REGULAR COUNCIL MEETING
November 1, 1966
The City Council of the City of Cape Canaveral, Florida,
met in Regular Session-at the City Hall at 7.30 P.M. on the
lst day of November, 1966.
The Meeting was called to Order by Mayor Richard R. Thurm,
and the Roll was called by the Clerk. Officials present were
Mayor Richard R. Thurm, Councilmen Frank Hoog, Vincent
Lindemann and Martin Schrider, City Manager Joseph A. Rickards,
City Clerk Donna J. Anderson, City Attorney T-. David Burns
and Sgt. at Arms.
The Minutes of the Regular Meeting of October 18, 1966
and the Minutes of the Special Meeting of October 19, 1966
were read by the Clerk and with no additions or corrections,
were approved as read.
OLD BUSINESS
Item 1

Sewer Hook UA Ordinance
Mayor Thurm gave 2nd and Final Reading to Ordinance
# 6 -66,D. On a Motion by Mr. Schrider, seconded by Mr. Hoog
and carried unanimously the Ordinance was adopted.
Item 2., Car Wash
Mayor Thurm gave a summary of the Public Hearing and read
letters of protest from Poinsetta Terrace Apartments.and Mrs.
Joseph Manfe. Mayor Thurm gave a report on his trip to Orlando
to a similar operation. Mr. Lindemann made a Motion that the
request be approved as recommended by the Planning and Zoning
Board and subject to the approval of proper disposal of waste
water by the Building Official, and the installation of a
fence on the.east boundary approved by the City. Mr. Hoog
seconded the.Motion. Mayor Thurm then made a Motion to
amend, "that any drift of spray from the operation be arrested

which may be annoying to passing traffic and pedestrians."
Mr. Schrider seconded the Hoti:bn_ and the Amendment carried
with Mr. Schrider and Mr. Lindemann voting in favor and Mr.
Hoog voting opposed. The main Motion carried unanimously.
NEW BUSINESS
Item 1. Resolution # 66 -56 Directing Publication of Sale
of General Obligation Bonds
Mayor Thurm read Resolution # 66 -56 in full. On a
Motion by Mr. Schrider, seconded by Mr. Lindemann and
carried unanimously, the Resolution was adopted.,
Item 2, Beer Carry Out Permission (Wolfe)
On a Motion by Mr. Lindemann, seconded by Mr. Hoog and
carried unanimously, permission for carry -out beer and wine
was granted to Driftwood Carry -Out.
Item 3.' Discussion of Performance Bond Re: Contractors
Mayor Thurm explained the Bond required of all
Contractors and after discussion Mayor Thurm read a letter
of resignation from Councilman Martin Schrider effective
December 1, 1966.
There being no other business before the Council, the
Meeting was adjourned on a Motion by Mr. Hoog, seconded by
Mr. Lindemann and carried unanimously.
