HomeMy WebLinkAbout02-27-1968 Board of Equalization Public HearingMICR®FILI►ED 4 -24 -80 BOARD OF EQUALIZATION February 27, 1968 PAVING ASSESSMENTS The City Council of the City of Cape Canaveral, Florida met as a Board of Equalization on February 27, 1968 at City Hall, 105 Polk Avenue, Cape Canaveral., Florida, at 8:07 P.M. The meeting was called to order by Mayor Richard R. Thurm. The roll was called by the'Deputy City Clerk. Members present were Mayor Richard R. Zhurm; Councilmen Frank Hoog, Vincent Lindemann, G. J. Salvaggio; City Manager -City Clerk Joseph A. Rickards, Attorney T. David Burns, and Sgt. at Arms Fred Tucker. Also present were Mr. Tom Groover and Mr. Tan Strang of Briley, Wild & Associates, City Engineers. Councilman Martin Schrider was absent. Mayor Thum asked for a motion to name T. David Burns as City Attorney for this meeting. Mr. Lindemann made the motion, seconded by Mr. Salvaggio, and the motion carried by unanimous vote. Public Hearing subject - Paving Assessment equalization. Mr. Burns read the list of Resolutions and Ordinances adopted by the Council, pertaining to the Paving Prcgram, fran 1965 to the present time. Mr. Groover read the Assessment Criteria Resolution No. 66-43 which was passed by the Council on September 6, 1966; and explained the planned method of payment for assessments. Mayor Thum then asked for discussion from the audience. Those in the audience with questions or comments on the subject were as follows: Mr. Moeller, Monroe Avenue - questioned the length of assessment on ocean front properties, parking areas and no curbs. Mrs. Frances Elder, Holman Road, - questioned paying for paving on a street being used as a right -of -way to a private road. Ernest Manierre, Cocoa Beach, - questioned footage of 216 feet, price per foot compared to Cocoa Beach and interest rate of 7 %. Gene Blackman - Orange Ave. - stated that he was under the impression that the interest rate would be 6 %. George Bovie, Cocoa Beach - asked for the figure on his assessment. PAGE/ ®Fz r 1" MICROFILMED 4 -24 -80 B. B. Purcell, Lincoln Avenue - questioned being assessed for 216 feet, when he only needed 90 feet to utilize his property. Mr. Purcell felt that the parking area by his property was not an asset to him. Mr. Ostendorf, Cocoa Beach, - Stated that the City should hold to 6 1/2% interest and asked about stabilization. Mr. Strang stated that a study should be completed within ten days. Mr. Snyder speaking for the Driftwood Apartments, stated that the interest rate of 7% was out of line. Ben Lewis, N. Atlantic Ave. - questioned being assessed for the entire length of his property on Church Lane as he fronted on the State Road, Joe Moore questioned the portion being paid by the City, and stated that he felt the City should pay more. Wade Harris - asked who was to maintain the str e Uts and when they would start needing maintenance. Mr. Groover'hat the streets were a "permanent type" and with proper care should last for 30 years. They would need sweeping and repair of damages frm accidents, etc. Mrs. Elder asked about where the Water line would be located on Holman Road. Mr. Snyder again spoke to the Council praising the fine work in getting the Paving Project in the City, and thanking the Council for their fine efforts. Mayor Thum announced that all comments and criticism would be carefully considered by the Council, and final acceptance of the program would be at the meeting of March 5, 1968, and invited the public to attend that meeting. There being no further action for the Council, the meeting was adjourned at 9:50 P.M., on a motion by Mr. Lindemann, seconded by Mr. Hocg and unanimous vote of the Council.
