REGULAR COUNCIL MEETING
November 7, 1967
The City Council of the City of Cape Canaveral, Florida,
met in regular session on November 7, 1967, at City Hall,
105 Polk Avenue, Cape Canaveral, Florida, at 7:40 p.m.
The meeting was called to order by Mayor Richard R. Thurm.
The roll was called by Dee Devlin. Members present were
Mayor Richard R. Thurm; Councilmen Vincent Lindemann and G. J.
Salvaggio; City Manager - City Clerk Joseph A. Rickards; City
Attorney T. David Burns; and Sgt. at Arms Ron Hill. Councilmen
Frank Hoog and Martin Schrider were absent.
The minutes of the regular meeting of October 17, 1967,
were read by Dee Devlin. There being no corrections or addi-
tions, the minutes were approved as read.
NEW BUSINESS:
Item 1. Resolution No. 67 -58.
Mayor Thurm read the Supplemental Franchise Agreement
and the resolution entitled, "A RESOLUTION APPROVING A SUPPLE -
MENTAL FRANCHISE AGREEMENT TO THAT CERTAIN GARBAGE FRANCHISE
DATED THE 28TH DAY OF AUGUST 1962 AND AS AMENDED ON THE 5TH DAY
OF FEBRUARY 1963 AND AS AMENDED ON THE 14TH DAY OF DECEMBER
1965; PROVIDING AN EFFECTIVE DATE ". Mr. Lindemann made a
motion to adopt the resolution, Mr. Salvaggio seconded the
motion, and the motion carried unanimously.
Item 2. Resolution - Roger Dobson contract.
Mr. Salvaggio made a motion to table this resolution until
the next regular meeting, Mr. Lindemann seconded the motion,
and the motion carried unanimously.

Item 3. Ordinance - first reading.

Mayor Thurm read the ordinance entitled, "AN ORDINANCE
AMENDING ORDINANCE NO 21 -66 REQUIRING REGISTRATION OF PERSONS
ENGAGED IN CERTAIN OCCUPATIONS, BY PROVIDING FOR A $10'00
REGISTRATION FEE; PROVIDING AN EFFECTIVE DATE ". Mr. Lindemann
made a motion to approve the first reading, Mr. Salvaggio
seconded the motion, and the motion carried unanimously.
Item 4. Resolution 67-60.
Mayor Thurm read the resolution entitled, "A RESOLUTION
RELINQUISHING CERTAIN SEATER PIPE LINE EASEMENTS IN RETURN FOR
DEDICATIONS OF CERTAIN SEWER PIPE LINE EASEMENTS; PROVIDING
AN EFFECTIVE DATE ". Mr. Salvaggio made a motion to adopt the
resolution, and Mr. Lindemann seconded the motion. Mr. Burns
suggested that Lines 3 and 4 in the title of the resolution be
changed by striking the words "sewer pipe line" and insert in
lieu thereof the words "public use ". The motion carried
unanimously.
Item 5. Resolution No. 67 -59.
Mayor Thurm read the resolution entitled, "A RESOLUTION
APPOINTING TWO (2) MEMBERS TO THE RECREATION BOARD; PROVIDING
AN EFFECTIVE DATE ". Mr. Lindemann made a motion to adopt the
resolution, Mr. Salvaggio seconded the motion, and the motion
carried unanimously to appoint Mr. Bert Francis and Mr: Davis
Caldwell to the Recreation Board.
At this point in the meeting, Miss Paula Balberchak,
Miss Sun and Space, presented Mayor Thurm with a plaque holding
the key to the city of Downey, California. The plaque had been
given to Miss Balberchak by the Mayor of Downey during her,
recent trip to California.

Item 6. Ordinance - first reading.
Mayor Thurm read the ordinance entitled, "AN ORDINANCE
ESTABLISHING RULES AND REGULATIONS FOR THE ERECTION, CONSTRUC-
TION, ALTERATION, REPAIR, AND DEMOLITION OF BUILDINGS AND
STRUCTURES IN THE CITY OF CAPE CANAVERAL, FLORIDA: PROVIDING
FOR THE ADOPTION OF THAT CERTAIN BUILDING CODE KNOWN AS THE
SOUTHERN STANDARD BUILDING CODE, 1965 EDITION WITH AMENDMENT
TO 1967, PART III, PLUMBING 1966 REVISION SOUTHERN STANDARD
BUILDING CODE, SOUTHERN STANDARD GAS CODE, 1965 EDITION WITH
1967 REVISIONS AND NATIONAL ELECTRIC CODE 1965 AS AMENDED,
PROMULGATED BY THE SOUTHERN BUILDING CODE CONGRESS: PROVIDING
FOR EXCEPTIONS THERETO: AND PROVIDING PENALTIES FOR THE VIOLA-
TION OF SAID CODE ". Mr. Lindemann made a motion to approve the
first reading, and Mr. Salvaggio seconded the motion. Mr. H. F.
Priebe, the Building Official, suggested some corrections as
follows: (1) The Southern Standard Building Code, the Plumbing
Code, and the Gas Code are all promulgated by the Southern
Standard Building Code Congress; and (2) the National Electric
Code is promulgated by the National Fire Protection Association.
The motion was carried unanimously.
Following the completion of the agenda items, a discussion
period was held.
Mr. Salvaggio made a motion to adjourn, Mr. Lindemann
seconded the motion, and the meeting was adjourned at 9:15 p.m.
Adopted this 21st day of November 1967.
