeting of the'City Council of the City of Cape Canaveral was held on June 15, 1971 at the City Hall, 105 Polk Avenue, Cape Canaveral, Florida at 7:44 P.M. The meeting was called to order by Mayor Leo C. Nicholas. Rev. Ralph Weinrich of Christ's Lutheran Church gave the invocation. The roll was called by the City Clerk. Officials present were Mayor Nicholas; Councilmen Roger Graefe, G. J. Salvaggio and Richard R. Thurm; City Manager A. J. Francis; City Attorney Stanley Wolfman; City Clerk Anita Ostrom and Sgt at Arms Willard Winnett. airline Councilman E. H. Rhame was detained due to /flight schedule and arrived later in the meeting. The minutes of the regular meeting of June 1, 1971 were read by the Clerk and approved as read. The Treasury Report for May 1971 was approved as submitted. OLD BUSINESS: Item 1. Ordinance 9 -71 - Amending Alcoholic Beverage Ordinance (2nd reading) Mayor Nicholas read the ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 6 -62 AS AMENDED, REGULATING THE DISTANCE BETWEEN ESTABLISHMENTS DEALING IN ALCOHOLIC BEVERAGES WITHIN THE CITY OF CAPE CANAVERAL, FLORIDA; PROVIDING AN EFFECTIVE DATE." Mr. Salvaggio moved to adopt the ordinance. 11r. Thurm seconded. Mr. Thurm moved to amend by adding to section 1, the words "by the normal pedestrian route ". Mr. Salvaggio seconded, and the amendment carried with Mr. Thurm, Mr. Salvaggio and Mayor Nicholas voting in favor and Mr. Graefe abstaining. On the main motion, Mr. Salvaggio, Mr. Thurm and Mayor Nicholas voted in favor, Mr. Graefe abstained, and the ordinance, as amended, was adopted. Mr. Thurm asked to be recognized by the chair, and presented a plaque to Mayor or Nicholas for service as Mayor for the P a st year. Mayor Nicholas then presented to Mr. Thurm, who was leaving the Council, a plaque and a key to the City, for servi as Mayor and i Councilman for eight consecutive years. Mr. Francis, City Manager, thanked both for their help to him in managing the City operation. PAGE 1 ®F3 r• MICROFILMED 4 -24 -80 Mayor Nicholas called a recess at 8:03 P.M. and the meeting reconvened at 8:15 P.M. NEW BUSINESS: Item 1. Oath of Mayor and Councilmen. Judge Irving H. Propper read the oath of office to the new Mayor George H. Firkins, Jr. and to Councilman G. J. Salvaggio. Mayor Firkins spoke briefly to the audience. Commissioner Lori Wilson was in attendance for the swearing in ceremony. Item 2. Resolution 71 -25 - Election of Mayor Pro Tem. Mr. Nicholas nominated Mr. Salvaggio for Mayor Pro Tem. There were no other nominations and Mr. Nicholas moved that nominations be closed. Mr. Graefe seconded. Mayor Firkins read the resolution entitled "A RESOLUTION ELECTING A MAYOR PRO TEM OF THE CITY OF CAPE CANAVERAL, FLORIDA; PROVIDING AN EFFECTIVE DATE." Mr. Nicholas moved to adopt the resolution, Mr. Graefe seconded and the motion carried by unanimous vote, naming Mr. Salvaggio as Mayor Pro Tem. Item 3. Resolution 71 -26 - Areas of Interest of Councilmen By motion of Mr. Salvaggio, seconded by Mr. Nicholas and unanimous vote, this item was tabled to the next regular meeting. Item 4. Resolution 71 -27 - Appointment of Zoning Board Members Mayor Firkins read the resolution entitled "A RESOLUTION APPOINTING MEMBERS TO THE ZONING AND PLANNING BOARD; PROVIDING AN EFFECTIVE DATE." By motion of Mr. Salvaggio, seconded by Mr. Nicholas and unanimous vote of Council, the resolution was adopted naming Mr. Frank Martin and Mr. Russell De Veau as reappointments to serve to June 1973. Item S. Ordinance 10 -71 - Zoning Board Rules of Procedure st reading) Mayor Firkins read the title of the ordinance as follows: AN ORDINANCE PRESCRIBING RULES OF PROCEDJURE FOR THE ZONING AND PLANNING BOARD OF THE CITY OF CAPE CANAVERAL, FLORIDA; PROVIDING AN EFFECTIVE DATE; REPEALING ORDINANCE NO. 22 -65 AND ORDINANCE NO.22 -65 -A. Mr. Nicholas moved to approve first reading, Mr. Salvaggio seconded and the motion carried by unanimous vote of Council. PAGE 2 ®F3 MICROFILMED 4.24 -80 Item 6. Ordinance 11 -71 - Governing large trucks on City Streets Clst rea ing By motion of Mr. Salvaggio, seconded by Mr. Graefe and unanimous vote, this item was tabled for the next regular meeting. Item 7. Resolution 71 -28 - Repealing Single Voter Registra- ion Mayor Firkins read the resolution entitled "A RESOLUTION REPEALING RESOLUTION NO. 71 -8 , REGARDING A SINGLE VOTER REGISTRATION SYSTEM." The resolution was adopted by motion of Mr. Salvaggio, seconded by Mr. Graefe and unanimous vote of Council. Mr. Nicholas proposed that the Council give a party for, the City employees and Board members during the weekend of July 4. It was tentatively decided on July 5 as the best date. Mr. Rhame arrived and was sworn in for his new term on the Council, by Judge Propper. By motion of Mr. Nicholas, seconded by Mr. Rhame the meeting was adjourned at 9:22 P.M.
