REGULAR MEETING OF
CITr COUNCIL
City of Cape Canaveral, Florida
November 5, 1963
A Regular Meeting of the City Council of Cape Canaveral was held
at 700 P.M., on November 5, 1963, at the temporary City Hall, 109 Buchanan
Ave., Cape Canaveral, Florida.
City Officials present were Mayor Richard R. Thurm, Councilmen
William Eberwlln, Jack Hayek, Eugene Jandreaa, F. L. Murphy, City Clerk, Dann&
J. Andersen, and City Attorney - T. David'Burms,
Ths Meeting was called to order by Mayor Thur, who read the
{%intoe of the last Regular Meeting of October 15th., 1963%
Oft a Moticsa by Mr. Murphy, seconded by Mr. Mtrck and passed
unanimaocsly, the minutes were accepted as read.
Prior to Agenda Items, Mayer 'ihurm read a'letter from Mr. George
Ritchie resigning an City Attorney. On a Nation by Mr. Jandrsau, seconded by
Mr, fitrck, and passed unanimously, Mr, Ritchie's resignation ram accepted.
A letter from the City expressing gratitude for past services rendered
by Mr. Bigchfie was read by Mayor Thurm.

Cit? Attnrnef - On a Notion by Mr. Jandreau, seconded by Mr. Murphy and passed
unanimously, Mr. T. David Burns was appointed City Attorney.
City Treasured - On Mr. "kNotion, seconded by Mr. Jandrean and passed
unenisousfy, Mrc. Anita Ostrom was appointed City Treasurer.
Dsouty Cit.>• Treasurer - Mr. Harck then made a Notion to appoint Mrs, Donna
J. Anderson Deputy City Treasurer, This Motion was seconded by Mr. Murphy and
passed unanimously.
Deputy C1;e _ On a Motion by Mr. Jandreau, sedonded by Mr. Murphy and
Passed unanimously, Mrs. Anita Ostram was appointed Deputy City Clark.
Buildinz Inavector - Mr. Jandream then made a Notion that the Temporary
Building Inspector, Mr -'James Morgan, be appointed on a permanent basis,
This Moticn was seconded by Mr. Harck and passed unanimously.
LQ D BUSINESS .
Fl.orfida Power & Li!ht Ces�ary. - Mayor Thur.% read a Resolution authorising
execution of a contract between the City of Cap* Canaveral and the Florida
Power and ::.fight Company. On a Notion by Mr. Hurck, seconded by Mr. Murphy

and passed unanimously, Resolution No. was adopted.
Mryor thurm r4fc05n1ssd Mr. Cecil Rodler, who, representing Mr.
& Mrs. R. F. Tidwell, requested a Public Hearing on a Zoning Variance in the
closing of a part of Magnolia Av0.
on a Nation by Mr. Harck, seconded by Nr. Eberwein and with Mr.
Jandreau and Mr. Murphy obstaining, the Motion failed without unanimous Tots
of the Council. Mr. Rosier requested that this mutter be placed on the Agenda
of the next Regular Meeting of the City Council.
VARIANCE - R. O. Raid
Mr. Murphy made a Notion that the Reid Variance be tabled. With
reference to Brevard Engineering Company, Mr. Marek moved to Amend the Notion
by tabling both Zoning Matters. Mr. Eberwein seconded the Notion to Amend
and the Motion as Amended passed unanimously.
ZONING BOARD
After discussion on the Zoning Board, the City Attorney, Mr. Burns,
read an Emergency Ordinance No. radifying and confirming Prior
enactments of the Zoning Board.
Nr. Hurck requested a five minute recess and upon resuming, Mayor
Thurm gave first and s7und reading of the Ordinance. On a Notion by Mr.
Jandreau, seconded by Mr. mirphy, the Ordinance was passed and adopted and
in henceforth known as City Ordinance No.
Mayor Thmrm submitted to the Council, a Resolution entitled "A
RESOLUTION APPOINTING AND APPROVING THE CITY ENGINEERS, BRILEY, WILD AND
ASSOC;kTES, AS THIS APPRAISERS FOR THE SEW-4RAGE-SYS'IEM As LOCATED AND OWNED BY
SHUFORD HILLS IM.REST AND FURTHER TO COMHENCE PLANNING SPECIFICATIONS
REGARDING SAID SEVERAGE PROGRAM."
on a Notion by Mr. Murphy to place the matter before the Council,
seconded by Mr. %rek•'and passed unanimously, the natter was placed on the
Agenda. Mayor lhurm read the Resolution in its entirety and on Motion by Mr.
Hurck, ascended by Mr. KuVW and passed unanimously Resolution No. was
adopted.
CITY MANAGER - Discussion
After discussion, Mr. Jandrean made a Nation to explore the feasi-
bility of hiring a City Manager. The Motion failed to receive a second and the
Motion died.
Mr. Jandream made_ a Motion to Adjourn, seconded by Mr. Eberwein and
the Meeting Adjourned at 9:00 P.M. on the 5th day of November, 1963
