HomeMy WebLinkAboutResolution No. 1985-15 ICCROFNLMED AUG 87 RESOLUTION NO. 85-15 A RESOLUTION ESTABLISHING FIRE SERVICE POLICY; APPOINTING A CITY OF CAPE CANAVERAL FIRE CHIEF; PROVIDING FOR METHOD OF JOB DES- CRIPTION AND SALARY; ELIMINATING VOLUNTEER FIREFIGHTER CALL PAY; PROVIDING A FIRE DE- PARTMENT BUDGET MODIFICATION; ESTABLISHING THE CITY MANAGER AS THE CUSTODIAN OF ALL FIRE EQUIPMENT; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Cape Canaveral holds a responsibility to its citizens to provide adequate fire protection; and WHEREAS, the City is responsible to the citizens of Cape Canaveral for maintaining control of all fire equipment and facilities paid for by City revenue; and WHEREAS, the City of Cape Canaveral wishes to ensure that adequate fire protection will be provided to the citizens at all times; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape Canaveral, Florida, as follows: SECTION 1. The City Council of the City of Cape Canaveral, Florida, shall from time to time establish fire service policy and this Resolution shall initate the fire service policy. SECTION 2 . The City of Cape Canaveral, pursuant to the City Charter, hereby declares that it shall appoint a City of Cape Canaveral Fire Chief . The initial Fire Chief shall be Arthur L. Renfro. The City Council hereby directs the City Manager to establish a job description and salary for the Fire Chief and bring such recommendations to the City Council at their next regularly scheduled meeting for approval. SECTION 3 . All call pay to Cape Canaveral Volunteer Firefighters shall terminate immediately. SECTION 4 . The City of Cape Canaveral budget shall be adjusted to reflect the termination of call pay with all un- expended sums to go to the firefighter contingency line item. SECTION 5 . The City Manager, in conjunction with the Fire Chief, shall begin to establish criteria for providing fire pro- ection immediately. This criteria shall include a job description Resolution No. 85-15 Page 1 of 2 MICROFILMED AUG 87 I and number of firefighters; use of the equipment; policy with re- gards to working in conjunction with the volunteer firefighters; enacting a transition from the Port Canaveral firefighting agree- ment; establishing a City of Cape Canaveral auxiliary firefighter status; and establishing expected costs for these items. SECTION 6. In assessing criteria for the establishment of adequate fire service, it is the desire of the City Council that all firefighters and firefighter auxiliary members shall be members of the City of Cape Canaveral Fire Department only and no other paid or volunteer firefighter organization. Additionally, all paid firefighers shall be certified State firefighters with the 280 hour course completion or able to obtain the 280 hour certification within one year of being hired. All auxiliary firefighters shall be State certified with the 30 hour fire- fighter certification or be able to obtain State certification within six months. SECTION 7. All City equipment shall be used exclusively within the confines of the corporate City limits of Cape Canaveral or in carrying out the directives of the City of Cape Canaveral Fire Chief or in mutual aid. The City Manager, or his appointed designee, is hereby appointed custodian of all City firefighting equipment. I SECTION 8. This Resolution shall take effect immediately upon its adoption.
