HomeMy WebLinkAbout04-20-1971 Regular Meeting4 � MICROFILMED 4 -24 -80 REGULAR MEETING CITY COUNCIL April 20, 1971 A Regular Meeting of the City Council of Cape Canaveral was held on April 20, 1971 at the City Hall, 105 Polk Avenue, Cape Canaveral, Florida at 7:30 P.M. Salvaggio. The meeting was called to order by Mayor Pro Tem G. J. The roll was called by the Deputy City Clerk Elsie Frazier. Officials present were Mayor Pro Tem Salvaggio; Councilmen E. H. Rhame and Richard R. Thurm; City Manager A. J. Francis; City Attorney Stanley Wolfman; Deputy Clerk Elsie Frazier and Sgt. at Arms Chief Winnett. The minutes of the Regular Meeting of April 6, 1971 were read by the Deputy Clerk. A correction was made in Item 6 to read "motion was defeated by lack of a vote ". The minutes were approved as corrected. The minutes of the Board of Adjustment of April 6, 1971 were approved as read. submitted. The Treasury Report for March, 1971 was approved as OLD BUSINESS: Item 1. Ordinance 3 -71 - Obscenity (2nd reading) Mr. Wolfman read the ordinance entitled "PROHIBITION OF CERTAIN ACTS IN CONNECTION WITH OBSCENE, LEWD, ETC., MATERIALS; PROVIDING A PENALTY FOR VIOLATION; PROVIDING AN EFFECTIVE DATE." By motion of Mr. Rhame, seconded by Mr. Thurm and a unanimous vote of Council, the ordinance was adopted. Item 2. Ordinance 5 -71 - Amending Election Code (2nd reading) Mr. Salvaggio read the ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 6 -68, WHICH ORDINANCE ADOPTED THE STATE ELECT- ION CODE, BY PROVIDING REVISED DATES DURING WHICH CANDIDATES FOR CITY OFFICE MAY QUALIFY FOR ELECTION; PROVIDING AN EFFECTIVE DATE." Mr. Thurm moved to adopt the ordinance, Mr. Rhame seconded and by unanimous vote the motion carried and the ordinance was adopted Item 3. Ordinance 7 -71 - Re ealin Competency Card Requirements (Znd reading) Mr. Salvaggio read the ordinance entitled "AN ORDINANCE REPEALING IN ITS ENTIREY, ORDINANCE NO. 2 -68, AN ORDINANCE PROVIDING FOR AN EXAMINATION AND LICENSING PROGRAM FOR BUILDING CONTRACTORS; ETC.; PROVIDING FOR AN EFFECTIVE DATE." PAGE 1 ®Fz MICROFILMED 4.24 -80 •' By motion of Mr. Thurm, seconded by Mr. Rhame and unanimous vote of Council, the ordinance was adopted. NEW BUSINESS: Item 1. Resolution 71 -16 - Setting additional hours for Voter Registration Mr. Salvaggio read the resolution entitled "A RESOLUTION AUTHORIZING ADDITIONAL HOURS FOR VOTER REGISTRATION; PROVIDING AN EFFECTIVE DATE." By motion of Mr. Thurm, seconded by Mr. Rhame and a unanimous vote of Council, the resolution was adopted. Item 2. Resolution 71 -17 - Auditing Contract Mr. Salvaggio read the resolution entitled "A RESOLUTION APPROVING AGREEMENT FOR AUDITING SERVICES BETWEEN THE CITY OF CAPE CANAVERAL, FLORIDA, AND ROSENBERG, DOBSON $ WILLIAMS, P.A.; PROVIDING AN EFFECTIVE DATE." Mr. Rhame moved to adopt the resolution. Mr. Thurm seconded. After some discussion, it was decided to ask Mr. Dobson to attend the next workshop for further discussion on the.contract. This item was tabled by motion of Mr. Rhame, seconded by Mr. Thurm '- and unanimous vote of Council. Item 3. Ordinance 8 -71 - Amending Ordinance 6 -62 as amended re: Closing hours 1st reading) Mr. Salvaggio read the ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 6 -623% AS AMENDED BY ORDINANCE 6 -62B, 6A -63, 8 -67, 8 -70, and 12 -70, REGULATING ESTABLISHMENTS DEALING IN ALCOHOLIC BEVERAGES AS TO HOURS OF SALE WITHIN THE CITY LIMITS OF CAPE CANAVERAL, FLORIDA, BY ELIMINATING ALL RESTRICTIONS ON HOURS OF SALE IN SUCH ESTABLISHMENTS; PROVIDING AN EFFECTIVE DATE." By motion of Mr. Rhame, seconded by Mr. Thurm and a unanimous vote, first reading was approved. Item 4. Letter of Resignation of Councilman. Mr. Salvaggio read a letter from Mr. George H. Firkins, Jr. resigning from the City Council, effective on April 15, 1971, as required by law, in order to qualify to run for Mayor in this years's election. Mr. Rhame moved to accept the resignation, Mr. Thurm seconded and the motion carried by unanimous vote of Council. By motion of Mr. Rhame, seconded by Mr. Thurm the meeting was adjourned at 9:10 P.M.
