A Regular Meeting of the City Council of the City of Cape Cana-
veral, was held on October 1, 1968 at the City Hall, 105 Polk Avenue,
Cape Canaveral, Florida at 7:35 P.M.
The meeting was called to order by Mayor Richard R. Thurm.
The roll was called by the City Clerk. Officials present were
Mayor Richard R. Thurm; Councilmen Frank Hoog, Leo Nicholas, G. J.
Sal vaggio and Martin Schrider; City Administrator A. J. Francis; City
Clerk Anita Ostrom and Sgt. at Arms Willard Winnett.
The minutes of the Regular Meeting of September 17, 1968 were read
by the Clerk and approved as read.
Item 1. Ordinance 9 -68 - Taxicab Regulations (2nd & Final Reading)
Mayor Thurm read the Ordinance entitled "AN ORDINANCE PROVIDING FOR
RULES AND REGULATIONS GOVERNING THE OPERATION OF TAXICABS AND VEHICLES
FOR HIRE WITHIN THE CITY LIMITS OF CAPE CANAVERAL, FLORIDA; ESTABLISH-
ING PENALTIES FOR VIOLATION OF SAME; PROVIDING AN EFFECTIVE DATE."
Mr. Hoog made a motion to adopt the Ordinance. Mr. Schrider se-
conded the motion. After a brief discussion with Mr. Ross of the
Cocoa Beach Cab Company, the Ordinance was adopted by unanimous vote
of the Council.
Item 2. Ordinance 10 -68 - Utility Tax Amendment (1st Reading)
Mayor Thurm read the Ordinance entitled "AN ORDINANCE AMENDING
ORDINANCE NO. 14-63, AS AMENDED, AND ORDINANCE NO. 64-10 OF THE CITY
OF CAPE CANAVERAL, FLORIDA, AND REENACTING AN ORDINANCE LEVYING AND
IMPOSING A TAX ON EACH PURCHASE OF ELECTRICITY, METERED, OR BOTTLED
GAS (NATURAL, LIQUIFIED PETROLEUM GAS OR MANUFACTURED), WATER SERVICE,
TELEPHONE SERVICE AND TELEGRAPH SERVICE IN THE CITY OF CAPE CANAVERAL;
PROVIDING CERTAIN EXEMPTION AND A TAX; PROVIDING FOR THE PAYMENT AND
THE COLLECTION OF SUCH TAXES; PROVIDING FOR THE APPROPRIATION OF THE
REVENUES TO BE DERIVED FROM SAID TAXES: PROVIDING A PENALTY FOR THE
FAILURE TO PAY OR TO COLLECT SUCH TAXES AND /OR FOR THE VIOLATION OF
SAID ORDINANCE; AND FOR OTHER PURPOSES."
Mr. Salvaggio made a motion to approve first reading. Motion was
seconded by Mr. Nicholas and passed by unanimous vote of the Council.
Item 3. Ordinance 11 -68 - Occupational License Amendment (1st Reading)
Due to the ordinance not being ready for action, Mr. Schrider made
a motion to table the item to the next Regular Meeting. Mr. Nicholas
seconded and the motion carried by unanimous vote.
On a motion by Mr. Hoog, seconded by Mr. Schrider and unanimous
vote the meeting was adjourned at 8:40 P.M.
