REGULAR MEETING
CITY COUNCIL
November 17, 1970
A Regular Meeting of the City Council of the City of Cape
Canaveral was held on November 17, 1970 at the City Hall, 105 Polk
Avenue, Cape Canaveral, Florida at 7:35 P.M.
The meeting was called to order by Mayor Pro Tem Salvaggio.
The roll was called by the City Clerk. Officials present
were Mayor Pro Tem G. J. Salvaggio; Councilmen Charles Berkebile,
George Firkins and Richard R. Thurm; City Manager A. J. Francis;
City Attorney Stanley Wolfman; City Clerk Anita Ostrom and Sgt. at
Arms Willard Winnett.
The minutes of the Regular meeting of November 3, 1970
were read by the Clerk and approved as read.
submitted.
The Treasury Report for-October 1970 was approved as
OLD BUSINESS:
Item 1. Ordinance 11 -70 - Amendment to Ordinance 3 -62 (2nd
reading)
Mr. Salvaggio read the Ordinance entitled "AN ORDINANCE
AMENDING ORDINANCE NO. 3 -62 AS AMENDED BY ORDINANCE NO. 3 -62 -A AS
AMENDED BY ORDINANCE NO. 6 -70 PROVIDING FOR ESTABLISHING AND LEVYING
OCCUPATIONAL LICENSE TAXES ON BUSINESSES, PROFESSIONS AND OCCUPATIONS
IN THE CITY OF CAPE CANAVERAL, FLORIDA, BY AMENDING THE SCHEDULE OF
RATES REGARDING SECOND -HAND DEALERS; PROVIDING AN EFFECTIVE DATE."
By motion of Mr. Berkebile, seconded by Mr. Thurm and unani-
mous vote of the Council, the ordinance was adopted.
NEW BUSINESS:
Item 1. Resolution 70 -38 - Purchase of Police cars..
On the recommendation of the City Attorney, Mr. Thurm
moved to table this item in order for the City to call for bids.
Mr. Firkins seconded and the motion carried.
Item 2. Resolution 70 -39 - Reappointment of Library Board
Members
Mr. Salvaggio read the resolution entitled "A RESOLUTION
APPOINTING MEMBERS TO THE LIBRARY BOARD; PROVIDING AN EFFECTIVE DATE."
Mr. Thurm moved to adopt the resolution. Mr. Firkins
seconded and by unanimous vote the resolution was adopted, reappointing
Mrs. Raymond Fonner and Mrs. William Gorman to the Board.
Mr. Salvaggio read a letter of resignation from Councilman
Charles Berkebile. Mr. Thurm moved to accept the resignation with

regret. Mr. Firkins seconded and the motion carried.
Mr. Thurm made a motion that the City should present
Mr. Berkebile with a key to the City in appreciation for services
rendered the City and that Councilmen serving on the Council for the
past two years also be presented with keys. After some discussion
Mr. Thurm withdrew this motion.
The Council members and the City Manager then commended
Mr. Berkebile on his service to the City and wished him well at his
new location.
The members of the Council and the City Manager were
invited to act as judges for the Bicycle Rodeo to%Reld on Saturday
November 21, 1970. The invitation was extended by Chief Winnett and
Officer Conyers.
By motion of Mr. Firkins, seconded by Mr. Thurm and unanimous,
vote the meeting was adjourned at 8:30 P.M.
APPROVED this 1st day of December 1970.
