HomeMy WebLinkAboutResolution No. 1985-07 MICROFILMED AUG 87 RESOLUTION NO. 85-7 A RESOLUTION OF THE CITY OF CAPE CANAVERAL, FLORIDA, ENCOURAGING THE GOVERNOR OF THE STATE OF FLORIDA TO RECOMMEND TO THE STATE LEGISLATURE A POSITION ON LEGISLATION TO REPLACE LOST REVENUES RESULTING FROM FEDERAL COMMUNICATION COMMISSION DECISIONS AND COURT DECISIONS THAT DEREGULATED THE TELEPHONE INDUSTRY AND CAUSED THE AMERICAN TELEPHONE AND TELEGRAPH COMPANY DIVESTURE: DIRECTING THE CITY CLERK TO MAIL THIS RESOLUTION TO THE GOVERNOR OF THE STATE OF FLORIDA, THE BREVARD LEGISLATIVE DELEGATION, AND THE BREVARD LEAGUE OF CITIES; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Cape Canaveral, Florida, as well as other municipalities in the State of Florida, experienced a negative financial impact as a result of recent Federal Communication Commission decisions and recent Court decisions , which decisions resulted in deregulation of the telephone industry and caused a substantial decrease in revenues to the City of Cape Canaveral and most other municipalities in the State of Florida; and WHEREAS, the State Legislature shall consider legislation to alleviate the problem; and WHEREAS , the Governor of the State of Florida has appointed a Telecommunications Task that is charged with the responsibility to review and make recommendations for legislation on the issue, and WHEREAS, the City Council of the City of Cape Canaveral wishes to express its views of the issue and encourage the Governor to act in the best interests of all municipalities in the State of Florida; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape Canaveral, Florida, as follows : SECTION 1 . That the City Council of the City of Cape Canaveral, Florida, urges the Honorable Robert Graham to accept the following recommendations regarding the above-mentioned F.C.C. and Court decisions that resulted in an on-going loss of revenues to Florida municipalities : a. That legislation be adopted authorizing municipalities the authority to tax long distance telephone carriers, as well as all other competitors of local telephone services . To keep intact the municipal public service tax on telephone services even if replacement dollars are provided by the State for the losses experienced by municipalities as a result of the above-mentioned F.C.C. and Court decisions . SECTION 2 . The City Clerk is hereby authorized and directed to forward copies of the Resolution to the Honorable Robert Graham, all members of the Brevard Legislative Delegation, and the Brevard League of Cities. SECTION 3 . This Resolution shall become effective immediately upon its adoption. ADOPTED by the City Council of the City of Cape Canaveral, Florida, this 5th day of February , 1985 .
