A RESOLUTION REQUESTING SUPPORT OF THE INTER-
GOVERNMENTAL REGULATORY RELIEF ACT OF 1987 TO
REQUIRE THE FEDERAL GOVERNMENT TO REIMBURSE
STATE AND LOCAL GOVERNMENTS FOR THE COSTS OF
COMPLYING WITH NEW FEDERAL MANDATES; PROVID-
ING AN EFFECTIVE DATE.
WHEREAS, Federally mandated legislation imposes significant
costs to State and local Governmental and
WHEREAS, Federal support in the form of loans and .grants to
State and Local Governmentshas decreased steadily over the past
several years; and
WHEREAS the Brevard County municipalities are restricted by
State Law in their ability to provide necessary replacement
revenues; and
WHEREAS, increased costs resulting from legislated mandates
and the decrease in funding sources has prevented local govern-
ments from addressing major infrastructure needs; and
WHEREAS, the Intergovernmental Regulatory Relief Act
(5.585 and H.R. 1087), ifadopted by the U.S. Congress, would
require reimbursement for the cost Of implementing regulations
promulgated under a significant law, which is defined as
legislation that is estimated to coat State or Local Governments
more than $25 million a year or is likely to have exceptional
fiscal consequences for particular geographic area or a
particular level of government; and
WHEREAS, this proposed legislation would further require the
President to submit a report to Congress each year that specifies
the cost of .Federal mandates for State and Local Governments for
the past year, the current year, and the following two years, and
recommends changes in the laws and regulations to reduce these
costs;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Cape Canaveral, Brevard County, Florida, as follows:
SECTION I. Senators Lawton Chiles and Robert Graham,
Representative Bill Nelson and other members of the Florida
Congressional Delegation are hereby requested to co-sponsor the
Intergovernmental Regulatory Relief Act to reimburse State and

Local Governments for the cost of complying with new Federal
mandates.
SECTION 2. The City Clerk is hereby authorized and directed
to provide copies of this Resolution to Senators Chiles and
Graham, Representative Nelson, and other members of the Florida
Congressional Delegation, and the Florida League of Cities.
SECTION 3 . This Resolution shall become effective immed-
iately upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral,
Florida, this 19th day of May , 1987.
