REGULAR COUNCIL MEETING
August 16, 1966
The City Council of the City of Cape Canaveral,.
Florida met in Regular Session at the City Hall on the
16th day of August, 1966.
The Meeting was called to Order by the Mayor and the
roll was called by the Clerk. Officials present were Mayor
Richard R. Thurm; Councilmen Frank Hoog, Paul Knittel,
Vincent Lindemann and Martin Schrider; City Manager
J. A. Rickards; City Clerk Donna J. Anderson; City Attorney
T. David Burns and Sgt. at Arms James Bolick.
The Minutes of the Regular Meeting of August 2, 1966
were read by the Clerk and were approved with the addition
of the word "purchase" following the word "to" in the title
of Item 4.
The Minutes of the Special Meeting of August 11, 1966
were read by the Clerk and approved with the addition of the
word "clerical" following the word "without" on Line 3 of
Item 1.
The Treasury Report was approved as submitted:

Contract (Paving &
Mayor Thurm read Resolution #66 -39 Awardif.g- =the - Contract
to the Frank A. McBride Company. On a motion by Mr. Hoog,
seconded by Mr. Schrider and carried unanimously, the
Resolution was adopted.
Item 2. Resolution' Requesting Traffic Survey Located at
CentFr--Stree ontractorls ow ) for Possible
Installation of Traffic Eight.
Mr. Hoog made a Motion to Table the Resolution for a
minimum of one month. Mr. Lindemann seconded the Motion
which carried with Mr. Hoog, Mr. Lindemann and Mr. Schrider
voting in favor and Mr. Knittel abstaining.

Item 3. Resolution Requesting Corrections - Drainage
Problems Created by Construction of R - IA
Mayor Thurm read a Resolution #66 -40. On a Motion
by Mr. Lindemann, seconded by Mr. Schrider and carried
unanimously, the Resolution was adopted.
Item 4. Surfing Restrictions - Ordinance (1st. Reading)
Mayor Thurm gave 1st Reading to Ordinance #20 -66.
Mr. Schrider made a Motion that lst Reading be approved.
Mr. Hoog seconded the Motion. After discussion on
penalties, the 1st Reading was approved unanimously.
Item 5. Finger Printing Ordinance (1st Reading)
Mayor Thurm gave 1st Reading to Ordinance #21 -66.
Mr. Hoog made a Motion to approve 1st Reading. Mr.
Schrider seconded the Motion. After discussion, Mr. Knittel
made a Motion to Table. Mr. Linedmann seconded the Motion
which carried with Mr. Knittel and Mr. Lindemann voting in
favor, Mr. Hoog and Mr. Schrider voting opposed, Mayor Thurm
voting in favor, thereby breaking the tie.
On a Motion by Mr. Hoog, seconded by Mr. Lindemann and
carried unanimously, an add on Item was placed on the Agenda.
Item 6. Appointment of Recreation Board Members
On a Motion by Mr. Hoog, seconded by Mr. Schrider and
carried unanimously, Mrs. Ann Ross and Mrs. Retha Loggins were
reappointed to the Recreation Board.
Mr. Schrider then made a Motion setting a Special Meet-
ing of the Council for Public Hearing on the Budget for
August 30, 1966 at 7:30 P.M. Mr. Hoog seconded the Motion
and it carried unanimously.
There being no other:"business before the Council, the
meeting was adjourned on a Motion by Mr. Schrider, seconded
by Mr. Hoog and carried unanimously at 9 :35 P.M.
