e REGULAR MEETING CITY COUNCIL February 16, 1971 a MICROFILMED 4 -24 -80 A Regular Meeting of the City Council of the City of Cape Canaveral was held on February 16, 1971 at the City Hall, 105 Polk Avenue, Cape Canaveral, Florida at 7:40 P.M. The meeting was called to order by Mayor Leo Nicholas. The roll was called by the City Clerk. Officials present were Mayor Nicholas; Councilmen George Firkins, E. H. Rhame, and G. J. Salvaggio; City Manager A. J. Francis, Assistant City Attorney Richard Scott; City Clerk Anita Ostrom and Sgt. at Arms Willard Winnett. Ainutes of the Regular meeting of February 2, 1971 and those of the Board of Adjustment on February 2, 1971 were read by the Clerk and approved as read. The Treasury Report for January, 1971 was approved as submitted. OLD BUSINESS: Item 1. Ordinance no. 1 -71 - Mandatory Garbage Collection Mayor Nicholas read the ordinance entitled "AN ORDINANCE AMENDING ORDINANCE NO. 4 -66 BY PROVIDING FOR MANDATORY GARBAGE COLLECTION WITHIN THE CITY; ESTABLISHING EXCEPTIONS; PROVIDING AN EFFECTIVE DATE': By motion of Mr. Salvaggio, seconded by Mr. Rhame and unanimous vote of the Council, the ordinance was adopted. NEW BUSINESS: Item 1. Jetty Park discussion. Mr. P. A. Scabarozi, owner of the Cape Canaveral Trailer Village, read a letter to Council (copy attached), critizing the operation of Jetty Park. Brevard County District 2 officials present were Commissioner Lori Wilson, Bob Austin, Park Superintendent, and Jim Sloan, admin- istrative assistant to Commissioner Wilson. Commissioner Wilson spoke on the plans for Jetty Park and explained that due to the lack of funds in the County Budget, the camping facilities would be furnished by private enterprise. After proper advertising, bid was awarded to KOA on a ten year lease, to develop a campsite on 12 acres. Revenue to the County will be a minimum of $15,000 per year, to be used to develop the remainder of PAGE 1 OFD, MIQROFILMEE7 4,24.80 .. the 35 acre area.as a park. According to Commissioner Wilson, the campsite should be open by May and not later than July 1971 with 75 to 150 spaces. Plans include hiring a Park Ranger in the future. She stated that the responsibility at this time for patrol of the area was with the Sheriff's Department. Mayor Nicholas said that he would contact the Sheriff's Department regarding the enforcement of regulation's at Jetty Park. Mr. Austin stated that the campsite plans, soon to be completed, would meet all County and Health Department.requirements, and offered to bring a set to City Hall for review by the City Council. In leaving, Commissioner" Wilson stated that she would be ready to help in any way possible, to work with the local trailer park owners. Aayor Nicholas read a letter from Senator Gurney's office confirming the release of funds for Brevard County Beach Erosion. Also, letters from Charles L. Buckley, Jr., Chief Security Officer at Kennedy Space Center, and from the Police Training Council, both commending the police department on handling traffic and visitors during Apollo 14 launch. By motion of Mr. Salvaggio, seconded by Mr. Firkins and unanimous vote of Council, the meeting was adjourned at 9:06 P.M. APPROVED this 2nd day of March 1971. Ci -ty Clerkp Mayor r i .c g..
