REGULAR COUNCIL MEETING
July 19, 1966
The City Council of the City of Cape Canaveral met
in Regular Session at the City Hall, 105 Polk Avenue at
7:30 P.M, on the 19th day of July, 1966,
The Meeting was called to Order by Mayor Thurm and the
roll was called by the Clerk. Officials present were Mayor
Thum; Councilmen Frank Hoog, Martin Schrider, Paul Knittel;
City Clerk Donna J. Anderson; City Attorney T. David Burns
and a Sgt. at Arms Fred Tucker.
The Minutes of the Regular Council Meeting of July 5,

1966 were read by the Clerk and with no additions or corrections,
were approved as read.
The Treasury Report was approved as submitted,
OLD BUSINESS
Item 1. Ordinance 6 -66 -A, Time Extension - Sewer Hooku
Mayor Thurm gave 2nd and Final Reading to the Ordinance;
Mr. Hoog made a Motion to approve. Mr. Schrider seconded the
Motion, Mr. Hoog then made a Motion to Amend by striking the
mark " in the last line of Section 1 and adding the following
language: "providing, however, nothing contained herein shall
relieve said owners from their obligation to use the sanitary
sewer system facilities and shall not affect the City's right
to begin billing and charges of the said owners previously
notified for the use of the said system as required by the
City's sanitary revenue certificates."
The-2nd and Final Reading of the Ordinance as amended
was approved unanimously,
Item 2. Resolution A13pointing City Prosecutor
Mr. Hoog submitted the name Stanley Wolfman. Mr. Knittel
submitted the name Henry Kay. 'Mr. Hoog moved the nominations

be closed. Mr. Schrider seconded the Motion which carried
with Mr. Hoog, Mr. Schrider and Mayor Thurm voting in favor
and Mr. Knittel abstaining. The vote was taken by secret ballot
and the Mayor read a Resolution appointing Stanley Wolfman as
City Prosecutor for the City of Cape Canaveral. On a Motion
by Mr. Schrider, seconded by Mr. Hoog and carried unanimously,
the Resolution was adopted.
Item 3. Resolution Appointing Zoning Board Member
Mayor Thurm read letters of application from G.J. Salvaggio
and Mrs. Ernestine Butte. On a Motion by Mr. Hoog, seconded by
Mr. Knittel and carried unanimously, nominations were closed.
The vote was taken by secret ballot and the Mayor read a
Resolution appointing G.J. Salvaggio as a member of the Zoning
and Planning Board. On a Motion by Mr. Hoog, seconded by
Mr. Schrider and carried unanimously, the Resolution was adopted.
NEW BUSINESS
Item 1. Safety Award - Willard Winnett
A safety award was received by Chief Willard Winnett as
presented by Sgt. Jim McKinnen of the Florida Highway Patrol
to the City of Cape Canaveral for no fatalities during the
year 1965.
Item 2. Animal Ordinance (1st Reading)
Mayor Thurm gave first reading to Ordinance #8 -62 -A. After
discussion on suggested amendments, the first reading was
approved on a Motion by Mr. Schrider, seconded by Mr. Hoog
and carried unanimously.
There being no other business before the Council, the
meeting was adjourned at 9 :10 P.M. on a Motion by Mr. Hoog,
seconded by Mr. Schrider and carried unanimously.
