REGULAR MEETING
CITY COUNCIL
December 1, 1970
A Regular Meeting of the City Council of Cape Canaveral
was held on December 1, 1970 at the City Hall, 105 Polk Avenue,
Cape Canaveral, Florida at 7:32 P.M.
The meeting was called to order by Mayor Nicholas.
The roll was called by the City Clerk. Officials present
were Mayor Leo Nicholas; Councilmen George Firkins, G. J. Salvaggio,
and Richard Thurm; City Manager A. J. Francis; City Attorney Stanley
Wolfman; City Clerk Anita Ostrom and Sgt. at Arms Willard Winnett.
The minutes of the Regular meeting of November 17, 1970
were approved as read by the Clerk.
Item 1. Resolution 70 -40 - Authorization to file foreclosure
proceedings
Mayor Nicholas read the resolution entitled "A RESOLUTION I"
AUTHORIZING THE CITY ATTORNEY TO INITIATE FORECLOSURE PROCEEDINGS
AGAINST THOSE WHO HAVE NOT PAID THEIR PAVING ASSESSMENT LIENS, AS
REQUIRED PURSUANT TO RESOLUTION NO. 68 -1 AND CHAPTER 174, FLORIDA
STATUTES; PROVIDING AN EFFECTIVE DATE."
The resolution was adopted by motion of Mr. Thurm, seconded
by Mr. Salvaggio and unanimous vote of the Council.
Item 2. Resolution 70 -41 - Appointment of City Councilman
Mr. Salvaggio moved to nominate Mr. E. Harrison Rhame, and
Mr. Thurm seconded the nomination. No other names were presented
and the nominations were closed.
Mayor Nicholas read the resolution entitled "A RESOLUTION
APPOINTING A CITY COUNCILMAN; PROVIDING AN EFFECTIVE DATE."
By motion of Mr. Firkins, seconded by Mr. Salvaggio and
unanimous vote of the Council, the resolution was adopted naming
Mr. Rhame as new Councilman.
Judge Irving Propper administered the oath of office to
Mr. Rhame and he took his seat on the Council.
Mr. Thurm moved to add an item to the agenda. Mr. Salvaggio
seconded and the motion carried by uanimous vote.
Mr. Rhame moved to name the item "Ordinance 12 -70 - Amendment
to Alcoholic Beverage Ordinance No. 8 -67. Mr. Firkins seconded and
the vote was unanimous in favor of the motion.

Mayor Nicholas read the ordinance entitled "AN ORDINANCE
AMENDING ALCOHOLIC BEVERAGE ORDINANCE NO. 8 -67 ALLOWING EXTENSION
OF TIME FOR SALE OF ALCOHOLIC BEVERAGES IN CITY OF CAPE CANAVERAL
FLORIDA, UNTIL 5:00 O'CLOCK A.M. ON JANUARY 1, 1971.
By motion of Mr. Firkins, seconded by Mr. Salvaggio and
unanimous vote of the Council, first reading was approved.
The meeting was adjourned at 8:10 P.M. by motion of
Mr. Salvaggio, seconded by Mr. Firkins and unanimous,vote of the
Council.
