Financial Services Summary: Adopt a Combined Rate of 3.9102 mills for FY 2013/14 which represents rolled back rate. This includes four segments: General Government Police mills a 1.9187 mills General Government Fire /Rescue mills a 1.4390 mills General Government Beautification mills a 0.4816 mills Library Dependent Special District 0.0709 mills These rates are those identified in the Fiscal Year 2013/14 Proposed Budget. Per 'Truth in Millage Compliance ", the Ad Valorem Tax Rates(s) can be lowered from the initial tax rate proposal. However, no tax rate can be increased. The City Council previously adopted the following: 1) Resolution No. 2013 -12 — Tentative Proposed Millage Rate of 3.9102, adopted July 16, 2013; and 2) Resolution No. 2013 -17 — Proposed Millage Rate of 3.9102, adopted September 3, 2013. WHEREAS, the electors approved in the 1985 referendum election the construction, maintenance and operation of a library by Ad Valorem Taxes; and WHEREAS, the electors approved in the 1986 referendum election the imposition of Ad Valorem Taxes for beautification projects, and WHEREAS, the electors approved in the 1990, 1994 and 2001 referendum elections the imposition of Ad Valorem Taxes for Fire /Rescue Services; and WHEREAS, the electors approved in the 1990, 1994 and 2002 referendum elections the imposition of Ad Valorem Taxes for Police Services; and WHEREAS, the City wishes to impose said Ad Valorem Taxes. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape Canaveral, Brevard County, Florida, as follows. Section 1. The total millage for all City operating purposes is 3.9102 mills on the dollar of taxable value for the 2013/2014 Fiscal Year for the City of Cape Canaveral, Florida. This millage represents the rolled -back rate. Section 2. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a final millage rate of 0.4816 mills for Beautification General Operating Millage, as approved in the 1986 referendum election. This proposed Ad Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within the City of Cape Canaveral, Florida Resolution No. 2013 -20 Page 2 City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1, 2013 and ending September 30, 2014. Section 3. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a final millage rate of 0.0709 mills for the Library Dependent Special District, as approved in the 1985 referendum election. This proposed Ad Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within the City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1, 2013 and ending September 30, 2014. Section 4. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a final millage rate of 1.4390 mills for Fire/Rescue Service General Operating Millage, as approved in the 1990, 1994 and 2001 referendum elections. This proposed Ad Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within the City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1, 2013 and ending September 30, 2014. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a final millage rate of 1.9187 mills for Police Protection General Operating Millage, as approved in the 1990, 1994 and 2002 referendum elections. This proposed Ad Valorem Tax shall be levied upon the 2013 Tax Assessment Roll for Ad Valorem Tax on all taxable property located within the City of Cape Canaveral and is to be used for the City's Fiscal Year beginning October 1, 2013 and ending September 30, 2014.
